A Ministry circular in July 2019 said many States had not yet implemented the exemption for electric vehicles, so the announcement should not be taken as proof of uniform or current local practice.
What Gadkari announced—and what the notification says
On 6 September 2018, Transport and Highways Minister Nitin Gadkari announced that permits would not be required for electric and alternative-fuel transport vehicles. Scroll reported his words at an event in New Delhi: “We have taken the decision to make these permit-free,” and described vehicles including autorickshaws, buses and taxis. Its account named CNG, ethanol, biodiesel, methanol and biofuel among the fuels discussed. Scroll’s report records the announcement, not the later legal text.
The Ministry formalized an exemption in Gazette notification S.O. 5333(E), dated 18 October 2018. The notification identifies battery-operated vehicles, as defined under clause (u) of rule 2 of the Central Motor Vehicles Rules, 1989, and vehicles driven on methanol or ethanol. The Ministry’s 2018–19 annual report describes the measure as an exemption from the permit requirement for transport vehicles carrying passengers or goods. The Gazette’s enumerated fuel categories are narrower than the fuels listed in the announcement coverage: CNG, biodiesel and biofuel do not appear in the formal list cited here. What “permit-free” means
The exemption concerns the specified transport-permit requirement. It does not, by itself, waive vehicle registration, driver licensing, insurance, taxes, safety standards or traffic rules. Nor does the notification establish that every vehicle using any fuel described generally as “alternative” qualifies. Its stated categories are battery-operated, methanol-driven and ethanol-driven vehicles used for the relevant passenger- or goods-carrying transport.

Why local implementation matters
On 17 July 2019, the Ministry wrote to States and Union Territories that “most of the States have not implemented the notification and are still insisting for permits for EVs.” That circular documents an implementation problem at that time; it is not a current State-by-State account. Read the Ministry circular.
If you are operating or registering a transport vehicle, check with the relevant State or Union Territory transport department for the current permit process and how it applies to the vehicle’s category and fuel. The cited sources do not establish current implementation in every jurisdiction.
