How to Evaluate Autonomous Trucking Services for Your Supply Chain

Evaluate autonomous trucking against the exact lane, operating conditions, safety responsibilities, carrier record, applicable rules, and commercial commitments—not a broad capability claim.

Start with your lane, not a provider’s headline claim. An autonomous trucking service is a fit only if its vehicle and operating model can cover the route under the road, speed, weather, schedule, and handoff conditions your freight requires—and if the provider and motor carrier can document how they manage safety, maintenance, exceptions, and legal responsibilities. Evaluate those operational requirements first; compare price and service performance only among options that can meet them.

What should you establish before evaluating a service?

Define the shipment and lane you need served before requesting a proposal. An autonomous trucking service may cover only part of a movement, operate from specific transfer hubs, or exclude conditions that matter to your schedule. The question is not simply whether a truck can drive autonomously; it is whether the proposed vehicle, carrier, facilities, and operating plan can reliably handle your freight on your actual lane.

Write a lane brief

Give each provider the same operating brief so you can compare like with like. Include the origin and destination, required pickup and delivery windows, expected shipment frequency and volume, freight and trailer requirements, and any special handling or security needs. Identify the roads and facilities involved where known, including customer or warehouse access, and state whether the service must be door-to-door or may use transfer hubs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate requirements from preferences. A delivery window that cannot move is a requirement; a preferred departure time may be negotiable. Record what counts as an acceptable recovery if a vehicle cannot complete the planned movement. This lets you distinguish a service that technically touches the lane from one that can fulfill the shipment obligation.

Identify who is actually providing each part

Ask which entity develops or supplies the automated driving system, which motor carrier operates the vehicle, who arranges the transfer or terminal work, and who remains your contractual counterparty. The technology provider and the carrier may have different responsibilities. Your assessment should follow the actual operating chain rather than treating “the provider” as a single party.

Does the service’s operational design domain fit your lane?

The operational design domain, or ODD, is the set of conditions in which a particular automated driving system is designed to operate. Ask for the ODD that applies to the exact vehicle and service being offered—not a general description of autonomous trucking. The Federal Motor Carrier Safety Administration (FMCSA) identifies relevant boundaries such as roadway types, geographic area, speed range, environmental conditions including weather and day or night, and other operating constraints. See FMCSA’s Model AV Operational Safety Plan for Motor Carriers.

Turn the ODD into lane questions

Ask the provider to map its stated operating limits against your complete origin-to-destination movement. A broad claim such as “highway autonomous” does not establish that the service can reach your origin, enter your destination facility, operate at the required times, or continue in the weather conditions your lane encounters.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Geography: Which precise areas, roads, terminals, and transfer locations are eligible for this vehicle and service?
  • Road type: Does the ODD include all roads required for the movement, or only a constrained highway segment?
  • Speed: What speed range applies, and what happens if traffic or road conditions require operation outside it?
  • Weather and environment: Which conditions are excluded or trigger a pause, handoff, or other intervention? Ask how the provider defines and communicates those thresholds.
  • Hours: Is the service available at your actual pickup and delivery times, including day or night operations relevant to the lane?
  • Other constraints: What vehicle, route, facility, or operating conditions make a trip ineligible?

Require the provider to identify the source and date of its coverage information and to explain what happens when a planned trip falls outside the ODD. Treat missing boundaries as an unresolved fit question, not as evidence that the service covers the condition.

Trace the full movement, including handoffs

Determine whether the service covers the entire movement or only a middle-mile segment. If it uses transfer hubs, identify where freight changes vehicles or operating teams, who handles the trailer or load at each point, and how transfer timing fits your delivery window. Clarify who covers the first and last miles, whether the same trailer or equipment can be used throughout, and how shipment visibility continues across each handoff.

Ask for a lane map or written route description that shows the autonomous segment, any human-operated legs, and every transfer point. Match it to the facilities your freight can actually use. A route can be eligible in principle yet impractical if a required hub is too far from the shipper or consignee, or if the transfer schedule conflicts with the service window.

How should you assess safety and operating responsibilities?

Assess the complete operating system, not just the automated driving feature. FMCSA’s model plan says: “The design, build, operation, maintenance, and inspection of hardware and the training, qualification, relative location, and hours of service of human drivers and operators will all influence a motor carrier’s safety management systems.” The agency’s page for that plan was last updated October 3, 2025.

Request two written plans

Ask for the developer’s safety case and the motor carrier’s operational safety plan. The safety case should explain the evidence supporting safe operation within the stated ODD and define its scope. The carrier’s plan should describe how the vehicles and people are managed in service. FMCSA’s model-plan material frames safety responsibilities across design, build, operation, maintenance, inspection, and the training, qualification, location, and hours of service of human drivers and operators.

