Karrinyup 40 km/h Speed-Zone Proposal Rejected; Clement Drive Limit Still Unresolved

The City of Stirling’s proposed Karrinyup-wide 40 km/h zone was rejected after consultation. A Clement Drive-only limit remains unresolved, while separate safety projects have distinct funding and status.

No area-wide 40 km/h speed zone is going ahead in Karrinyup: the City of Stirling proposed the change in 2025, but Council voted against it on 24 February 2026. The City reported that 66 per cent of 545 consultation submissions opposed the proposal. A separate push for a Clement Drive-only limit remains unresolved, and the City’s aim of discouraging rat-running was not a demonstrated outcome.

What was proposed for Karrinyup?

The City of Stirling proposed a 40 km/h zone across local streets north of Karrinyup Road, up to but excluding North Beach Road. The proposal was intended to reduce driver speeds and improve safety for people walking, cycling and driving. The City also said lower speeds might discourage motorists from using local streets to travel between Reid Highway and Karrinyup Road.

Those were the proposal’s stated aims, not measured effects. The City’s project page describes the proposed geographic limits; a contemporaneous PerthNow report named Milverton Avenue, Clement Drive, Pascoe Street, Finnerty Street and Huntriss Road among the streets expected to be included. Consult the City’s project page for the proposal map rather than treating that reported street list as a complete boundary description.

Did Council approve the area-wide 40 km/h zone?

No. After consultation ran from 3 November to 2 December 2025, Council voted on 24 February 2026 not to implement the area-wide zone. The City reported 545 submissions: 66.3 per cent opposed and 33.7 per cent supported the proposal. Its news update rounded the opposition figure to 66 per cent.

The City said some respondents were concerned that a lower limit would slow traffic without addressing driver behaviour or traffic volume. The submission totals describe the people who responded; they should not be read as a representative poll of all Karrinyup residents. The City’s 25 February 2026 update records the Council decision and consultation results.

Could Clement Drive still get a 40 km/h limit?

It remains a separate possibility, not an approved change. The City reported that 87 per cent of 23 submissions from Clement Drive residents supported a 40 km/h limit on that street. Council directed its CEO to inform Scarborough MLA Stuart Aubrey and Main Roads WA of the consultation findings and the community desire for a Clement Drive-only limit. That direction is an advocacy step; it does not establish that the limit has been approved or will be implemented.

What happens to the other Karrinyup safety projects?

The intersection proposal and Davenport Street works have their own decisions and status. Their consultation support figures relate to different proposals and respondent counts, so they are not directly comparable with the area-wide zone result.

Clement Drive/Summerhayes Drive intersection 62 per cent of 50 submissions supported a minor safety redesign. Council voted to consider listing the project in a future budget. It is not thereby funded or scheduled. The City’s project page says the intersection was low priority for traffic or speed-management changes under its current criteria.
Davenport Street 82 per cent of 45 submissions supported five raised safety platforms and a zebra crossing. The City’s project page records successful Urban Road Safety Program funding and a September 2026 construction start. Check the live project page for any schedule change.
Burroughs Road/Karrinyup Road traffic lights No consultation percentage is stated in the cited City update. The City said it was continuing efforts to progress traffic lights at the intersection.

Who sets speed limits in Western Australia?

Main Roads WA is responsible for speed zones on all roads in Western Australia. For a local road, the request first goes to the local government; if the council agrees, it submits the request to Main Roads. A council consultation or resolution alone does not automatically change posted limits. The area-wide proposal involved both a City decision and a state road-authority process, as explained by Main Roads WA’s speed-zoning guidance.

The City also notes that Karrinyup Road and the Mitchell Freeway are state roads managed by Main Roads WA, unlike the local streets covered by the proposed area-wide zone. See the City’s Karrinyup suburb information.

Would lower limits stop rat-running?

That was one of the City’s reasons for considering the precinct-wide change, but the available Karrinyup project information does not establish the scale of rat-running, provide underlying traffic counts or speed distributions, or show that a lower limit would have reduced through-traffic. Because Council rejected the zone, there is no local before-and-after result to report. A lower posted limit may be part of a traffic-safety approach, but it should not be presented as proof that through-traffic would disappear.
