There is no single new motorcycle-helmet rule that applies everywhere. Recent announcements in Jersey, Jamaica and the United States concern different things: a Jersey rule for helmets traders may supply from 1 January 2026, Jamaica’s launch of a national helmet standard, and a U.S. proposal that is not yet an effective rule. Which one applies to you depends on where you ride and whether the rule governs helmet sales or helmet use.
What changed, and where?

These developments are not one shared law. A helmet standard accepted in one jurisdiction is not automatically accepted in another.
Jersey: the 22.06 rule applies to supply, not existing use
On 12 December 2025, the States of Jersey announced that traders would be allowed to supply helmets meeting UNECE/ECE Regulation 22.06 from 1 January 2026. The change replaces the previous 22.05 standard for helmets supplied by traders. The notice says it does not affect the legality of helmets already sold and currently being used. The announcement identifies testing for impact management, visor and shell integrity, retention systems, accessories and durability among the areas addressed by the newer standard. It also describes commencement orders updating the Consumer Safety (Motor Cycle Helmets) (Jersey) Order 2006 and separating the road-traffic order so helmets already in use remain legal.

Jamaica: a standard launch, with implementation details unstated
Jamaica’s Ministry of Industry, Investment & Commerce reported on 2 April 2026 that the Bureau of Standards Jamaica had launched JS 374:2025, “Jamaica Standard Specification – Protective Helmets for Road Users.” The ministry says the specification covers impact absorption, penetration resistance, retention systems, field of vision, and proper labelling and certification. The ministry described the launch as part of efforts to promote certified helmets and reduce head injuries and fatalities. However, the announcement does not give a commencement date, enforcement details or rules for helmets already in use. Do not treat the launch alone as proof that a particular helmet has become illegal or that a specific deadline applies.

United States: FMVSS No. 218 update remains a proposal
A 2026 Unified Agenda entry for NHTSA RIN 2127-AM42 describes a proposal to amend Federal Motor Vehicle Safety Standard No. 218, including its performance requirements and test procedures. The stated aims include better alignment with current helmet designs and international standards, and more objective testing. The agenda lists July 2026 as the anticipated date for a Notice of Proposed Rulemaking and identifies the action as being at the proposed-rule stage. An anticipated date is not proof that the notice was issued, and the agenda entry is not a final rule or effective date. 2026 Unified Agenda entry, NHTSA RIN 2127-AM42.
This is a separate step from NHTSA’s May 2025 withdrawal of an earlier proposal to amend FMVSS No. 218. In that withdrawal notice, NHTSA cited comments about screening tools and criteria and said a rulemaking action was not anticipated in the near future. How to check whether your helmet is legal
- Start with the jurisdiction. Check the rules for the place where you ride, not just the country where the helmet was made or bought. For example, UK government guidance lists BS 6658:1985 with the BSI Kitemark, UNECE Regulations 22.05 and 22.06, and certain qualifying EEA standards as acceptable options. - Identify what the rule covers. Look for whether it governs helmets offered for sale or supply, helmets worn on the road, or both. Also check the effective date and any transition provision for helmets already owned or in use.
- Read the helmet’s label and approval marking. Match the exact certification or approval required locally to the label on the specific model. NHTSA says FMVSS No. 218 certification labeling identifies manufacturer certification; a label is not a substitute for checking whether that standard is accepted where you ride. - Confirm the model and fit. Verify the marking on the exact helmet, then check that the helmet fits correctly and that its condition and accessories meet applicable requirements. A standard name alone does not establish that every helmet model or configuration is approved for every jurisdiction.
What the U.S. labeling figures do—and do not—show
In a 2026 labeling notice, NHTSA estimated that 45 helmet manufacturers produce 3,600,000 helmets annually. The agency estimated printing and material costs of $0.42 per helmet, or $1,512,000 in total annual costs. These are agency estimates about manufacturer labeling costs, not retail prices, helmet-use figures, crash statistics or measures of protective effectiveness.
