Estimate fleet charging costs vehicle by vehicle, using actual annual mileage, energy use, charging locations, local electricity tariffs and the cost of providing enough charging capacity. Then compare a proposed charging plan with a baseline that delivers the same mileage, routes, payload and vehicle readiness. There is no single cents-per-mile figure that applies to every fleet: tariffs, duty cycles, demand charges and site work can change the result substantially.
Separate the three questions your estimate needs to answer
Fleet electrification estimates become misleading when electricity, chargers and vehicle ownership are combined into one number without showing what it includes. Build separate totals first, then combine them only when answering the decision at hand.

- What will charging energy cost? This is the energy and utility-bill cost of supplying vehicles, including applicable demand and project-related fixed or delivery charges.
- What will it cost to provide charging capacity? Include chargers, installation, electrical service or grid upgrades, and any networking or control equipment needed for the operating plan.
- How does the electric fleet compare over its lifecycle? A total-cost-of-ownership (TCO) comparison may also include vehicle purchase, maintenance, fuel or electricity, infrastructure and residual value.
Keep the scope visible in every result. An electricity-only cost per mile is not a charger cost or a full vehicle TCO. The U.S. Department of Energy’s Alternative Fuels Data Center (AFDC) Vehicle Cost Calculator compares vehicle TCO using driving inputs; the ICCT TCO Calculator covers commercial-vehicle comparisons with infrastructure and residual value among its described inputs; and National Renewable Energy Laboratory (NLR) EVI-FAST analyzes charging-infrastructure financials such as payback and net present value. These tools address different questions, and their outputs depend on the assumptions entered.

Vehicle and operating inputs
- Annual distance for each vehicle or group, in miles or kilometers.
- Energy consumption per unit of distance, using a consistent unit such as kWh per mile or kWh per kilometer. Use the vehicle’s expected operating energy use when available, not a mismatched laboratory or marketing figure.
- Vehicle class, routes, payload, speed, climate-related heating and cooling loads, auxiliary power needs, and return-to-base pattern.
- Required service level: departure times, shift length, vehicle availability windows and any operating reserve needed to avoid compromising fleet readiness.
Energy needs can differ significantly by duty cycle. DOE guidance notes that heavy-duty range can be affected by heating or cooling loads, speed, cargo and auxiliary power. The vehicle choice and energy estimate therefore need to match the work the vehicle will actually perform.
Charging and utility inputs
- Share of charging at the depot, employee homes and public locations; identify each location separately rather than blending them into one average rate.
- The rate or tariff actually paid at each location, including applicable time-of-use prices, delivery or supply components, demand charges and fixed charges.
- Site peak demand and facility load patterns, plus the hours in which vehicles can charge.
- Existing electrical capacity, charger power and count, utility service constraints, likely upgrade requirements, installation estimates and networking or control requirements.
- Incentives or special rate programs that the fleet is eligible for, with the program administrator’s current rules and application status.
Ask the utility for the applicable tariff and a site-specific rate analysis, and coordinate on service capacity and upgrades. A simple cents-per-kWh energy price may omit demand charges or other bill components that matter to a depot. DOE explains that demand charges can be based on peak power in addition to energy use; Con Edison’s fleet calculator illustrates how supply, delivery, energy and demand components can be distinct. Its resources apply to its own territory, not nationwide.
Calculate annual energy and charging-bill cost
1. Estimate energy by vehicle or operating group
Use consistent units in this first-pass relationship:
Annual charging energy (kWh) = annual distance × vehicle energy use per distance
For example, if distance is in miles, energy use must be in kWh per mile. Calculate separately for groups with different annual mileage or energy consumption, then sum the results. If the fleet’s energy-use input is measured at the vehicle rather than the meter, account for charging losses only if you have a defensible, clearly stated assumption for them; do not silently treat the two measures as identical.

2. Split energy across charging locations
For each vehicle group, allocate expected charging energy to the depot, employee homes and public charging according to the planned charging mix. Multiply each location’s energy by the effective rate actually paid there, then add the location totals. This prevents a low depot rate from obscuring a meaningful share of more expensive public charging, or a home-charging reimbursement arrangement that is different from the depot tariff.
Energy cost by location = charging energy at that location × effective energy rate at that location

If public charging is a temporary bridge while depot infrastructure is developed, model that phase separately from the intended steady-state mix rather than treating the temporary arrangement as permanent.
3. Add bill components beyond energy
Estimate demand charges using the utility’s billing rules and the site’s expected peak power, not by multiplying annual kWh by an energy-only rate. Include fixed or delivery charges when they change because of the project, and distinguish new project costs from charges the facility would incur anyway. A fleet that charges many vehicles at once can create a coincident peak; whether that raises the bill depends on the tariff and the facility’s existing load pattern.
Your annual charging-bill estimate should therefore show energy charges and applicable demand or project-related bill components separately. If tariff details, peak timing or load data are uncertain, present a range with the assumptions that produce each case instead of a falsely precise point estimate.

