Project Marinus Stage 1 construction is expected to begin in 2026, with operation targeted around 2030. The project is not just a new undersea cable: it also includes transmission upgrades in north-west Tasmania. Official schedules remain expectations, not guaranteed dates, and the available updates do not establish how much physical construction was underway on 5 October 2026.
What Project Marinus includes
Project Marinus is a Tasmanian–Victorian electricity infrastructure program made up of two parts:
- Marinus Link: a proposed electricity interconnector across Bass Strait, connecting Tasmania and Victoria.
- North West Transmission Developments (NWTD): upgrades to Tasmania’s on-land transmission network to support the link.
Stage 1 is a 750-megawatt cable connection plus associated NWTD upgrades. The wider proposal includes a second 750-megawatt link as Stage 2. The Australian Energy Regulator’s 2026 decision describes the Stage 1 costs and project scope.
When will construction begin and when is Stage 1 expected to operate?
Tasmania’s ReCFIT project page says Stage 1 construction is expected to begin in 2026, with commercial operation intended in 2030. Marinus Link’s timeline also anticipates construction beginning in 2026 and completion by 2030. ReCFIT’s FAQ describes the interconnector as expected to be operational from late 2030 and refers to Project Marinus commissioning in 2030–31. The varying terms—“expected,” “intended” and “late 2030”—are important: these are published schedule targets, not a guarantee of a particular start or service date. A Marinus Link news-index item dated 25 September 2026 reported an offshore transmission licence and described it as one of the final permits ahead of construction. That milestone does not show that every separate approval is complete, nor does it establish how much construction had physically taken place by 5 October 2026. The project’s news index lists the item.
How Stage 1 differs from Stage 2

The capacities and Stage 1 cost decision are described by the AER. Stage 2’s capacity does not mean that its schedule is settled.

What the regulator approved—and what the figure covers
The AER approved $3,470.6 million in capital expenditure for Marinus Link Stage 1 construction costs, $27.8 million below the company’s proposal. This is the regulator-approved Stage 1 Marinus Link construction figure, not a total for Project Marinus: the broader program also includes NWTD and a proposed second stage. The AER said it scrutinized the proposed costs and stakeholder feedback, including the allocation of risks among the project, TasNetworks and consumers.
AER Chair Clare Savage said: “There has been significant interest and a diverse range of views from stakeholders through our consultation process, reflecting the complexity of a project of national significance across multiple states.”

Why build another interconnector when Basslink already exists?
Basslink has served Tasmania since 2006. The Tasmanian government says a second interconnector is intended to add energy security and enable more electricity exchange: exporting renewable energy when available and importing electricity when needed. Those are the government’s stated reasons and intended benefits, not guaranteed outcomes. ReCFIT’s Project Marinus FAQ explains the government’s rationale.
