A 12-year-old boy was charged over a bottle attack on motorcyclist Lawson Mills after Mills encountered a rope across Wellington Street in Perth in December 2015. Court reporting later said the boy did not put up the rope: an 11-year-old was separately charged over the alleged rope placement. In March 2016, the 12-year-old was reported convicted of unlawful wounding and given a juvenile conditional release order.
What happened on Wellington Street
On the night of Thursday, 17 December 2015, 19-year-old Lawson Mills was riding through Perth’s CBD near the train station when he encountered a rope stretched across Wellington Street. ABC News reported that Mills was then surrounded by a group and struck on the back of the head with a glass bottle. He was treated at Royal Perth Hospital for a cut to the back of his head, rope burns and neck abrasions, then discharged. ABC News
Mills told PerthNow that one end of the rope had not been secured properly, so he rode through it and it pulled across his neck. He said that after stopping and approaching the group, he was hit from behind with a bottle. Those details are Mills’s account as reported by PerthNow.

ABC reported that a 12-year-old boy from Bayswater was charged with one count of wounding. Subsequent court reporting said he was not involved in stringing the rope and was accused of striking Mills with a bottle after Mills challenged the group. ABC News ABC News

The 11-year-old: alleged rope placement
In January 2016, ABC reported that an 11-year-old boy from Innaloo was separately charged. Police alleged he tied the rope across Wellington Street. This was a distinct allegation from the bottle attack charge against the 12-year-old. ABC News

PerthNow reported on 30 March 2016 that the 12-year-old had been convicted of unlawful wounding. The report said he received a 10-month juvenile conditional release order with attendance and supervision, after spending about three months in detention. PerthNow

In comments reported by PerthNow, Mills urged people to give the young people involved the benefit of the doubt: “They are just kids and they deserve the benefit of the doubt, even if it looks like they were acting maliciously,” he said.

In a later follow-up, Mills described meeting the 12-year-old by video link in court and said he was remorseful and had written an apology. Mills said: “I’m hopeful that my experience gives us all a chance to reconsider how we perceive young people who commit offences.” These remarks and his account of the meeting were reported by PerthNow.
