A City of Stirling plan reported on 21 September 2025 proposed 63 traffic-calming devices in Joondanna and South Tuart Hill: 41 raised safety platforms at intersections and 22 asphalt speed cushions on local roads. The City cited a higher-than-average crash history in the precinct. The report said construction was planned for the 2025–26 financial year, but whether the work was completed or changed after that report has not been confirmed.
Where the proposed works were planned
The project area covered Joondanna and part of South Tuart Hill. PerthNow described its boundaries as Royal Street to the north, Green Street to the south, Main Street to the west and Wanneroo Road to the east. The City of Stirling plan was presented as a precinct-wide traffic-calming project, rather than a treatment for one isolated street.
What the 63 devices were
Although the headline phrase “speed bumps” is familiar, the reported plan involved two different types of raised treatment:

These are not all conventional speed bumps. The distinction matters because the plan specified platforms at intersections and cushions on local roads; the report did not provide site-by-site locations or detailed design specifications.

Why the City said it was acting
The City said the project responded to a higher-than-average crash history. PerthNow reported 139 crashes between 2020 and 2024 in Joondanna and the area just south of Royal Street where the works were planned. Of those reported incidents, eight resulted in hospitalisation, 28 required medical attention and 66 involved major property damage. Those outcome figures do not account for every one of the 139 crashes, and the report does not provide a complete breakdown of the remainder.
City officers described the Urban Road Safety Program as aiming to “deliver a series of low-cost treatments to effectively reduce travel speeds and crash risks across a broader precinct, rather than isolated locations.” They also said widely spaced treatments can lead to speeding between devices, which is why they viewed clustering as a way to maintain more consistent safety outcomes throughout the area.

What residents said in consultation
PerthNow reported that 6,577 households were notified and the City received 100 submissions: 69 in support and 31 opposed. Supporters raised speeding and hooning. Those opposed questioned the scale of the project and whether the cost would be effective.
The submissions show the views of people who responded, not a representative poll of all notified households. The reported figures do not establish that every household received or considered the proposal in the same way.

Has construction happened?
The 21 September 2025 report said construction was to proceed during the 2025–26 financial year. It does not confirm completion, and no later authoritative update is established here. So the accurate status is that the works were planned—not that all 63 devices are now installed. For current progress, check the City of Stirling’s project updates or contact the City directly.

The reported project gives a proposed device count, types, precinct boundaries and the City’s stated safety rationale. It does not establish how much speeds or crashes would fall, whether the final design remained unchanged, or the current installation status. A separate historical WA Government account reported that a 2009 North Perth trial using 16 mobile speed humps over 400 metres brought traffic to around 40 km/h, a reduction of about 10–15 km/h; that was a different trial and is not evidence of the expected effect of Stirling’s proposed works.
