How to Get an International Driving Permit (IDP) in the U.S.

The U.S. document commonly called an international driver’s license is an International Driving Permit. Here is how to check destination rules, apply through AAA or AATA, prepare photos and documents, and avoid scams.

In the United States, the document commonly called an “international driver’s license” is an International Driving Permit (IDP). It translates the information on your valid U.S. driver’s license into multiple languages. It is not a standalone license, does not replace your state license, and does not automatically give you permission to drive in every country.

For most U.S. travelers, getting one means checking the destination and rental company’s rules, applying through one of the two authorized U.S. issuers—AAA or AATA—then carrying the IDP together with your original license. This guide explains the process, documents, timing, costs, scams to avoid, and the insurance and rental-car issues an IDP does not solve.

First, check whether you need an IDP

Do not apply solely because a website or rental broker recommends an “international license.” Requirements vary by destination, the length and purpose of your stay, your vehicle, and the rental company.

  1. Read the U.S. Department of State guidance on driving and transportation abroad.
  2. Review the Department of State information for the specific country you will visit.
  3. Ask the rental company, in writing if possible, which documents it requires for your exact reservation.
  4. Check local rules concerning foreign licenses, vehicle categories, age, insurance, and whether a permit is required for a short visit or a longer stay.

U.S. citizens visiting Canada or Mexico generally do not need an IDP to drive, according to USAGov. You still need a valid U.S. license, appropriate insurance, and whatever documents your rental company requires. For other countries, there is no reliable universal rule.

Some destinations have treaty-specific requirements or recognize an Inter-American Driving Permit in particular circumstances. Country lists can change and may distinguish between an ordinary IDP and an Inter-American permit. Check the destination’s current rules rather than relying on a generic list or an old travel forum post. The AATA country information is one useful reference, but it should not replace the destination authority’s requirements.

Who can get a U.S. IDP?

The U.S. issuing process is intended for people who hold a valid driver’s license issued by a U.S. state or territory. AAA’s published application materials specify that applicants must be at least 18 and have a valid U.S. or territorial license.

If your license was issued by another country, you would normally apply for an IDP through the motor-vehicle authority or authorized organization in the country that issued your license. The United States does not issue U.S. IDPs to foreign visitors simply because they are traveling from the United States.

Where to apply: the two authorized U.S. issuers

USAGov identifies only AAA and the American Automobile Touring Alliance (AATA) as authorized U.S. IDP issuers. Start with the USAGov IDP page if you want to verify the official route before submitting personal information.

AAA

AAA describes in-person, mail, and online application options, although participating branches and online availability can vary. Use the official AAA International Driving Permit page and its current application instructions.

  • In person: Bring the completed application, your valid U.S. driver’s license, two original passport-style photographs, and the applicable fee. Some AAA branches can take or produce the photographs.
  • By mail: AAA’s published instructions call for the completed application, two identical recent 2-by-2-inch color photographs with a white background, a copy of both sides of your driver’s license, the fee, and the required return-mail arrangement.
  • Online: AAA advertises an online route involving a digital photograph and mailed delivery. Check the current processing, photo, and shipping terms before paying.

AAA’s standard application lists a $20 permit fee, but the final amount may be higher depending on online processing, photographs, shipping, expedited service, membership status, or branch charges. The application also states that the permit’s effective date must be within six months of the application date.

AATA

AATA is the other organization identified by the U.S. government as authorized to issue U.S. IDPs. Its official application page describes an online process requiring a digital passport photograph and images or scans of the front and back of your current driver’s license.

AATA’s operating hours, processing arrangements, shipping options, and displayed fees are subject to change. Confirm the live application status and requirements directly on AATA’s site before uploading documents or sending payment.

What you need to apply

Prepare the following items, then compare them with the live instructions for the issuer and application method you choose:

  • A valid, current U.S. state or territorial driver’s license.
  • The completed official AAA or AATA application.
  • Recent passport-style photographs in the format required by that issuer. AAA’s standard paper application specifies two identical 2-by-2-inch color photographs with a white background; AATA’s online process refers to a digital passport photograph.
  • A copy or image of the front and back of your driver’s license if required.
  • Payment for the permit, plus any applicable photo, shipping, online, or expedited-service charges.
  • Enough time for processing, delivery, weekends, holidays, and any destination-specific lead time.

If you are applying through AAA and need to make the required 2-by-2-inch photographs yourself, passport photo paper is an optional convenience—not an official requirement beyond submitting photographs that meet AAA’s current specifications. A photo provider or participating AAA branch may be simpler, and the issuer—not the paper or printer—decides whether the photographs are acceptable.

