Norway is close to its target for new passenger cars: battery-electric vehicles (BEVs) accounted for 96% of passenger-vehicle sales in 2025, according to DNB’s 2026 assessment. But that does not mean 96% of cars on Norwegian roads are electric. At the end of 2025, more than 945,000 electric passenger vehicles made up about 42% of the passenger fleet. The next phase is about replacing the remaining combustion-car sales, turning over the existing fleet, and extending electrification to trucks and buses—while incentives are scaled back.
How close is Norway to 100% electric-car sales?
For new passenger cars, Norway is already near the finish line. DNB reports that BEVs reached 96% of passenger-vehicle sales in 2025. DNV reported a 93% BEV share in the first three quarters of that year, or 95% when plug-in hybrids (PHEVs) are included. These figures cover different periods and vehicle categories, so they should not be treated as interchangeable; together, they show how close the new-car market is to all-electric sales.

The Norwegian Government’s battery strategy stated its 2025 ambition plainly: “Norway has set a target that all sales of new passenger cars will be fossil-free in 2025.” The 96% full-year BEV figure falls just short of 100% if read literally, but DNV said the government regarded the goal as practically achieved. “Fossil-free” is also broader than “battery-electric”: DNV’s separate figure that includes PHEVs illustrates why the category matters.
Why does a near-100% sales share not mean the fleet is nearly all electric?
Sales measure the vehicles entering the market; fleet share measures all passenger vehicles still in use. A country can sell almost exclusively electric new cars and still have millions of older petrol and diesel vehicles on the road. Cars remain in service for years, so the fleet changes much more slowly than annual sales.

The 2032 figure is a scenario, not a guaranteed date. Its central lesson is the lag: new-car sales can approach 100% well before half of all vehicles in use are electric.
What changes as purchase incentives are reduced?
Norway is moving from unusually broad EV support toward more normal taxation. DNB’s 2026 assessment says the VAT exemption is capped at NOK 300,000 for 2026, reducing the tax advantage on the portion of a vehicle’s price above that threshold. It also reports that EV toll, parking and ferry advantages have been narrowed: EVs may pay up to 70% of standard tolls and 50% of standard parking and ferry tariffs.

Those are maximum payment shares, not a single nationwide tariff for every trip or parking space. Local charges and arrangements can differ. The policy shift tests whether lower running costs, vehicle choice and the appeal of electric driving can sustain demand as purchase and use incentives become less generous.

Make charging work for a larger, more varied fleet
More than 945,000 electric passenger vehicles were already on the road by the end of 2025, and the fleet still has substantial room to convert. The practical challenge is not simply adding chargers: drivers need reliable access where they live and travel, manageable queues at busy locations, and charging options for people in apartments or without a private parking space. More electric vehicles also make electricity-network capacity an increasingly important part of transport planning.

The government’s battery strategy describes Norway as having well-developed charging infrastructure and a front-market role in associated services. Maintaining that advantage as the fleet grows will depend on access and network capacity keeping pace, not just on the total number of vehicles sold.
Bring trucks, buses and other heavy vehicles along
Passenger cars have moved furthest. DNB identifies a current Norwegian target for new heavy-duty vehicles to be zero-emission or run on biogas by 2030. That makes commercial transport a major next test: vehicles with different routes, payloads and operating patterns need workable refuelling or charging arrangements, and the passenger-car sales share does not show whether this transition is on track.

Build a market for used EVs and battery recovery
As early electric cars age, battery condition and repair history matter more to buyers of used vehicles. Battery diagnostics, second-life uses such as stationary storage, and recycling can help manage batteries after their first use in a car. The government strategy expects Norway to be among the first markets with large volumes of used batteries and identifies reuse and recycling as opportunities; it names Hydrovolt’s Fredrikstad facility as a site recycling batteries from the Norwegian fleet.
Balance climate policy with tax revenue and fairness
Electric cars reduce the role of petrol and diesel in road transport, but tax policy must adapt as fuel-tax revenue declines and EV incentives are withdrawn. The Norwegian Government’s 2022 battery strategy put total EV tax benefits at NOK 30 billion in 2021. That is a historical figure for that year, not an annual cost that should be assumed to recur unchanged. It illustrates the scale of the policy trade-off: climate goals, road funding and the distribution of benefits all matter, including whether households without home charging can participate on equal terms.

Norway’s transition did not begin with the 2025 target. Its government battery strategy says the push to transition to electric vehicles started as early as 1990, and describes Norway as a pilot arena where manufacturers tested technology in Norwegian climatic conditions. Decades of policy support and a market that gave manufacturers and drivers experience with EVs helped create the conditions for today’s high new-car share. The current transition is therefore not a single-year sales surge, but the latest stage in a long-running shift.
What to watch after 2025
The most useful measures of progress are no longer just whether EVs have reached a particular share of new passenger-car sales. Watch whether the passenger fleet’s electric share rises as older cars retire; whether charging remains practical for drivers without home access; whether the 2030 heavy-duty-vehicle target translates into new zero-emission or biogas vehicles; and whether incentives can be reduced without stalling adoption. Those indicators show whether Norway is converting a near-total new-car market into a broader, durable transport transition.