Include charging infrastructure and site work
Charging cost is not limited to electricity. Estimate the equipment and site investment needed to meet the fleet’s dwell-time and uptime requirements, and include costs that can change with the number, power and location of chargers.
- Charger type, quantity and power level.
- Installation and any required electrical service or grid upgrades.
- Networking or control capabilities, where required for monitoring or managed charging.
- Ongoing maintenance responsibility and any relevant operating costs.
- Construction phasing or temporary charging arrangements if the full site build will not be ready at fleet launch.
DOE guidance says Level 2 charging typically requires one unit per vehicle for overnight charging, while DC fast chargers may serve multiple vehicles. That is a planning consideration, not a universal equipment ratio: the right layout depends on dwell time, vehicle use and installation needs. Level 2 can fit overnight or other long-dwell use; DC fast charging can fit short dwell or between-shift charging, but its power and site requirements need to be assessed against the fleet’s operations and utility service.
Portable charging and public charging may be useful in particular operating situations, but they should be evaluated against vehicle compatibility, charging power, dwell time, uptime and the cost of energy or service. Before purchasing equipment, verify compatibility with the vehicle and site, as well as installation requirements, with the vehicle manufacturer, utility and a qualified provider. Do not assume managed charging will remove the need for an upgrade; it may change the peak or timing, but the result depends on site constraints and operational windows.
Model managed charging without assuming a guaranteed saving
Managed charging strategically controls when and how vehicles charge while preserving fleet operational needs. In practice, the schedule or control system balances departure readiness against tariff periods, facility load, charger limits and vehicle availability. DOE Federal Energy Management Program guidance identifies lower off-peak prices and reduced coincident demand as potential cost-reduction mechanisms.
Model a managed plan by checking whether charging can move into lower-priced hours or avoid adding to the facility’s peak while still meeting departure requirements. Compare that schedule with the unmanaged or current charging pattern using the same vehicles, mileage and readiness target. Include the control capability and any needed networking in the infrastructure estimate. Depending on the tariff and site, other opportunities may include avoiding or deferring infrastructure upgrades, participating in demand response, vehicle-to-grid use, or coordinating charging with renewable generation. These are options to evaluate, not automatic savings: tariff design, data quality, charging windows, equipment and fleet operations determine whether they are feasible and valuable.

Do not assign a fixed savings percentage to managed charging. It can reduce cost where the tariff rewards load shifting or peak avoidance and the vehicles have sufficient dwell time; it may have little value where rates are flat, charging windows are narrow, or constraints prevent shifting. Any claimed benefit should come from the fleet’s own rate and operating scenario.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare scenarios on the same service basis
At minimum, compare a current or unmanaged baseline with the proposed charging plan while holding vehicle operations constant. If the comparison is between powertrains, make sure both cases provide comparable mileage, vehicle class, payload, routes, operating period and service readiness. Otherwise, apparent savings may simply reflect different work being done.
| Measure | What to report |
|---|---|
| Annual charging bill | Energy charges by location plus applicable demand and project-related fixed or delivery charges. |
| Annual cost per mile | Relevant annual charging cost divided by annual distance; label whether infrastructure is excluded or allocated. |
| Infrastructure investment | Chargers, installation, service upgrades and required networking or control equipment. |
| Operating-cost comparison | Like-for-like electricity or fuel, maintenance and other included operating expenses. |
| Lifecycle or financial measure | State the horizon and included costs; use payback or net present value only with the assumptions shown. |
Show both annual dollars and cost per mile: annual cost helps budget owners, while cost per mile helps compare vehicles or operating groups with different mileage. If presenting TCO, say whether purchase cost, infrastructure, maintenance and residual value are included. The DOE AFDC calculator is intended for vehicle TCO and emissions comparisons based on driving information and selected vehicles; it is not a substitute for a site-specific utility-bill analysis. ICCT’s calculator describes commercial vehicle comparisons that include purchase, fuel, maintenance, infrastructure and residual value. NLR EVI-FAST focuses on infrastructure financial analysis, with inputs such as charger power, utilization, electricity price and demand-charge assumptions. Tool scope and current availability should be checked before relying on an output.
Use ranges for uncertain assumptions
Electricity rates, site-work estimates, charger utilization and future charging shares may not be certain at the planning stage. Create low, central and high cases by changing the uncertain inputs while holding fleet service constant. Identify which assumptions drive the range—for example, tariff structure, peak demand, share of public charging or an electrical upgrade—so decision-makers can prioritize obtaining better data. Do not combine a favorable incentive assumption with an unconfirmed tariff or installation estimate and present the result as a forecast.
When estimating simple payback, make clear what the denominator and comparison include: annual savings relative to which baseline, and whether the initial cost includes all infrastructure and site work. For a lifecycle model, state the time horizon and treatment of residual value. A payback or net present value output is a model result, not a measured fleet result, and depends on inputs and assumptions.

