The dispute followed Norris’s attempt to pass Max Verstappen at Turn 12: the stewards ruled that Norris left the track and gained an advantage, while Button argued that both drivers went off and questioned whether the rules allowed a driver to force a rival off the circuit.
What happened at Turn 12
During the Austin race, Norris tried to overtake Verstappen around the outside at Turn 12. The stewards gave Norris a five-second penalty for leaving the track and gaining an advantage. He finished fourth after falling short of the five-second margin needed to keep third place in the final result, which went to Verstappen. Formula 1’s race recap records the ruling and result.
Why Button challenged Horner
In the post-race exchange, Horner defended the penalty and said Norris should have returned the position after completing the pass off track. Button’s objection was that Verstappen had also gone off the circuit, and that the way the rules were being applied could allow a driver to force a rival off while keeping the position.
Button said: “Well, both guys went off the circuit!” He then argued: “We need a rule that you cannot push another car completely off the track and then I think we would have some better racing and we wouldn’t have to keep talking about this.” PlanetF1’s account of the exchange reports Button’s criticism and his call for a rule addressing a car being pushed completely off track.

Horner’s case for the penalty
Horner focused on the outcome of the move: Norris completed the pass off track and did not give the position back. He said Norris could have yielded and then tried to overtake again. In Formula 1’s race recap, Horner described the decision as: “For us, it was very much a black and white scenario.” He also said drivers discuss these rules in briefings.
The disagreement was about how the rule works
The two men emphasized different parts of the same incident. Horner’s position was that a driver who gains a place by going off track must give it back; Button questioned whether the apex-based assessment adequately accounted for both cars leaving the circuit and the possibility of one driver forcing the other off. Button was criticizing the way the rule operated in this situation, not announcing or overturning the stewards’ decision.

Formula 1 reported that Verstappen left Austin with a 57-point championship lead over Norris. That was the standings picture after the 2024 race, not a current championship figure. The penalty mattered to the final podium order, while the wider title gap remained substantial at that point in the season.
