The count sounds dramatic, but it is not a tally of tickets: the city says the cameras issued no warnings or citations and took no enforcement action during the test. It also does not show that the program has reduced crashes or injuries.
What Malibu’s 100,000 figure means
The City of Malibu reported approximately 100,000 speeding detections at four Pacific Coast Highway locations over nine calendar dates, September 16–24, 2026. About 86 percent were recorded in Eastern Malibu, according to the City of Malibu.
In this preliminary test, “violations” means detected speeding events—not citations already issued. Malibu says the system was not accessing DMV driver information, issuing warnings or citations, or otherwise enforcing the speed limit during that phase. The city’s count does not establish how many unique drivers or vehicles were involved; a vehicle could potentially account for more than one detection.
Why the test count is not proof the program is working
The headline’s “going great” is a judgment, not a conclusion supported by the test count alone. A short count of detected events says how much speeding the city recorded during that test period. By itself, it cannot show that the cameras changed driver behavior or made the road safer. Establishing a safety effect would require outcome data—such as comparable speed measurements before and after activation, and crash or injury trends—interpreted with the program’s timing and other factors in view.

The safety concern is substantial. Malibu says more than 60 people have died on its 21-mile PCH stretch since 2010. For 2023, the city reports 220 crashes, 93 injuries and seven fatalities on that segment. Those figures describe the road’s broader safety problem; they do not measure the effect of this camera test. What happens before citations begin
Malibu has delayed the warning period, previously expected in late September, to November 2026. The city says it needs time to make installation adjustments and is continuing a study of existing speed limits in Eastern Malibu, particularly near the Carbon Canyon and Tuna Canyon camera locations. It has not set a date for the later enforcement phase.

- Preliminary test: The September 16–24 detections were recorded without warnings or citations, according to the city’s program information.
- Warning period: Malibu plans a 60-day period once the system activates. The city’s current materials place this phase in November 2026 following the delay.
- Enforcement: A start date remains undetermined. Do not treat the end of the test or the beginning of warnings as a confirmed ticketing date.
How Malibu says the system will operate
The city describes its Automated Speed Enforcement system as using LiDAR and camera equipment to identify vehicles traveling at least 11 mph above the posted speed limit, capture an image of the rear license plate and generate a warning or citation depending on the program phase. Malibu says penalties are civil and do not add driver-license points or affect insurance.
For the pilot framework, a California Assembly policy analysis summarizes requirements including public information, an initial 60-day warning period, specified information on notices, regular inspection and independent calibration, limits on record use and retention, and civil-only penalties. That committee analysis is a policy summary, not a substitute for checking the current enacted Vehicle Code for a particular legal question.

Privacy, appeals and stated safeguards
Malibu says non-violation data will be deleted immediately and violation records destroyed within 60 days after a case is resolved. The city also says records will not be shared with other government agencies, and describes an appeals process, a diversion program for eligible low-income residents and public oversight. These are the city’s stated program protections.
What Oakland’s results can—and cannot—tell Malibu drivers
Oakland offers a useful example of the kind of before-and-after measurement that is different from Malibu’s preliminary event count. In an official six-month report, Oakland compared 2026 speed counts at 18 camera locations with a 2024 baseline. It reported an average 70 percent decline in vehicles traveling at least 11 mph over the limit across those locations—about 20,000 fewer such vehicles per day.

Oakland measured speeds with pneumatic tube counts. Its findings concern another city, a different program and period, and a comparison against baseline measurements. They do not establish an outcome for Malibu. The figures are not comparable as if 100,000 Malibu detections were a before-and-after measure: one is a short test-period event count, while the other is a reported change in vehicle speed counts over time.

Malibu’s stated goal is: “The goal is not to maximize citations. The goal is to reduce speeding and save lives.” Whether the program achieves that aim cannot be judged from the preliminary 100,000-detection figure alone.
