Perth Freight Link is no longer a live road project. The WA Government decided not to proceed in 2017, and in January 2025 it finalised a planning amendment removing the regional road reservation, saying the proposed extension could no longer go ahead.
What was the Perth Freight Link?
Perth Freight Link was a proposed freight road associated with Roe Highway extensions known as Roe 8 and Roe 9. A 2014 WA Government announcement described the route as extending Roe Highway through to Stock Road. The government said it was intended to improve freight access and remove heavy trucks from Leach Highway; these were stated aims, not demonstrated outcomes. WA Government announcement, 17 December 2014.
What happened to the Perth Freight Link?
On 30 March 2017, the WA Government said it would not proceed with Perth Freight Link and would renegotiate the Roe 8 contract. Premier Mark McGowan called it “deeply flawed” and said the decision had been carefully considered in the long-term interests of Western Australians. That was his political assessment, not an independent technical finding. WA Government statement, 30 March 2017.
The Commonwealth’s position differed at the time. In its response published on 28 April 2017, the Australian Government said it was disappointed by WA’s decision, reported a commitment of nearly $1.2 billion to the project, and said it remained prepared to work with WA to deliver it in the future. It also said funds previously allocated to Perth Freight Link were included in the broader WA Infrastructure Package. Those statements describe the Commonwealth’s position in 2017; they do not change the later WA planning decision. Australian Government response, 28 April 2017.

Is Roe 8 still going ahead?
No. In January 2025, the WA Government said it had finalised a Metropolitan Region Scheme amendment removing the Primary Regional Roads reservation for the extension. Planning Minister John Carey said the amendment provided certainty that the road could no longer go ahead. WA Government statement, 17 January 2025.
Why was Perth Freight Link cancelled?
The WA Government’s 2017 announcement said it would not proceed with the project and framed its decision as being in the state’s long-term interests. The sources cited here establish that decision and the government’s stated rationale, but do not provide an independent assessment proving a single cause for cancellation.

The project’s business case also has an important transparency limitation. In its 2017 response, the Australian Government said the full business case had not been released because it contained commercially sensitive procurement details, and that the decision about release rested with the WA Government. The publicly available account therefore does not allow readers to independently examine the full case or all its assumptions. Australian Government response, 28 April 2017.
What will happen to the Roe 8 corridor?
The 2025 amendment sets a different planning framework for land affected by the former road reservation. The WA Government said areas with the highest environmental and heritage significance were reserved for Parks and Recreation. Other areas described as largely cleared or developed were rezoned for urban uses.

The 2014 proposal presented the route as a way to improve freight access and reduce heavy-truck use of Leach Highway. Because the road did not proceed, those aims should not be described as benefits the project delivered. The official material cited here does not establish realised travel-time, congestion, safety or environmental outcomes attributable to Perth Freight Link.
