Also contact likely outside camera owners—such as police, traffic agencies, nearby businesses, witnesses, or insurers—because USPS may not hold the footage. A request cannot make a recording exist, stop it from being overwritten, or guarantee that it will be released.
First, identify who may have the footage
There is no single camera system that necessarily records a mail-truck collision. The possible holder depends on where the crash happened and who investigated it. A recording may not exist, may not cover the location, or may no longer be retained.
- USPS: Ask the local post office or the contact handling the accident whether USPS has responsive camera footage or incident records.
- U.S. Postal Inspection Service: If postal inspectors investigated, they have a separate FOIA request route for records in their custody.
- Other possible holders: Contact the local police department, state or municipal traffic-camera operator, nearby businesses or residents, witnesses with phone or dashcam video, and any insurer that may have a recording.
A USPS FOIA log published in April 2020 records a motor-vehicle accident video request from Brooklyn that was referred to another component or agency. That historical example shows that USPS may not be the final custodian; it does not establish that footage exists or predict how another request will be handled. USPS 2020 FOIA log
Ask for preservation promptly
Send a dated written request to the local post office or the USPS contact listed in accident correspondence. Identify the crash location, date, and approximate time; describe the postal vehicle and collision; and ask whether the recipient has custody of potentially relevant footage and can preserve it. Keep a copy of your message and any response.

This is a practical request, not a guarantee that a hold will be placed. A FOIA filing does not itself establish that footage is preserved, and the official materials cited here do not give a universal retention period for USPS or privately operated cameras. Contact other likely camera owners directly and as soon as possible; their procedures and retention schedules may differ.
File a narrowly described USPS FOIA request
USPS accepts FOIA requests online and by mail. Check its current instructions and FOIA Library before filing, and keep your request and tracking number. The USPS portal says registered users can submit and monitor requests and receive responsive documents. USPS FOIA request page
Describe one identifiable incident and the existing records you want. USPS says a reasonable description lets employees familiar with the subject locate responsive records with reasonable effort; a broad demand for “all records” may not meet that standard. USPS FOIA FAQs

Details to include
- Date and approximate time, narrowed to the shortest practical window.
- Exact address, intersection, facility, route, and direction of travel, if known.
- Description of the postal vehicle and any visible unit number.
- Police report, USPS claim, or incident number, if available.
- Camera location or the specific footage sought, if known.
- Related incident records you want, such as an accident report, and a request for responsive video, allowing for lawful redaction.
- Your contact information and a maximum fee amount, following the current request instructions.
You can ask USPS to identify which component holds responsive records if it does not hold them itself. Request only records that may already exist: FOIA gives access to agency records, not a way to require an agency to create a video or other record.
Use a separate route for Postal Inspection Service records
If the Postal Inspection Service investigated, submit a separate written request through its FOIA office for records it holds. Its instructions call for a request captioned “Freedom of Information Act Request,” your contact information, a reasonable description of the records, and a fee limit. The office also specifies identity documentation for requests about yourself and authorization for third-party records. For USPS records about yourself, USPS provides an identity certification form. If the records concern another person, it provides a privacy waiver. A waiver addresses consent; it does not guarantee release. USPS FOIA forms and information

Even when an agency has responsive footage, FOIA exemptions can permit withholding or redaction, including to protect personal privacy or law-enforcement interests. An agency may also report that it has no responsive record. FOIA.gov FAQs
Follow referrals, status updates, and denials
If USPS refers your request, ask which component or agency received it and how to contact that office. Then follow up with the likely custodian directly if appropriate. A referral is about routing; it is not confirmation that a recording exists.
For a denial, USPS says a requester may appeal within 90 days of the denial letter. Its FAQ instructs requesters to include the tracking number, identify the decision or redactions being challenged, explain why they believe the action is wrong, state the relief sought, and attach relevant correspondence. What a request cannot establish
- That the truck had a dashcam or that a post office camera captured the street.
- That a recording still exists or covers the relevant time and location.
- That a preservation request or FOIA filing creates a preservation duty.
- That the agency will disclose the recording without redactions or withholding.
The available federal guidance does not resolve state-specific evidence-preservation rules, tort-claim deadlines, or whether a particular person is entitled to a particular recording. If the collision caused serious injury or substantial loss, consult a qualified attorney familiar with federal vehicle claims.
