Federal approval also does not guarantee that your state or territory will register it.
For many qualifying older cars, the route is a concessional entry to the Register of Approved Vehicles (RAV) based on the older-vehicle criterion. The Specialist and Enthusiast Vehicles Scheme (SEVS) is a different pathway, generally involving an approved registered automotive workshop. Identify the exact car, check its eligibility and intended state registration rules, and wait for written import approval before shipping.

How the approval process works
Australia’s federal import approval is a permission to import a road vehicle under an applicable approval pathway. Applications are lodged through the Department of Infrastructure’s ROVER portal. For a concessional RAV entry, the approval itself is also the import approval for that vehicle. Import approval, customs clearance, biosecurity clearance and state or territory registration are distinct parts of the process; completing one does not complete the others.

The first decision is not whether a Skyline or GT-R is generally eligible. It is which pathway, if any, applies to the particular vehicle you are considering. The available official guidance does not establish that every Skyline or GT-R qualifies, and there is no Skyline-specific eligibility determination in it.
Does a 25-year-old Skyline need import approval?
Yes. Being old enough to potentially use the older-vehicle pathway does not exempt a car from import approval. The Department of Infrastructure’s older-vehicle guidance describes a criterion for vehicles originally built, or significantly modified, more than 25 years ago. A qualifying car still needs the relevant approval through ROVER before import.
The 25-year figure is a threshold to assess against the individual vehicle, not a blanket rule that every car marketed as a “classic” can enter Australia. The department’s guidance on this criterion was published on 16 November 2021, so confirm the current application guide and decision criteria before relying on the threshold for a purchase. Do not calculate eligibility from a model’s introduction date, an advertised model year or the year it was first registered overseas.
Prove the build date
Establish the actual build date using evidence tied to the car. The department’s older-vehicle guidance lists original sales documents, deregistration paperwork and a photograph of the vehicle’s VIN, chassis number or original compliance plate as possible evidence. Keep the documentation legible and make sure it identifies the vehicle you are applying to import.
The guidance says vehicles usually have a month and year of manufacture. For a very old vehicle with no build month, it says December is assumed. That detail comes from the 2021 guidance; if the evidence is incomplete, ambiguous or inconsistent, ask the department how it will assess the particular application rather than treating an assumed date as a guaranteed eligibility decision.

Check the modification history
Modification history can alter the route even when a vehicle is old. The department identifies changes to the body, chassis, drivetrain, braking system and steering conversion as significant modifications for cars and light commercial vehicles. If significant modifications were made less than 25 years ago, the vehicle does not meet the older-vehicle criterion described in the guidance.
Gather records of major work, including when it was done and what was changed. If a modification date or its significance is uncertain, clarify that before purchase. The department cautions that a significantly modified-vehicle route may not provide RAV entry or general registration, so do not assume that a car can be imported for normal road use simply because an alternative approval route might exist.

The older-vehicle concessional RAV route and the SEVS/registered automotive workshop route are not interchangeable shortcuts. A vehicle’s age and history determine whether the older-vehicle criterion may apply; a SEVS listing alone does not approve an individual vehicle for import.

The Department of Infrastructure says most vehicles that are 25 years or older do not need SEVS entry and can apply under the older-vehicle criterion. That is a general distinction, not confirmation that a specific Skyline qualifies. If the car does not fit the older-vehicle criterion, investigate whether another pathway applies to that exact model and configuration before making a commitment.
What to establish before paying for a car
Do not base a deposit or shipping decision on a seller’s description such as “eligible for import,” “25 years old” or “factory standard.” Ask for enough information to check the car itself and retain copies of supporting documents.

- Identity: record the make, model and exact variant, plus the VIN or chassis number.
- Build date: obtain the month and year if available, and the source documents or plate photographs that support them.
- Condition and configuration: document the car’s present state, including steering configuration where relevant.
- Modifications: list significant changes to the body, chassis, drivetrain, brakes or steering, and establish when they were made if possible.
- Intended use and destination: decide whether you intend to seek road registration and identify the state or territory where you will apply.
These details serve two separate checks: whether the federal import pathway is available and whether the resulting vehicle can meet local registration rules. If either remains uncertain, resolve it before shipping costs or a purchase make the decision harder to reverse.

1. Identify the exact vehicle and gather evidence
Collect the identifying details, build-date evidence, condition information and modification history listed above. If the seller cannot provide basic identification or credible build-date evidence, factor that uncertainty into the decision rather than assuming the car’s model or first-registration year will settle it.
2. Confirm the likely approval pathway
Use the Department of Infrastructure’s current guidance to determine which approval type applies. For an older-vehicle application, check the build date and significant modification history against the current criterion. For a possible SEVS route, check the scheme and registered-workshop requirements; a SEVS entry alone is not permission to import. If the car has recent significant modifications, ask the department and the intended registration authority about the implications for import and road use.
3. Set up ROVER and submit the application
Create or verify your ROVER account, complete the application for the individual road vehicle approval, provide the supporting documents and pay the applicable application fee. The department’s 2021 older-vehicle guidance stated an assessment timeframe of 30 business days for a complete, paid older-vehicle application. Treat that as a published estimate rather than a service guarantee: account identity verification can separately take a couple of weeks, and current processing times may differ.
4. Wait for written approval and read its conditions
Do not ship the car while the application is pending. Once approval is issued, check that it identifies the correct vehicle and read every condition. The department says approval permits import even if a stated condition must be met before RAV entry; permission to import should not be mistaken for permission to skip that condition or proceed directly to registration.