FMCSA’s model-plan material references industry standards including ISO 26262, UL 4600, ISO/PAS 21448, and relevant ISO/SAE standards and guidance. A reference to a standard is not, by itself, proof that a particular provider is certified or compliant. Ask which system, vehicle, software version, operating conditions, and evidence the provider says the standard applies to; request supporting documentation rather than relying on a standards list.

Assign responsibility at each journey phase

Ask for a responsibility matrix that names the responsible party and escalation contact for each activity. At minimum, cover dispatch and trip eligibility, pre-trip and en-route inspections, loading and cargo securement, vehicle operation, warehouse docking, roadside events, and post-trip reporting. Clarify what the carrier does, what the technology provider does, what your own staff must do, and what happens when one party cannot perform its role.

Then walk through failure scenarios with the provider. What happens if the system detects a fault, encounters conditions outside its ODD, or needs human assistance? Who receives the alert, who can authorize the next action, and how will the shipment be recovered? Ask where any human driver or operator is located, what qualifications apply, and how the operating plan addresses training and hours of service. Do not assume that a remote support function, a driver, or a recovery vehicle is available unless the provider documents it for the proposed service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should you verify about inspections, maintenance, and software?

A service’s safety and availability depend on the vehicle being fit for its intended operation and on changes to safety-critical systems being controlled. FMCSA’s Safe Integration of Automated Driving Systems-Equipped Commercial Motor Vehicles discusses inspection, repair, maintenance, and ensuring vehicles use up-to-date safety-critical software.

Ask for the maintenance and inspection process

Get written answers on who owns and performs pre-trip and en-route inspections, how faults are recorded and escalated, who authorizes repairs, and how repair turnaround is managed. Ask how a vehicle is kept from dispatch if it is not fit for the specific operation planned. A general maintenance commitment does not answer whether the right inspection is completed or whether a reported defect prevents a particular trip.

Confirm how inspection and repair records are retained and made available to the carrier and relevant parties. Ask how the provider handles a defect identified during a trip, including whether the vehicle can safely proceed, who decides, and how the freight is transferred or recovered if the vehicle cannot continue.

Track safety-critical software changes

Ask how the provider identifies the safety-critical software version on each vehicle, records changes, and verifies that the deployed version is appropriate for the intended ODD. Find out how updates are validated before use and how the carrier confirms that a vehicle has the required version before dispatch. Clarify who can pause deployment or service if an update, fault, or configuration issue affects operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request a written change-control process that explains notification, validation, rollout, and rollback or recovery responsibilities. A statement that software is updated regularly is not a substitute for version tracking or evidence that the vehicle remains eligible for the lane after a change.

How do you check the carrier and regulatory fit?

Use FMCSA resources as part of carrier diligence, alongside lane-specific legal and operational review. Check the carrier’s safety fitness, licensing and insurance status, and relevant public safety information. FMCSA’s CSA: About CSA explains the agency’s Compliance, Safety, Accountability program, and the CSA site provides its public resources.

Interpret CSA and SMS information carefully

Do not turn an SMS percentile, alert, or other displayed item into a simple “safe” or “unsafe” verdict. FMCSA cautions: “Readers should not draw conclusions about a carrier’s overall safety condition simply based on the data displayed in this system.” The CSA site reported data current as of September 25, 2026, and a website update on October 5, 2026. Use the information as one input to diligence, not as a standalone assessment of the carrier.

Review the available information in context and ask the carrier to explain relevant findings and its safety-management practices. Check licensing and insurance separately; the existence of a public safety resource does not establish that a carrier is authorized and insured for your specific operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify requirements for the exact route and operation

FMCSA remains responsible for interstate commercial motor-carrier safety oversight. Its ADS integration material discusses applying or adapting requirements around operations, inspection, repair, maintenance, and human roles. But a general federal overview is not legal clearance for a particular movement. Confirm current federal, state, and local requirements for the exact jurisdictions, vehicle configuration, carrier role, and cargo. Where needed, obtain qualified legal or regulatory advice for the proposed operation.

The federal regulatory agenda listed a proposed rulemaking titled “Motor Carrier Operation of ADS-Equipped CMVs,” RIN 2126-AC17, in its Spring 2025 agenda. An agenda listing describes a proposed rulemaking, not a final rule or permission to operate. Check the OIRA/FMCSA agenda entry and current applicable requirements rather than treating that listing as a determination of legality.

How should you compare service and commercial terms?