Keep charging savings distinct from maintenance and total ownership cost
Charging-bill savings do not establish total vehicle savings. A powertrain comparison may need vehicle purchase cost, fuel or electricity, scheduled and unscheduled maintenance, charging infrastructure and residual value. The scope should be explicit so a reader can see whether the result is an energy comparison, an operating-cost comparison or a full TCO analysis.
One dated benchmark can help illustrate why these categories should not be mixed: DOE published an estimated scheduled-maintenance cost of 6.1 cents per mile for a light-duty battery-electric vehicle (BEV), compared with 10.1 cents per mile for a conventional internal-combustion-engine (ICE) vehicle, in a June 14, 2021 publication based on its 2021 comprehensive TCO study. These are scheduled-maintenance estimates for light-duty vehicles—not electricity prices, current fleet charging-cost benchmarks or guaranteed savings. They should not be transferred to a commercial fleet without a suitable vehicle-class and operating comparison.
For a vehicle-cost estimate, the DOE AFDC Vehicle Cost Calculator can compare TCO and emissions using driving inputs and selected vehicles. AFDC cautions that vehicle prices and specifications change, so confirm them with manufacturers or dealers. For commercial vehicle assumptions, the ICCT TCO Calculator describes inputs such as vehicle type, annual mileage, charging strategy and incentives, with outputs including purchase, fuel, maintenance, infrastructure and residual value. NLR EVI-FAST is more directly relevant to charging-infrastructure financials. These tools can inform separate parts of a model; none eliminates the need to verify the fleet’s own tariff and site costs.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCheck local rates, incentives and program status
Utility rates and incentives depend on territory, tariff, eligibility and timing. Obtain the rate applicable to the specific meter and charging arrangement, and confirm current program terms with the utility or administrator before making an investment decision. Do not transfer one utility’s published calculator, make-ready funding or rate program to another service territory.
As examples of local resources rather than nationwide offers, National Grid describes fleet TCO calculations, advisory services, rate analysis and programs in its New York territory. Its page reported that applications for its Level 2 and DCFC Make-Ready Program stopped being accepted on April 3, 2026, while Medium- and Heavy-Duty Vehicle applications were still being processed when the page was checked. Con Edison offers fleet and site calculators for its own territory. Because program status can change, verify directly with the relevant utility before including an incentive or application in the estimate.
A practical estimate worksheet and review checklist
Keep a transparent worksheet so assumptions can be updated when routes, rates, vehicles or site plans change. A useful row structure is one vehicle group per row, with separate location and cost entries where necessary.
- Define the comparison. Record the baseline and proposed case, vehicles or groups, operating period, mileage and service requirements.
- Enter energy assumptions. Add annual distance and energy use per distance for each group; calculate annual kWh with consistent units.
- Allocate charging. Divide energy among depot, home and public charging, then apply each location’s actual rate and relevant tariff periods.
- Add utility bill elements. Show energy, demand and project-related fixed or delivery charges separately, using the site tariff and expected load pattern.
- Estimate capacity costs. List charger count and type, installation, electrical or grid upgrades, networking and maintenance responsibility.
- Calculate and label results. Report annual cost, cost per mile and infrastructure investment; if doing TCO, state included vehicle costs and residual value assumptions.
- Run sensitivities. Vary uncertain tariffs, charging shares, peak demand and site-work costs; show the assumptions behind each range.
- Validate locally. Confirm tariffs, service capacity, compatibility, program eligibility and application status with the utility, vehicle manufacturer and qualified installation provider.
Before sharing the estimate, check that both scenarios use comparable mileage and service, that demand charges have not been hidden inside an energy-only rate, and that every incentive or price has a territory and date. Label all outputs as estimates unless they are actual billed costs or measured fleet data.