5. Prepare the vehicle and shipping arrangements
Before shipment, arrange appropriate cleaning and check any applicable requirements for air-conditioning gas and asbestos. The department’s import steps identify these as preparation issues. Confirm what work and evidence are needed for the specific vehicle and shipment, and arrange freight, delivery and insurance with providers able to explain their charges and responsibilities.
6. Arrange customs clearance and account for taxes
Plan for customs clearance and any applicable customs duty, Goods and Services Tax (GST) and Luxury Car Tax (LCT). Which charges apply, and their amounts, depend on the vehicle and transaction; the official process identifies these categories but does not establish a total for a particular Skyline. Obtain transaction-specific advice and calculations before finalising the budget.
7. Meet biosecurity requirements
Used vehicles are subject to full internal and external biosecurity inspection unless they have been processed by a recognised offshore treatment provider. The Department of Agriculture, Fisheries and Forestry (DAFF) says it is the importer’s responsibility to ensure motor vehicles and their parts are clean and free from biosecurity risks before arrival. Check the current Biosecurity Import Conditions (BICON) requirements for the exact shipment. If contamination is found, treatment, export or destruction may be required at the importer’s expense.
8. Complete conditions, any required work and local registration
Meet the written approval’s conditions, complete required modification or testing steps and ensure RAV entry where applicable. Then apply to the registration authority in the destination state or territory under that jurisdiction’s rules. Arrange insurance appropriate to the vehicle and its status before using it on public roads; do not infer that federal approval alone makes it road-registered.

What can the import cost?
There is no reliable single “total import cost” for a classic Skyline or GT-R without vehicle- and transaction-specific information. The official process identifies multiple potential cost categories, and some may not apply in a particular case. Build a written estimate from the actual car, shipping route, approval conditions and destination rather than relying on a generic figure.

Ask each service provider to specify what its quote includes and excludes. This helps prevent a low freight or purchase figure from being mistaken for the cost of getting the car cleared, meeting its approval conditions and putting it through the intended registration process.
Will federal approval let you register the car in your state?
Not automatically. RAV entry is a federal vehicle-approval step; registration is handled separately by the state or territory where you intend to use the vehicle. The Department of Infrastructure’s older-vehicle guidance explicitly warns: “Getting a concessional RAV entry approval doesn’t guarantee you can get the vehicle registered.” The statement appears in its guidance article “How to import your older vehicle (25 years or older),” published 16 November 2021.
Check the intended jurisdiction’s requirements before buying or shipping, especially if the car is left-hand drive or has significant modifications. The title “Skyline” or “GT-R” does not specify steering configuration, condition or modification history, and those details can matter to the local registration decision. Ask the relevant registration authority what evidence and vehicle standard requirements apply to the particular car; do not treat an import approval as a ruling from that authority.
Timing: allow for approval and the steps after it
The older-vehicle guidance published in 2021 gives 30 business days as the assessment timeframe for a complete, paid application and says ROVER identity verification can take a couple of weeks. These are guide estimates, not guaranteed turnaround times. Current processing, incomplete evidence, account verification and separate shipping, clearance, biosecurity or registration arrangements can all affect when a car is ready for use.
Plan the sequence around dependencies: establish the car’s facts and likely eligibility first; apply and receive approval before shipment; then allow for transport, customs and biosecurity processes, any approval conditions, RAV entry where applicable and local registration. A delay or adverse decision at one stage may create costs at another, so avoid booking non-refundable shipping on the assumption that approval will be granted.
Common mistakes to avoid
- Using the model year as proof of eligibility: establish the actual build date and retain vehicle-specific evidence.
- Assuming every 25-year-old vehicle qualifies: check the criterion and the modification timeline for this car, and verify current rules before relying on the 2021 guidance.
- Treating SEVS listing as approval: the SEVS route also requires the applicable concessional RAV approval before import and work to an approved model report through the registered-workshop pathway.
- Shipping before approval: an unapproved vehicle may not be released at the border and can incur storage costs.
- Ignoring cleanliness and biosecurity: contamination can lead to treatment, export or destruction at the importer’s expense.
- Assuming federal approval guarantees plates: confirm the destination jurisdiction’s registration rules before committing to the vehicle.
- Budgeting from a headline price: include the relevant application, freight, clearance, tax, biosecurity, condition-related work and registration costs, using quotes for the actual transaction.
Practical decision rule
Proceed only when you can identify the exact vehicle, support its build date and modification history, confirm the current federal approval route, and understand the registration requirements in the jurisdiction where you intend to use it. If any of those checks is unresolved, pause before shipping. A classic Skyline or GT-R may be eligible, but the decision is made on the individual car and its circumstances, not the badge alone.