How to apply: a practical sequence

  1. Confirm the destination rule. Establish whether an IDP is required, recommended, unnecessary, or relevant only to a particular vehicle or stay length.
  2. Confirm the rental-company rule. Ask about the IDP, original license, passport, minimum license-holding period, age, payment card, vehicle class, and insurance.
  3. Choose AAA or AATA. Do not use an unrelated site that claims to issue an “international driver’s license.”
  4. Follow the issuer’s current format. Use the current application, photograph specifications, license scans, payment instructions, and delivery method shown on the official site.
  5. Apply before departure. Do not assume a downloadable document or same-day email will be accepted. Legitimate U.S. IDPs are physical permits issued through the authorized process.
  6. Check the finished permit. Make sure your name and license details match your underlying license and that the effective dates cover the trip.
  7. Pack both documents. Carry the IDP and your original valid U.S. license together whenever you drive abroad.

How long is a U.S. IDP valid?

A U.S. IDP is generally valid for one year. It cannot simply be renewed for another period; you must submit a new application. An IDP does not automatically become valid for a full year from the day you receive it, so check the effective date printed on the permit. AAA’s application says the effective date may be no more than six months after the application date.

Apply early enough to account for the issuer’s processing time and mailing. AAA’s published information indicates that mailed final documentation can take at least several business days, while mail applications may take longer. Exact times and shipping costs vary by route and location. If your departure is soon, verify the issuer’s current options directly rather than paying an unverified website for an allegedly instant permit.

Travel with you as a supplement to your domestic license. Authorize driving in the United States.

The essential rule is simple: carry the IDP and the original valid license together. Showing only the IDP may not demonstrate that you are actually licensed to drive.

An IDP does not replace insurance

Getting the permit addresses a documentation and translation issue. It does not provide collision coverage, liability coverage, roadside assistance, or legal protection.

The Department of State warns that a U.S. auto policy may not cover driving abroad or may not satisfy the destination’s minimum insurance requirements. Before driving, confirm:

  • Whether the destination requires third-party liability insurance.
  • Whether your personal U.S. policy covers the country and vehicle.
  • What the rental company’s basic and optional policies actually cover.
  • Whether exclusions apply to the driver, vehicle class, road type, country, or duration of the rental.
  • What deductibles, deposits, documentation, and accident-reporting procedures apply.

Do not treat an IDP as proof that you are insured. Review the policy documents and rental contract before accepting the vehicle.

Common mistakes and scams

Buying from an unofficial website

Many sites use phrases such as “international driver’s license,” “instant IDP,” or “worldwide license.” The Department of State warns travelers about unrelated websites claiming to issue U.S. international licenses or permits. Verify the issuer through USAGov or travel.state.gov, then follow the official links to AAA or AATA.

Warning signs include:

  • A digital-only document presented as sufficient by itself.
  • A ten-year or multi-year permit marketed as a U.S. IDP.
  • No requirement to show a valid underlying driver’s license.
  • A price far above the official permit fee without a clear explanation of actual services.
  • Promises that the document works everywhere or guarantees rental-car acceptance.

A legitimate application requires sensitive information such as license details and photographs. Confirm the domain and issuer identity before uploading anything. If you already submitted documents to a suspicious site, monitor accounts and consider contacting your payment provider and relevant identity-theft resources.

Applying after leaving the United States

Do not assume you can obtain a U.S. IDP abroad after departure. Apply through the authorized U.S. process before the trip and allow time for delivery. If your license was issued by another country, use the issuing country’s authorized process instead.

Carrying only a photocopy or phone image

A photograph or photocopy may help with document recovery, but it is not a substitute for the original valid license and physical IDP when the destination or rental company requires those documents.

Assuming the rental desk’s rule is the local law

A rental company can impose requirements that are stricter than the minimum legal rule. Conversely, a reservation confirmation that does not mention an IDP is not proof that local authorities will not require one. Check both sources.

Before you drive: final checklist

  • Destination driving rules checked recently.
  • Rental company’s document requirements confirmed for the exact vehicle and driver.
  • Valid U.S. state or territorial license in hand.
  • IDP issued by AAA or AATA and valid for the travel dates.
  • Passport available if the rental company or local authority requires it.
  • Insurance coverage and exclusions reviewed for foreign driving.
  • Vehicle class, driver age, license-holding period, and payment-card requirements satisfied.
  • Emergency numbers, rental agreement, and accident procedure saved offline.
  • Original license and IDP packed together but protected from loss or theft.

Frequently Asked Questions

Is an international driver’s license the same as an International Driving Permit?

In ordinary U.S. travel language, “international driver’s license” usually refers to an International Driving Permit, or IDP. The official U.S. document is a translation and supplement to a valid domestic license; it is not a standalone license.

Can I get an IDP online?

AAA and AATA describe online application options, but the exact process, documents, delivery, fees, and availability can change. Apply only through the official AAA or AATA websites. Be skeptical of any service promising a digital-only, multi-year, or instant permit.

Can I drive in Canada or Mexico with a U.S. license?

USAGov states that U.S. citizens visiting Canada and Mexico do not need an IDP to drive. You must still carry a valid U.S. license, meet local insurance rules, and satisfy the rental company’s requirements.

Can an IDP replace my driver’s license?
