A comparison needs to distinguish binding targets from national strategies and changes to implementation rules.
What does the claim refer to?
“Softening CO₂ targets” could mean lowering a legally binding emissions goal, changing the route for meeting it, or adjusting a policy instrument such as the EU Emissions Trading System (ETS). Those are different actions. The headline also does not specify the German decision that France is supposedly preparing to follow. Without that detail, it cannot establish a policy shift by either country.
The official material available for France points to a reaffirmation of its national climate framework, not a reduction in its stated ambition. That does not resolve what prompted the headline, but it does mean the claim should not be treated as confirmed.
What France adopted in July 2026
National strategy: targets reaffirmed
On 15 July 2026, France’s Ministry for Ecological Transition said the third National Low-Carbon Strategy (SNBC-3) confirms an ambition to halve greenhouse-gas emissions by 2030 compared with 1990 and reach carbon neutrality in 2050. Decree: carbon-budget periods
Decree No. 2026-636 of 16 July 2026 formalized the revised SNBC-3 and set national carbon-budget periods for 2024–2028, 2029–2033 and 2034–2038. The EU target is a separate legal commitment
At EU level, Regulation (EU) 2026/667 sets a binding 2040 target: net greenhouse-gas emissions must be reduced by 90% compared with 1990. “Net” means emissions after removals are deducted. The European Commission explains that implementation means at least 85% domestic emissions reductions, with up to 5% of the target allowed through international credits. What France and Germany said about the EU ETS
In joint conclusions from their 26th Council of Ministers on 17 July 2026, France and Germany firmly supported the EU ETS as the main market-based instrument for achieving European climate neutrality by 2050. They also called for targeted adjustments to EU climate instruments in future reviews, with competitiveness in view, while stressing that the ETS’s ambition and integrity are essential. That statement supports examining adjustments to policy instruments; it does not say that either country is lowering a binding climate target. A change to implementation rules and a change to the target itself are not interchangeable.

What would prove that France is following Germany?
A substantiated comparison would need to identify the German measure and show whether it changes a target or only an implementation tool. The key details are:
- Which target? Name the policy and level of government, rather than referring broadly to “CO₂ targets.”
- What legal status? Establish whether the measure is binding law, a national strategy or a political proposal.
- Which baseline and year? A reduction against 1990, for example, cannot be compared fairly with a figure using a different baseline or target year.
- What emissions measure? Distinguish gross emissions from net greenhouse-gas emissions, which account for removals.
- How can it be met? Separate domestic reductions from any permitted international credits.
- What is being changed? Determine whether the headline target, the pathway to reach it, or an instrument such as the ETS is under review.
Until the German decision and any French commitment are identified, the claim that France is set to follow Germany remains unverified. The official French material cited here records an adopted strategy that reaffirms its stated 2030 and 2050 objectives.
