An August report described increases effective September 1; a later report described a separate Gazette-notified revision effective immediately. Punjab Excise’s two accessible fee pages also show different transfer amounts. Check the official assessment for your specific transaction before paying.
What changed, and when?
The fee reports describe two points in time, not a single schedule that can be combined without the underlying notification.
- August 20, 2025: ProPakistani reported that Excise had announced higher registration and transfer fees effective September 1, alongside a planned digital-registration system. ProPakistani’s August 20 report is secondary reporting, not the underlying legal notification.
- August 20, 2025: Dawn also reported the September 1 transfer-fee change and related number-plate plans. It paraphrased an Excise spokesperson’s advice to complete transfers promptly; it did not provide a named spokesperson’s verbatim quotation. Dawn’s report likewise does not establish the legal fee schedule.
- September 12, 2025: The Express Tribune reported that a Gazette notification had increased late-registration and transfer fees with immediate effect. Its figures differ from the rates shown on the accessible Excise pages. The Express Tribune report is a secondary account; the Gazette text itself was not available to reconcile the changes.
Because the reports have different dates and effective-date descriptions, do not assume the September 1 announcement and the later immediately effective revision are the same measure. The primary Gazette notification is needed to settle the legal timeline and rates.
Why the published transfer amounts conflict
Punjab Excise’s accessible official pages list different transfer charges. They do not provide a clean, date-stamped consolidated schedule that resolves the discrepancy, so neither page alone establishes a certain current amount for a transaction.

These are the amounts displayed on the respective official pages, not a confirmation that either is the current amount due. The Motor Vehicle Tax page also lists new-registration rates, including percentage-based rates for most cars and fixed motorcycle charges by engine capacity, but those are distinct from transfer charges. Fees reported in the September 12 news report
The Express Tribune reported the following transfer charges as part of the revision it said took effect immediately on September 12, 2025. Treat these as reported figures, not verified current legal rates, until checked against the Gazette or an official payment assessment.

The same article reported escalating late-registration fines, from PKR 2,000 for up to one month to PKR 15,000 for six months or more. It does not establish that these are the rates currently assessed. Verify the applicable penalty and its time band through an official transaction assessment.
What the September 2025 reports said about plates and sellers
The August reports described a planned digital-registration system under which a number plate would be linked to the owner’s CNIC. They said a seller could retain the existing registration number and that a buyer of a used vehicle would receive a new number. Dawn also reported that an unused number could be reserved for up to two years. These are details reported about the planned system, not confirmation of its present operation or current procedure.

ProPakistani reported that sellers whose buyers had not transferred vehicles were urged to contact helpline 1035 to report the sale and request suspension of registration. Since procedure and service availability can change, confirm the current instructions with Punjab Excise before relying on that route.
How to check and complete a transfer
Use the current official Excise or ePay Punjab transaction channel to obtain the amount assessed for the particular vehicle; do not calculate it from the conflicting published tables. The official ePay search result describes paying the motor-vehicle transfer fee at the time of transfer, but the service page was not accessible for confirmation. The official Excise process page lists these transfer documents:

- Copies of the seller’s and purchaser’s CNICs, plus witness copies.
- Original registration certificate, with token tax paid up to date.
- Original registration file where applicable under the File Return Scheme.
- Prescribed application.
For a locally manufactured vehicle’s initial registration, the official process page lists Form-F, owner identity documents, original sales certificate and invoice, and payment of registration fee, number-plate fee, and other applicable taxes. For an imported vehicle, it lists Form-F, owner identity, customs import permission, customs duty and tax documents, and other sale or shipping documents as applicable. On June 17, 2026, Associated Press of Pakistan reported that the Punjab Finance Bill 2026–27 proposed higher motor-vehicle transfer fees and alignment of hire-purchase agreement fees with transfer fees, except for motorcycles and motor cars below 1,000cc. It also reported a proposed 99% token-tax concession for electric vehicles during fiscal year 2026–27. These were described as proposals; the report does not confirm enactment, commencement, or a final fee schedule. Do not treat them as payable rates without confirmation of the bill’s status and applicable notification. Read the Associated Press of Pakistan report.

Electric-vehicle concessions need separate confirmation
Punjab Excise’s Motor Vehicle Tax page lists 95% exemptions for electric-vehicle registration fee and motor-vehicle tax, but the relevant section does not establish whether the exemption remains current after later measures. The separate 99% token-tax concession reported in June 2026 was a budget proposal, not confirmation of a current benefit. Check the applicable notification and vehicle-specific assessment before relying on either figure.
