The National Motorcyclists Council (NMC) and British Motorcyclists Federation (BMF) are urging the government to extend the temporary 5p-per-litre fuel-duty cut into 2027. The cut is already due to run through 31 December 2026; HMRC says the government will confirm the rates that apply after that at Budget 2026.
What are the NMC and BMF asking for?
The two motorcycling organizations want the government to keep the fuel-duty reduction in place beyond the end of 2026. They say rising fuel costs affect people who rely on motorcycles and scooters for everyday travel, including commuting, education and delivery work.
NMC Executive Director Craig Carey-Clinch said affordable mobility matters socially and economically, and called for certainty for riders and other road users as pump prices rise. BMF Chairman Jim Freeman described motorcycles and scooters as essential transport for many people getting to work or college, and as a livelihood for some delivery workers. He welcomed the existing extension through December but said the Chancellor should continue it into the following year. These are the organizations’ stated arguments, not independently quantified estimates of riders’ costs or fuel savings. Visordown reported their request and statements on 6 October 2026.
When does the 5p fuel-duty cut end?
Under HMRC’s published policy, the temporary 5p-per-litre reduction in the main rate of fuel duty runs through 31 December 2026. From 1 January 2027, the default is for rates to return to their earlier trajectory. HMRC said final rates would be confirmed at Budget 2026, so the reviewed official sources do not establish whether the cut will be extended again or what rates will ultimately apply after year-end. HMRC’s 22 May 2026 policy paper sets out that schedule.

The government had announced the extension through the end of 2026 on 20 May 2026. Its announcement said the continued cut represented savings of over £120 per vehicle since Autumn Budget 2024 for the average motorist. That is a broad government estimate, not a motorcycle-specific figure.
How could a duty change affect motorcyclists?
Fuel duty is a tax on fuel, so a change to the duty rate can affect the amount motorists pay at the pump. The NMC and BMF argue that this matters to riders who use motorcycles or scooters as practical transport or for work. The available sources do not provide a motorcycle-specific savings estimate, current pump prices, or a quantified forecast of how any post-2026 rate change would affect an individual rider.

HMRC estimated that the 2026 extension would positively affect up to 36 million individuals. That is an estimate across the population, not a count of motorcyclists or a prediction of how much any one rider will save.

Visordown’s 6 October article describes staged increases of 3p in January and 2p in March. That account does not match the schedule in HMRC’s 22 May policy paper, which says the temporary 5p cut runs through 31 December 2026 and that the default trajectory resumes on 1 January 2027, with final rates to be confirmed at Budget 2026. For the published government schedule, HMRC’s policy paper is the relevant reference; the final post-2026 decision is not established by the sources cited here.
