Perth Council Chooses 40 km/h Limits for Local Roads, Not Most Major Roads

City of Perth Council chose a narrower 40 km/h expansion than staff recommended, covering Access Roads and Local Distributor Roads while retaining existing limits on most major roads.

On 18 November 2025, City of Perth Council approved a narrower expansion of 40 km/h speed zones than staff had recommended. The adopted Option 2 covers Access Roads and Local Distributor Roads across City neighbourhoods, while keeping existing speed limits on most major roads. PerthNow reported the vote as 7–1. The City says installation is planned for late 2026, subject to approved funding; the new limits should not yet be treated as installed.

What Council approved

The decision expands an existing 40 km/h network; it does not introduce the limit to central Perth for the first time. The City says it has worked with Main Roads WA to introduce 40 km/h zones in Central Perth and Northbridge since 2011. The new decision applies 40 km/h to Access Roads and Local Distributor Roads across City neighbourhoods, with existing limits maintained on most major roads. The City’s project page confirms Option 2 was approved.

How the adopted option differed from the recommendation

City staff recommended Option 1, the widest proposal: 40 km/h on remaining Access Roads and Local Distributor Roads, as well as several District Distributor A and District Distributor B roads. Council instead selected Option 2, which limits the expansion to Access Roads and Local Distributor Roads and leaves most major-road limits unchanged. PerthNow reported that the alternative motion was carried 7–1, moved by Councillor Adam Pacan and seconded by Councillor Lisa Ma; Councillor Viktor Ko was the sole vote against it. PerthNow’s report described debate over safer local streets and the function of major roads.

Which roads were reported to retain higher limits?

At the time of the vote, PerthNow named Mounts Bay Road, Winthrop Avenue, Aberdare Road, Riverside Drive, East Parade, Loftus Street and Stirling Highway as examples expected to remain at 60 km/h. It reported Adelaide Terrace and Wellington, Newcastle and Hay streets as remaining at 50 km/h. These are examples reported with the decision, not a fresh check of every road segment or its current posted limit.

Why the City supported lower speeds

The City’s March 2025 council agenda gave several policy aims for the expansion: reducing crash severity, improving accessibility for different ways of travelling, and creating streets more suited to walking, cycling and outdoor dining. It also cited potential reductions in noise and support for pedestrian-friendly streets. These were reasons for the policy, not measured results from the Perth expansion.

The agenda stated: “Pedestrian or cyclist survival chances double if the vehicle is traveling at 40 km/h instead of 50 km/h.” This is the City of Perth’s claim in its March 2025 agenda; the underlying analysis is not independently verified here. The agenda also cited a 12-month City of Vincent 40 km/h trial, reporting lower overall traffic speeds, increased pedestrian and cyclist counts, and improvements in local amenity and perceived safety. Those observations concern Vincent’s trial, not an evaluation of Perth’s adopted changes. The March 2025 council agenda contains the stated rationale and trial summary.

Consultation and what happens next

The City’s consultation ran from 31 March to 30 April 2025. The City says feedback informed the options later approved in November, but its project information does not quantify support or opposition, so it does not establish whether a majority favoured either proposal.

As of 8 October 2026, the City says it is developing an implementation plan and that installation is planned for late 2026, subject to approved funding. Its November 2025 meeting update described a staged rollout through 2027. A prior post-vote estimate reported by PerthNow anticipated design work in February–April 2026 and installation from June to August 2026; the City’s later status is the more current timing. Who sets and enforces speed limits in Perth?

Main Roads WA sets speed limits on major roads, while the WA Police Force is responsible for enforcement. Main Roads says limits are enforceable from the point a driver passes the relevant speed-limit sign, or enters a road covered by a default speed limit. Its page lists speed-zone changes through October 2026 but does not establish that this City of Perth expansion has been installed. Drivers should follow the signs in place on the road they are using. Main Roads WA explains speed-limit setting and enforcement.
