That date has passed: the available official notices do not confirm a later free-testing extension or that free testing is still available as of October 8, 2026. Mandatory testing deadlines and later fee-based tests are separate matters.
What changed in the free-testing deadline?
On May 27, 2025, the Associated Press of Pakistan (APP) reported that an Environment Protection Department (EPD) spokesperson had extended the free-testing deadline from May 30 to June 30, 2025. The spokesperson cited rising daily turnout at testing booths and extreme summer heat. This was a reported campaign deadline, not the formal compliance schedule for mandatory testing. APP’s May 27 report carries the announcement.
The extension is historical, not a current offer. Later official notices introduced fees, and the available notices do not establish a newer free-testing deadline.
Does that deadline determine whether your vehicle must be tested?
No. The free campaign’s closing date and the legal schedule for mandatory emissions testing are different. EPA Punjab’s April 16, 2025 Order No. 240 directed emissions testing for cars and light transport vehicles (LTVs). In a later order, EPA set November 15, 2025 as the first-phase deadline for Lahore cars and LTVs manufactured from 2010 through 2015, and said it would issue schedules for other model years. The order warned of legal action against noncompliant vehicles after that deadline. Order No. 240 and the later first-phase order set out those requirements.

The November date was a past deadline for the specified Lahore vehicle group; it should not be read as a current deadline for every vehicle in Punjab. The orders distinguish the Lahore first phase from schedules for other model years.
Which vehicles were exempted?
EPA Punjab’s June 5, 2025 order exempted cars and LTVs not older than three years from the testing requirement in its April 2025 order. The exemption was based on the agency’s observations about newer vehicles and manufacturer-specified maintenance. Read the June 5 exemption order for its terms; it does not establish that every newer vehicle is exempt from any later or different requirement.

What do emissions tests cost at licensed centers?
EPA Punjab’s fee notification, dated September 30, 2025 and effective October 1, set the following car/LTV charges. The Punjab Transport Department’s December 30, 2025 notice adopted this schedule for private motor-car emission tests at licensed P-VICS centers. Because fees can change, confirm the current charge with the relevant authority or licensed center before visiting.

The schedule is from the EPA Punjab fee notification; licensed-center application for private motor-car testing is stated in the Transport Department’s P-VICS notice. These notices concern fee-based testing, not a continuation of the 2025 free campaign.

What should a Punjab vehicle owner do now?
- Check whether your vehicle falls under a current official testing order. The 2010–2015 first phase applied to Lahore cars and LTVs, while EPA said other model-year schedules would follow.
- Do not rely on the June 30, 2025 free-campaign date as a current booking or compliance deadline. It has passed, and the cited notices do not confirm a later free extension.
- If testing is required, confirm the current fee and use a center authorized for the applicable testing system. The December 2025 notice addresses licensed P-VICS centers for private motor-car tests.
- Keep the test record and follow the instructions issued by the relevant authority or center. A generic OBD-II code reader may help identify diagnostic problems, but it does not measure the official emissions result or replace an authorized test.
Why did EPA require emissions testing?
EPA Punjab’s April 2025 order said vehicle emissions accounted for 43% to 83% of Punjab’s emission inventory. That range is the agency’s statement in the order, not an independently verified measurement presented here. The order is available as Order No. 240.
