RescueBiner was reported in 2020 as a carabiner-style emergency tool combining a seatbelt cutter and a glass-breaking tip. That report described a Kickstarter campaign and a planned US$24.99 retail price, but it does not establish that the campaign succeeded, the tool shipped, or RescueBiner is available today. New Atlas’s April 15, 2020 report is the basis for the product description.
What was RescueBiner?
New Atlas described RescueBiner as an aluminum-alloy carabiner developed by Kentucky-based wilderness first responders Matt Able and Kelly Moore. Its reported design paired a recessed, replaceable blade intended to cut a jammed seatbelt with a tungsten-carbide tip intended to break vehicle glass. The report said a Kickstarter campaign was underway and listed a planned US$24.99 retail price; those details describe the campaign-era proposal, not a verified sale or current price.
There is no verified current RescueBiner specification sheet or attributable effectiveness statistic in the available reporting. The later TechYorker page with the matching title includes unrelated computer-accessory material, so it does not provide dependable confirmation of the tool’s specifications or availability.
Can you buy RescueBiner now?
Current availability has not been established. The 2020 New Atlas article documents a Kickstarter campaign at that time, but does not show that it was successful or that backers received a product. A separate 2026 page is not reliable confirmation because its body mixes in unrelated products. Do not treat either the historical campaign price or current car-escape-tool listings as evidence that RescueBiner itself is for sale.

How car escape tools work—and where they may not
Other manufacturers currently describe tools that combine a belt cutter with a window-breaking feature, but their existence does not verify RescueBiner or establish that any escape tool works on every vehicle window.
- resqme’s product page describes a compact seatbelt cutter and a breaker for tempered side-window glass. The manufacturer says it will not break laminated glass and advises checking the glass used in each vehicle window.
- The manufacturer’s 2024 instruction sheet likewise says the tool does not break windshields or laminated glass and identifies it for vehicular emergency rescue use.
- 5.11 Tactical’s ESC Rescue Tool is described as having a folding seatbelt strap cutter and a spring-loaded carbide-tip window breaker.
- Victorinox’s Rescue Tool explainer describes a different combination: a seatbelt cutter, window breaker, and glass saw.
These are manufacturer descriptions, not independent comparative tests. A tool’s advertised breaker material or shape alone does not establish which glass it can break.

What to check before relying on an escape tool
Glass type matters. A tool specified for tempered side glass may not work on laminated glass or a windshield. Vehicle glazing can differ by window and vehicle, so check the owner information or manufacturer guidance for the particular vehicle, then compare that with the escape tool’s instructions.
- Glass compatibility: Confirm the specific glass types the tool is designed to break; do not assume it works on a windshield or laminated window.
- Belt-cutter access: Check whether the blade is guarded and how to reach it quickly.
- Reach and storage: Keep the tool secured where the driver or passenger can reach it from the seat. A tool stored out of reach may not help during an emergency.
- Handling: Consider whether the form factor and operating steps are manageable under stress.
- Care: Follow the maker’s maintenance and replacement directions, especially for a replaceable blade.
For the resqme tool, the manufacturer’s page and instruction sheet specifically warn against assuming laminated-glass or windshield performance. Follow the instructions for whichever tool you choose rather than generalizing from another model.

How to get out if a seatbelt is jammed
If a belt will not release and an escape tool is available, use its belt-cutter instructions. A guarded cutter can help control contact with the blade, but the exact method depends on the tool’s design. Check access and handling before an emergency; do not assume every carabiner-style tool uses the same mechanism.

No broad conclusion about passenger-car escape tools follows from the cited NHTSA interpretation. The agency’s interpretation concerns bus emergency exits under Federal Motor Vehicle Safety Standard No. 217. It states: “The exit must be capable of being opened without an emergency hammer.” That is a requirement about the bus exit in that context, not a finding about the performance of portable tools in passenger cars or permission to replace a required bus exit mechanism with a hammer. NHTSA’s interpretation 10-001391 provides the agency’s explanation.
