What does “unlicensed” mean in WA?
Transport WA says a person is classed as unlicensed if they drive a vehicle class without the appropriate licence or drive contrary to licence conditions. When can a vehicle be impounded?
WA Government guidance lists roadside impoundment periods for reckless-driving (hoon) offences. The periods below describe the general rules; they do not show that a vehicle in the Williams report was impounded.

The Road Traffic Act 1974 includes an offence for driving while not authorised. The available information does not establish the charge, if any, in the Williams matter, or its outcome. An allegation, a roadside action and a court finding are distinct stages; the headline alone cannot establish a conviction or penalty.
