Yes, an affordable car can still be safe. A poor crash-test result is a warning about the specific vehicle version and test protocol—not proof that every inexpensive car is unsafe. In the U.S., five vehicles David Harkey, president of the Insurance Institute for Highway Safety (IIHS), identified as 2025 Top Safety Pick+ winners included models with starting prices below $30,000 in his January 20, 2026 article. The important question is what was tested, where, and under which rules.
What does one poor crash-test result actually tell you?
It tells you how a particular vehicle performed in a particular assessment. The result applies to the tested model year, equipment and market under the test program’s protocol. It does not automatically apply to every car at a similar price, or even to a similarly named vehicle sold in another country.
A low-cost car can still have serious weaknesses, so a bad result should not be dismissed. But price alone is not a crash-test rating. Safety programs assess specific aspects of a vehicle, and their results are most useful when you match the tested vehicle to the one you are considering.
The exact test behind the phrase “miserable result” has not been identified. A documented 2016 comparison offers a clear illustration of why results must stay tied to the vehicles and conditions tested; it is not established as the result referenced by the headline.

How do safety ratings measure more than crash protection?
Safety assessments can cover both how well a vehicle protects people in a crash and technologies that help prevent or reduce the severity of one. IIHS describes these areas as crashworthiness and crash avoidance and mitigation. A rating is therefore not simply a measure of how much a car costs or how it performed in one kind of impact.
Latin NCAP’s approach
Latin NCAP assesses passive safety through crash tests and active safety through technologies such as electronic stability control (ESC) and autonomous emergency braking (AEB). Its FAQ describes frontal tests at 64 km/h and lateral tests at 50 km/h, and says pedestrian protection has been included since 2020. The program selects top-selling cars in assessed markets and tests basic versions so consumers with different budgets can get relevant information. Read Latin NCAP’s FAQ.

Latin NCAP says a zero-star result can signal serious risks to occupants, weak protection for vulnerable road users, or missing essential safety-assist technologies. That is a reason to examine the result closely—not to assume every budget car shares the same shortcomings.
Why ratings from different years may not compare directly
Latin NCAP’s rating system has changed over time. Its 2010–2015 assessments used two-colour stars; the 2016 protocol expanded and became more demanding; and a further, more demanding protocol began in 2020, combining adult- and child-occupant protection into one set of stars. Latin NCAP says its 2026 protocol runs through the end of 2029 and adds assessment areas including rear-seat adult protection and a 10-year-old dummy. A star count from one period should not be treated as if it were measured on the same fixed scale as a count from another. Always check the test year and protocol.

Affordable U.S. examples with strong IIHS ratings
In a January 20, 2026 article, IIHS president David Harkey named five vehicles that had earned the 2025 IIHS Top Safety Pick+ award. He cited a $24,550 starting MSRP for the 2026 Mazda 3 and said the other four examples started below $30,000. These are U.S. model and price references from that article, not current quotes or guarantees about vehicles sold in other markets.

What the 2016 Versa–Tsuru comparison illustrates
IIHS describes an October 2016 moderate-overlap car-to-car test involving a 2016 Nissan Versa and a 2015 Nissan Tsuru. In that comparison, IIHS says the Tsuru had a zero-star Latin NCAP rating, its structure collapsed and seriously compromised the driver’s survival space, and it had no airbags. IIHS describes the Versa as performing well in the comparison. The case shows that a particular low-cost vehicle can offer seriously poor protection while another vehicle performs better; it does not establish the safety of current models or identify the test referenced by the headline. Compare the exact vehicle you can buy with the exact vehicle a rating describes. A model name on its own is not enough: equipment and specifications can vary by trim, model year, and country.

- Start with your market. Look for the rating from the program that assessed vehicles sold where you live. Latin NCAP says results can vary by region and market, so a result for a vehicle sold elsewhere may not represent the local version.
- Match the model year and version. Check which year, trim, and equipment were tested, then compare them with the vehicle on offer. If the rating applies only to a particular configuration, do not assume another configuration is equivalent.
- Check the protocol and test date. Prefer results under a recent protocol, and do not compare star totals across different protocol eras as though the scales were unchanged.
- Read beyond the overall rating. Review the reported occupant protection, including adult and child protection where available, as well as crash-avoidance and mitigation features such as ESC and AEB.
- Check standard versus optional equipment. Confirm whether important features are fitted to the specific trim you can afford, rather than assuming they are standard across the model range.
- Use safety equipment as a checklist. Latin NCAP highlights airbags, ESC, pedestrian protection, speed limiters, ISOFIX anchorages, anti-lock braking systems (ABS), and seat belts; it recommends AEB when possible.
- Keep price separate from safety evidence. Use the price to decide what fits your budget, but use applicable test results and equipment details to evaluate safety.

Why baseline safety matters across price ranges
Safety equipment has had measurable benefits over time, though historical estimates should not be mistaken for a rating of any particular car. In Harkey’s article, seat belts are credited with saving more than 450,000 lives between 1968 and 2019, while frontal airbags are estimated by IIHS to have saved 70,000 lives by the end of 2019 and ESC 29,000 by the same point.
Harkey also cites an NHTSA analysis of federal motor vehicle safety standards in 2019: the standards had a stated consumer cost of $38 billion and societal value of $881 billion, including economic costs and lost quality of life—about $23 in societal value for each dollar of consumer cost. These are historical estimates reported in the article, not newly calculated figures or a forecast for an individual buyer.
Harkey’s conclusion is direct: “But as the examples above make clear, a safe car doesn’t have to cost a lot.”