After an option passes the lane, operating-plan, and compliance checks, compare its service and commercial offer against the same scorecard. Request a current service map and a written quote for your lane. Verify material claims with customer references or, where appropriate, a limited pilot. Do not treat a safety case as proof of on-time performance, or a coverage map as proof of capacity on your required dates.

Comparison area What to request and verify
Route and schedule Current service map; eligible roads and facilities; operating days and hours; capacity and availability for your forecasted volume.
Movement model Door-to-door or hub-transfer description; transfer locations, timing, responsible parties, first- and last-mile arrangements, and equipment compatibility.
Transit and visibility Quoted transit time, evidence and definition of on-time performance, shipment tracking, status updates, and visibility across handoffs.
Exceptions and recovery Weather and incident procedures, service-recovery options, escalation contacts, expected communications, and responsibility for freight when a trip is interrupted.
Freight and capacity Accepted freight, exclusions, trailer and equipment requirements, shipment limits, available capacity, and any minimum volume or commitment.
Price and commitment Written lane quote, price structure, accessorials or other stated charges, minimum volume, duration, and conditions that change the quoted service or price.
Risk and remedies Insurance evidence, liability allocation, claims process, contractual service remedies, and responsibility for loss, damage, delay, or failed handoffs.
Data and security Data available to you, access and retention terms, cybersecurity responsibilities, incident notification, and named operational contacts.

Ask each provider to label evidence by source, date, lane, and operating conditions. Separate contractual commitments from estimates, historical results, and targets. If the provider does not state a comparable value—such as a transit-time commitment or recovery window—record it as not stated and ask for clarification rather than filling in a likely number.

How can a pilot test the right things?

A pilot is useful only if it tests the conditions that determine whether the lane works. Agree on its scope, dates, shipment type, route, handoffs, operational contacts, and measures before freight moves. A demonstration on a favorable segment or schedule may show that a system can operate in that setting; it does not establish that the complete service meets your lane requirements.

Set acceptance measures in advance

Choose measures tied to the service obligation, such as whether the agreed route and handoffs were completed, whether delivery met the agreed window, how shipment visibility performed, how exceptions were handled, and whether the provider supplied the required records. Define how results will be reported, including disruptions and trips that did not complete as planned. Do not infer future reliability from a small or favorable sample without considering its limits.

Agree on the stop, recovery, and scale-up rules

Before the pilot, determine who can pause a trip or the pilot, how freight will be recovered after an interruption, and who pays for the agreed recovery actions. Set a process for reviewing incidents, faults, missed windows, and material changes to routes or software. Define what evidence must be available before expanding beyond the pilot lane or volume. If a provider cannot identify the responsible party or recovery process, treat that as an unresolved operational issue rather than a detail to settle after launch.

What are signs that an offer needs more diligence?

Pause comparison or contracting when a proposal leaves a material part of the operation undefined. These are not automatic proof that a service is unsuitable; they are prompts to obtain specific, written answers before relying on the offer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The provider describes its capability broadly but will not specify the ODD for the vehicle and service proposed.
  • The route description omits first- or last-mile legs, transfer hubs, facility access, or responsibility at handoffs.
  • Safety information names standards but does not explain the provider’s evidence, scope, or operating responsibilities.
  • No one can explain how faults, ODD exits, human assistance, or interrupted trips are handled.
  • Inspection, repair, maintenance, or safety-critical software version controls are described only in general terms.
  • Coverage, performance, capacity, price, insurance, or service remedies are presented as claims without lane-specific written terms.
  • A carrier’s SMS data is presented as a complete safety verdict, or an agenda entry is presented as final regulatory approval.

How do you make the final lane decision?

Use a staged decision rather than balancing every factor at once. First determine whether the exact vehicle and service fit the lane’s ODD and schedule. Next decide whether the carrier and provider have documented safety responsibilities, maintenance controls, software-change procedures, and a workable response to exceptions. Then verify carrier and regulatory requirements for the specific operation. Only after those gates are satisfied should you compare commercial terms and service evidence.

  1. Pass on lane fit: The provider documents the eligible route, conditions, timing, transfer model, and limits for the proposed service.
  2. Pass on operating readiness: The provider and carrier identify responsibilities, safety evidence, inspection and maintenance controls, software version management, and failure response.
  3. Pass on diligence: You check carrier information and verify current requirements for the route, vehicle, and cargo without treating an individual data point or agenda item as a final verdict.
  4. Pass on commercial case: The written offer meets your requirements for capacity, time, visibility, recovery, price, insurance, liability, and remedies.
  5. Validate unresolved performance questions: Use references or a scoped pilot with pre-agreed measures before increasing reliance on the service.

If a required condition or responsibility remains unstated, keep it as an open decision item. A lane-specific written answer is more useful than a broad claim about autonomous capability.
