A 2011 PerthNow report found that morning peak traffic cut the average speed on the Kingsley-to-city route from 73 km/h to 41 km/h, adding about 12 minutes. It said traffic began building around 6 a.m. and was worst between 7:30 and 8 a.m. Those are historical, route-specific findings—not a forecast for a Perth commute today.
What the 2011 Perth report found
PerthNow’s 3 August 2011 report attributed the figures to an Intelematics Australia analysis of speed readings collected for millions of vehicles travelling to and from Australian capital cities over the preceding two years. The story named several Perth routes, but did not link a standalone study or its underlying dataset. Its results should therefore be understood as figures reported by PerthNow, not as independently verified current travel times.

The story said congestion started building at about 6 a.m., with the worst period between 7:30 and 8 a.m. These times refer to the report’s observations, not a current peak-hour timetable.
How those findings compare with current indicators
TomTom’s 2025 Perth Traffic Index uses a different measure: estimated time for a standard 10 km trip. It reports 19 minutes 40 seconds in the morning rush and 21 minutes 30 seconds in the evening rush, with average congestion levels of 61.6% and 72.2%, respectively. TomTom also estimates 62 hours lost to rush-hour traffic in 2025, which was 1 hour 16 minutes less than in 2024. The index describes anonymised driver trip data across metro and city areas and the road network.

These figures cannot be treated as a direct before-and-after comparison with PerthNow’s route-specific 2011 speeds and added minutes: the years, geography, data and metrics differ. They do indicate that a citywide index can describe a different pattern from an individual route report, including a slower evening 10 km trip in TomTom’s 2025 results.
What recent Perth reporting says about congestion
Roads and bottlenecks
In November 2025, RAC reported that the largest total congestion was on Mitchell Freeway, Kwinana Freeway and parts of Albany Highway. It also identified Reid Highway and Erindale Road, Tonkin Highway and Welshpool Road East, and Leach Highway and Manning Road among the worst intersections. RAC attributed to Main Roads WA the finding that bottlenecks can account for as much as 68% of congestion.

The same RAC report attributed a $2.9 billion annual congestion cost for Perth metro in 2024–25 to Main Roads WA. Main Roads WA executive director of Network Operations Mehdi Langroudi told RAC that the dollar figure of congestion on state roads and major local roads had risen by about 30% over three years. These are agency figures reported by RAC, not measurements from the 2011 Intelematics analysis.
Survey responses are not traffic measurements
RAC’s 31 January 2025 release said 81% of 360 surveyed commuters believed congestion had worsened over the previous year. RAC reported a 37-minute average self-reported one-way commute for Perth drivers in that release. In an October 2024 feature, RAC gave a 38-minute average commute for regular peak-hour drivers in Perth. These are survey-based commute measures from different reporting contexts; they should not be combined into a single trend line or compared directly with route speeds.

Why traffic figures can disagree
A route’s average speed, extra minutes over a normal-condition baseline, a standardised 10 km journey, annual hours lost, and a survey respondent’s commute duration answer different questions. Before interpreting a headline figure, check:
- Year: whether it describes 2011, 2025, or another period.
- Geography: a named route, Perth metro, or a broader city and road network.
- Time period: morning peak, evening peak, or peak periods generally.
- Baseline and metric: normal-condition speed, a standard trip time, congestion percentage, or reported commute duration.
- Source and method: traffic data, an agency estimate, or a survey response.
For a trip you are making now, use live route information for the specific departure time and destination. The 2011 report can show how sharply peak traffic affected some named routes then, but it cannot establish today’s fastest route or expected arrival time.

How Perth monitors traffic now
In a January 2025 feature, RAC reported that Main Roads WA’s Road Network Operations Centre operates around the clock and receives input from more than 3,000 sensors, 400 CCTV cameras and more than 500 Bluetooth beacons across Perth and WA. Main Roads spokesperson Dean Roberts said Bluetooth data from roadside beacons is used to determine average road speeds and show congestion on a network map. This describes the operations system reported in 2025; it does not establish which data Intelematics used for its separate 2011 analysis.
RAC’s 2021 discussion of congestion also cautioned that adding road capacity can attract additional driving, a concept known as induced demand. That is policy context, not a current measurement of Perth traffic or proof that any particular road project will have a specific outcome.
