No evidence reviewed confirms that BYD is building a factory in Mexico to supply the US. Reports in July 2025 said the proposed plant had been paused amid uncertainty over trade policy. BYD had discussed Mexico and Latin America as initial markets, with the United States only a possible future one.
What is the status of BYD’s Mexico factory plan?
The proposal has not been established as an operating plant or a confirmed construction project. In November 2024, the Associated Press reported that Mexican President Claudia Sheinbaum said no such Chinese auto plant then existed; the report said she was apparently referring to BYD and noted that the company had reportedly considered a factory but had not built one. In July 2025, Bloomberg reported that BYD had suspended its Mexico plans amid geopolitical tensions and uncertainty around US trade policy. Executive vice president Stella Li said, “We want to wait for more clarity before making our decision.” Bloomberg, July 2, 2025.
A report the same day by Mexican business outlet El Economista described the plan as cancelled, but also said BYD remained interested in expanding in the Americas and had no next investment scheduled. Taken together, the reporting supports describing the proposal as paused or suspended amid uncertainty—not as definitively underway or permanently abandoned. El Economista, July 2, 2025.

Was the factory intended to export cars to the United States?
Not initially, according to the July 2025 El Economista report: the contemplated markets were Mexico and Latin America, with the United States discussed as a possible later destination. That is a reported ambition, not a confirmed export plan. No reviewed source establishes that a Mexico-built BYD vehicle would enter the US market.
Building a vehicle in Mexico would not, by itself, settle how it would be treated at the US border. The question would include whether a particular vehicle qualified for preferential treatment under the United States-Mexico-Canada Agreement (USMCA) and whether other US restrictions applied. The available reporting does not resolve either issue for a hypothetical BYD plant.

Why did the proposal face trade-policy uncertainty?
The concern in Washington was that Chinese automakers might produce vehicles in Mexico to reach North American markets despite tariffs or other restrictions on China-made vehicles. In May 2024, the Associated Press reported that the Biden administration was considering additional penalties if Chinese EV manufacturers shifted production to Mexico to avoid import taxes. Then-US Trade Representative Katherine Tai said the possibility was “something we are talking to our industry, our workers and our partners about.” She also said, “Stay tuned.” Those remarks described a policy concern and possible action, not a finding that BYD had an evasion plan. There was also a reported question of Chinese government approval. El Economista, citing Financial Times reporting in March 2025, said China’s Ministry of Commerce had delayed approval amid concern that the United States might gain access to BYD technology through a Mexican plant. This is secondary reporting about the reported rationale, not an independently confirmed official policy statement. El Economista, July 2, 2025.

The available evidence does not confirm a new BYD commitment or a construction start after July 2025. A Mexican government transcript dated July 29, 2026 appeared in search results, but its contents could not be verified and the available snippet did not identify a BYD decision.
