Kia and Hyundai owners in the U.S. may qualify for a free zinc-reinforced ignition-cylinder protector under a multistate settlement announced in December 2025. It expands on the companies’ earlier anti-theft software updates. Check your vehicle’s VIN and ask an authorized dealer or the settlement administrator about eligibility; the available evidence does not establish that either repair prevents every theft.
What the settlement adds
In December 2025, the District of Columbia Attorney General announced a settlement involving the District and 34 states. Kia and Hyundai must offer eligible owners and lessees a free, authorized-dealer installation of a zinc-reinforced ignition-cylinder protector. The offer includes vehicles that were previously eligible only for the companies’ software update. The settlement also provides up to $4.5 million in restitution to eligible consumers whose cars were damaged by thieves. Read the DC Attorney General’s announcement. [c003]
The protector is a free settlement repair for eligible vehicles, not a part owners need to buy. The announcement does not provide a complete national eligibility list by year, make, model and trim, so a model name alone cannot establish whether a particular car qualifies.
How the earlier software update works
The settlement builds on separate 2023 software campaigns. NHTSA said approximately 3.8 million Hyundai vehicles and 4.5 million Kia vehicles were involved. The update changes the theft-alarm logic so the alarm sounds for one minute instead of 30 seconds and requires a key in the ignition switch to start the vehicle. NHTSA’s campaign announcement. [c001]

Hyundai says vehicles with push-button start, and vehicles produced after November 2021, have an engine immobilizer. An immobilizer prevents the engine from starting without the vehicle’s smart key, which carries an electronic security code. Hyundai’s VIN lookup is the way to check whether a specific vehicle is eligible for its software campaign; do not infer status just from model year or key type. Hyundai’s anti-theft software page. How to check eligibility and arrange repairs
- Check your VIN. For Hyundai, use the manufacturer’s anti-theft software lookup. A VIN check is more reliable than guessing from the model name or ignition type.
- Ask about the settlement hardware repair. Contact an authorized Kia or Hyundai dealer and ask whether the zinc-reinforced ignition-cylinder protector is available for your VIN at no charge under the December 2025 settlement. The settlement administrator or manufacturer can confirm eligibility and scheduling. The DC announcement describes the free dealer installation.
- Keep repair and restitution questions separate. The restitution program has its own eligibility rules and documentation requirements; receiving or qualifying for a repair does not by itself establish that a restitution claim will be approved.
Restitution for theft-related damage
The DC Attorney General says consumers with a software-updated vehicle—or a documented appointment to receive the update—may qualify for certain expenses if a theft or attempted theft occurred on or after April 29, 2025. The settlement provides up to $4.5 million in restitution overall. The settlement administrator determines current claim terms and required documentation, so check its instructions before filing. The Highway Loss Data Institute (HLDI) analyzed eligible vehicles in its database that had received the update by December 2023. In its 2024 analysis, theft claim frequency was 53% lower for those updated vehicles than for eligible vehicles without the update. HLDI estimated a 64% reduction in whole-vehicle theft claim frequency. Its broader theft claims also included damage to recovered vehicles, stolen parts and items taken from inside vehicles. HLDI also reported that theft and vandalism claim frequencies remained elevated, including after the update. The institute noted that the software-based immobilizer activates only when the driver locks the vehicle with the key fob; it also said some trims without alarm systems are ineligible for the software update. HLDI’s comparison of model-year equipment found immobilizers standard on 84% of Hyundai and Kia 2022 models, compared with 96% of models from other brands. HLDI said immobilizers were standard on all Hyundai and Kia models by 2023. This is context about vehicle equipment, not a measure of how well the settlement’s ignition protector works. What owners should—and should not—expect
- The software update is associated with lower theft claim frequency in HLDI’s analysis, but claims remained elevated. It should not be treated as a guarantee against theft or damage.
- The reviewed settlement announcement establishes a free hardware repair for eligible vehicles, but does not give a complete VIN-level eligibility list or a model-specific effectiveness rate for the zinc-reinforced protector.
- NHTSA has reported distributing more than 26,000 steering-wheel locks through law-enforcement agencies in 12 states and suggested owners ask local law enforcement whether one is available. A steering-wheel lock is an optional additional physical deterrent—not the settlement repair—and NHTSA did not endorse a particular brand or say owners must buy one.
