Volkswagen’s German factory decisions are shaped by two distinct channels: the Works Council’s statutory participation rights and IG Metall’s collective bargaining with the company. Neither body is VW’s executive management, and neither has a general power to run factories or choose every model. Their influence is clearest when a management plan affects employees or when bargaining produces an agreement with concrete production, staffing or investment-related commitments.
What is the difference between VW’s Works Council and IG Metall?
The Works Council is an elected employee-representation body within the company. Its rights come from Germany’s Works Constitution Act and vary according to the kind of decision being made. IG Metall is a trade union; it bargains with Volkswagen over collective-agreement terms such as pay, working conditions and employment protections.

In practice, both channels can matter to the same factory plan: the law may require participation on employee-related effects, while a collective agreement can establish terms for employment, working time or a transition. The Works Constitution Act expressly preserves the separate functions of trade unions and employers’ associations.
What rights does German law give a Works Council?
Co-determination in specified workplace matters
Section 87 of the Works Constitution Act gives a Works Council co-determination rights in specified social matters, provided the issue is not already settled by law or a collective agreement. Examples include arrangements of working time and certain rules governing conduct at the establishment. These rights apply to the matters defined by the statute; they are not general authority over the business.

Information and consultation about operational plans
Under section 90, an employer must inform the Works Council in good time about plans concerning facilities, technical equipment, work procedures and operations, and jobs, then consult it about the intended action and its effects on employees. Section 111 requires timely and full information and consultation about certain substantial operational changes that may significantly harm staff. These provisions create a formal role in the planning process, but do not give the council the power to select every model or production location.
Separate procedures for staffing decisions
Sections 99 and 102 address individual personnel measures. For companies above the applicable threshold, section 99 requires advance notice and Works Council consent for specified recruitment, grading, regrading and transfer measures. Section 102 requires consultation before a dismissal. The scope and effect of these procedures depend on the type of measure and the statute’s conditions; it is inaccurate to describe them as a veto over every staffing or business decision.
These summaries follow the official English translation of the Works Constitution Act, which includes amendments through 19 July 2024. The German statutory text is the authoritative version for legally sensitive interpretation.

How does IG Metall influence VW factory decisions?
IG Metall’s influence comes principally through collective bargaining, not through the Works Council’s statutory powers. According to the union’s 2026 explanation, Volkswagen AG has a company-specific collective agreement rather than simply applying the industry-wide agreement used by many other metal and electrical companies. Elected bargaining committees formulate demands; a smaller negotiating committee conducts negotiations under IG Metall’s Lower Saxony–Saxony-Anhalt district.
A negotiated agreement can set company-wide or site-related conditions for employment, working time, pay and transition measures. Where it includes plant plans or commitments, it can shape the framework within which management implements factory changes. It does not make the union the operator of the plant. As one example of the bargaining distinction, IG Metall said the demand finalized for the 2026 round was a 5 percent pay increase over twelve months. That was a union demand, not an agreed raise.
What did VW and IG Metall agree about German plants in 2024?
Volkswagen’s 20 December 2024 announcement described the “Zukunft Volkswagen” agreement as a negotiated package involving Volkswagen AG, IG Metall and employee representatives. VW announced a reduction of 734,000 units in production capacity at German plants under the agreement. That figure is the company’s announced target, not a measured result.

The same company announcement set out these site plans:

These are plans published by Volkswagen, not evidence by themselves that each change was completed. A later implementation claim requires later, site-specific confirmation.
VW also announced that more than 35,000 employees across its German sites would be reduced by 2030, describing the reduction as socially responsible and pairing it with job-security commitments. The headcount target should not be read as a target for compulsory operational dismissals. IG Metall’s account of the settlement says it secured a job guarantee through the end of 2030 and ruled out dismissals for operational reasons during that period; that is the union’s characterization of the negotiated protection. The agreement’s staffing target and its job-security provisions are distinct parts of the package.

Volkswagen said the measures in negotiations on labour costs, structural and production measures, and plant utilisation were intended to deliver more than €4 billion a year in medium-term savings, including a €1.5 billion-per-year labour-cost reduction target. These are company-stated savings targets, not verified realized savings.

There is no blanket Works Council veto over every factory closure in the statutory framework described above. The council’s legal rights depend on the decision: specified working conditions can trigger co-determination, operational planning can trigger information and consultation duties, and certain substantial changes can require consultation under section 111. Staffing measures also have their own statutory procedures.
A separate and potentially stronger practical constraint can come from a collective agreement. If VW and IG Metall negotiate plant-specific commitments or job protections, those terms shape what the company has agreed to do, alongside the relevant legal duties. The 2024 settlement illustrates why a factory outcome should be described by distinguishing the statutory process, the agreement’s actual terms, the parties’ public interpretations and what was later implemented. The available evidence does not establish a quantified share of any plant decision attributable to the Works Council, IG Metall, management or market conditions.

What changed in 2026?
In a joint statement on 26 June 2026, IG Metall and the VW Works Council criticized reported threats to the VW Act, co-determination and plants. That statement records the employee-side position; it is not a legal ruling.
In a late-September/early-October 2026 update, Volkswagen said it had invoked the reopener clause in the future agreement and that initial talks had taken place. The company also gave notice on several other collective agreements, with termination effective 31 December 2026. VW expressly excluded the Future Collective Bargaining Agreement, including its job-security provisions, from that notice and said existing agreements would remain in force until new arrangements were reached. Further talks were planned for the second half of October. The update means negotiations were active; it does not establish their eventual outcome or that the 2024 plant plans had all been carried out.
How can Works Council involvement shape a factory transition?
Salzgitter illustrates how employee representation can address the terms of an industrial transition as well as immediate production plans. In an IG Metall interview about the shift from engine production toward battery-cell production, Works Council members described clarifying that the future cell factory would employ VW workers, use the company collective agreement and remain within Works Council responsibility. They also discussed changed working conditions and training. The interview is useful evidence of issues representatives sought to settle, not a current production timetable: its forward-looking dates are older.
