PHINIA Publishes 2026/2027 Heavy-Duty and Off-Road Emissions Standards Booklet

PHINIA says its 2026/2027 global reference booklet covers heavy-duty and off-road emissions requirements, testing, diagnostics, monitoring, and fuels. It is a guide—not a new regulation.

PHINIA announced on September 28, 2026, that it has published its 2026/2027 Worldwide Heavy-Duty and Off-Road Emission Standards booklet. It is a professional reference guide for navigating requirements across markets—not a new regulation or evidence that any particular emissions limit has changed.

What the 2026/2027 booklet covers

PHINIA says the guide addresses heavy-duty and off-road applications, spanning vehicles, engines, equipment, and machinery. Its stated scope brings together several kinds of emissions requirements and technical information:

  • Limits for conventional exhaust pollutants.
  • Greenhouse gas requirements, including CO2, and zero-emission vehicle standards.
  • Standard test cycles and testing conditions.
  • References to relevant fuel standards.
  • An overview of onboard diagnostics and emissions monitoring.

PHINIA’s Worldwide Emissions Standards page likewise lists exhaust-pollutant standards, greenhouse gas, fuel-consumption and ZEV standards, diagnostics and monitoring, off-road pollutant emissions, and fuels. The breadth is useful for professionals who need to consider not only limits, but also how requirements are tested and monitored across different applications and markets.

Who it is for—and what it is not

PHINIA identifies OEMs, engineers, policymakers, and other industry professionals as its intended readers. The booklet consolidates information for those working across global heavy-duty and off-road emissions requirements; it does not itself create legal obligations. For certification, compliance, or engineering decisions, confirm applicable requirements with the relevant official regulator and consult the actual 2026/2027 guide.

Where to find the booklet and verify its details

PHINIA’s September 28, 2026 announcement says the booklet is available through the company’s Worldwide Emissions Standards page. That live page labels the heavy-duty/off-road booklet “New in September 2026.” The detailed regional tables, emissions values, and implementation dates are not reproduced in the announcement or the scope description, so check the actual new booklet and relevant regulator material before relying on a specific limit or date.

A PHINIA-hosted PDF titled 2024/2025 may also appear in searches, but it is an earlier edition and should not be used as a substitute for the 2026/2027 tables. PHINIA’s earlier guide cautions readers to verify standards with official agencies because requirements can change.

A recurring reference series

PHINIA says the booklet project began with Delphi in 1993. The company describes the heavy-duty/off-road edition as a biennial publication: the previous edition was published in 2024, followed by a light-duty edition in 2025. This is publication history reported by PHINIA, not a measure of the guide’s adoption or regulatory impact.

In the release, PHINIA Chief Technology Officer Todd Anderson described its aim as “to bring that information together in a clear reference that engineers and decision-makers can use as they plan for current and future requirements.” He also noted that manufacturers face a broader engineering challenge involving traditional pollutants, greenhouse gases, testing, diagnostics, and monitoring across markets.
