Dutch police use roller test banks to check whether an ordinary e-bike’s pedal assistance cuts out by 25 km/h—not simply to record how fast the bicycle can travel. Police announced in February 2024 that 247 new test banks were being distributed nationwide to replace older equipment. That was a 2024 announcement, not confirmation of a new rollout in 2026.
What the mobile roller test checks
For an ordinary e-bike or fatbike, the relevant question is when the motor stops providing pedal assistance. An officer secures the bicycle and rides it on the roller test bank until assistance ceases. The Dutch National Police explains: “At electric bicycles with pedal assistance, it is not the construction speed that matters, but the speed at which the pedal assistance drops away.” This is translated from Dutch from the police’s “Wat is een rollentestbank?” information page.
The same equipment can be configured to test maximum speeds for mopeds and light mopeds. That is a different test from checking an e-bike’s pedal-assistance cutoff; the two measurements should not be confused.
Rules for an ordinary e-bike or fatbike
Under current Government of the Netherlands guidance, an ordinary e-bike’s motor may provide assistance only up to 25 km/h, and its maximum motor power is 250 W. The rider must pedal for the bicycle to move. A throttle that propels it above 6 km/h without pedaling is inconsistent with the ordinary e-bike category.

These rules also apply to fatbikes that meet the ordinary e-bike definition. The frame style or wide tires do not determine the legal category; the vehicle’s technical features do. A bike that exceeds the ordinary e-bike limits may need to qualify as a moped or another approved vehicle to be used on public roads.

A speed pedelec’s 45 km/h allowance does not apply to an ordinary e-bike. If your bike is actually a speed pedelec, use an approved helmet that fits and meet the category’s other requirements; wearing a helmet does not make a modified ordinary e-bike legal.

What can happen if a bike does not comply?
The penalty amounts depend on the source and date. The police’s February 2024 rollout announcement reported a €290 fine and possible seizure for repeat offenses. Current Government of the Netherlands guidance, accessed 8 October 2026, gives €320 for the described cases involving an altered or unregistered e-bike. It also says a bicycle may be seized and destroyed after repeated offenses. These are not one universal fine for every possible violation.
If a bike’s characteristics take it outside the ordinary e-bike category, it may need to meet the requirements for another vehicle class before it can be used on public roads. Check the applicable category and requirements rather than assuming that a bicycle remains legal because it resembles a standard e-bike.

What the 2024 rollout does—and does not—show
Police announced 247 new roller test banks for locations throughout the Netherlands in February 2024, replacing older units. The announcement cited rising serious cycling injuries and a record number of cyclist fatalities in 2022 as context, and said those figures broadly moved in step with growth in e-bikes and other electric two-wheelers. It did not establish that illegal e-bikes caused the fatalities. Nor do the cited sources establish how many of the 247 units remain in service in 2026 or whether additional units have since been added.
