The latest documented schedule for Millers Pool Car Park 11 is a nightly closure from 10pm to 5am, with daytime access from 5am to 10pm. The City of South Perth described the closure as a measure to address hooning concerns. Those hours were confirmed in City notices in September and October 2024, but the sources available do not establish whether they remain in force on 8 October 2026.
Why did the City close Millers Pool car park?
The City of South Perth introduced the closure in response to reported hooning and antisocial driving on the South Perth peninsula. PerthNow reported on 7 March 2024 that the council had backed the proposal the previous month. Millers Pool car park sits beneath the Narrows Bridge, near Mill Point Road and the Mill Point boat ramp area.
The PerthNow report described Mill Point Road as a straight route beside the Kwinana Freeway and quoted a council report describing it as “akin to a drag strip.” The report also said drivers used freeway ramps as a “race track loop.” Councillor Nic Coveney, who requested the closures, said earlier traffic-calming measures had not resolved the problem; he argued that raised safety platforms created opportunities for drivers to accelerate and rev engines. That was his assessment, not a measured finding about the platforms’ effect.
What are the latest documented closing hours?
In a notice dated 18 September 2024, the City said Millers Pool Car Park 11 would continue to close every night from 10pm to 5am. It said the car park was open from 5am to 10pm, with paid parking enforced from 8am to 10pm. The City repeated the 10pm–5am schedule in an October 2024 notice.

How the closure changed from the 2024 trial
The March 2024 report described an initial overnight closure starting at 9pm, not 10pm. It said Millers Pool car park was to close for a three-week trial, while the thoroughfare leading to the Mill Point boat ramp jet-ski area was to close for four weeks. Cameras and lighting were also added at Millers Pool to monitor and deter antisocial behaviour.

The later City notices described a continuing nightly closure of Millers Pool Car Park 11 from 10pm to 5am. The two accounts refer to different stages and schedules: the initial trial reported in March and the later operating arrangement recorded by the City in September and October. The boat ramp jet-ski area was a separate location with its own trial period.
What other measures did the City report?
In an update dated 22 December 2025, the City listed measures implemented since 2021 to address hooning, including raised platforms on Mill Point Road, a mobile CCTV trailer, the overnight Millers Pool car park closure and 40km/h speed limits at the northern end of the peninsula. In October 2024, the City had announced the 40km/h limit on listed streets in that area.
