You can try a free plate search to learn limited information about a vehicle, but you should not expect it to reveal the registered owner’s name or address. U.S. privacy law restricts access to personal information in state motor-vehicle records, and official requests follow state-specific rules that may require a permitted purpose, additional identifiers, forms, and fees.
What a free license plate lookup can—and cannot—tell you
“Lookup” can mean finding details about a vehicle or identifying the person it is registered to. Those are different requests. Vehicle records may contain fields such as make, model, year, VIN, title, or registration information, depending on the state and the rules governing access. A person’s name and address are personal information and are subject to disclosure restrictions.
A plate number is not a general public key for retrieving someone’s identity from DMV records. The federal Driver’s Privacy Protection Act (DPPA) limits disclosure of personal information obtained in connection with state motor-vehicle records. A private website’s claim that it can perform a lookup does not establish that it has complete or authorized DMV owner information.
Why you generally cannot search a plate to find its owner
The DPPA, at 18 U.S.C. §§ 2721–2725, restricts state motor-vehicle departments from disclosing personal information from motor-vehicle records except for specified purposes. The statute says: “A State department of motor vehicles, and any officer, employee, or contractor thereof, shall not knowingly disclose or otherwise make available to any person or entity: (1) personal information, as defined in 18 U.S.C. 2725(3), about any individual obtained by the department in connection with a motor vehicle record, except as provided in subsection (b) of this section; or” (18 U.S.C. § 2721(a)(1), United States Code).

Permitted purposes include certain government functions; specified motor-vehicle safety, theft, emissions, recall, or market-research uses; certain business verification tied to fraud prevention, legal remedies, or debt and security interests; legal proceedings; insurance claims and antifraud work; notices to owners of towed or impounded vehicles; and the owner’s express written consent. These exceptions are limited purposes, not blanket permission for anyone to look up an owner.
How to request an official vehicle record
- Go to your state DMV’s official website. Search for “vehicle record request” or “motor vehicle record privacy.” Procedures and disclosure rules vary by state.
- Check whether your purpose qualifies. Read the state’s eligibility rules and any required certification before requesting personal information.
- Confirm the identifiers and paperwork required. A plate alone may not be enough. Pennsylvania, for example, says it will not process an owner-information request based only on a tag number; a request also needs the title number or VIN and uses Form DL-135. PennDOT advises applicants to review the form to determine whether they may purchase the information (Pennsylvania Driver and Vehicle Services Public Records FAQs).
- Check current fees and notices. California uses designated DMV forms and applicable fees for permissible-use requests. Its process includes notice to the person whose record was requested in specified cases, subject to exceptions and legal limits (California DMV Privacy and Security; California DMV Records Requests).
- Submit the request using the state’s instructions. Do not assume another state’s forms or rules apply where the vehicle is registered.
These examples are not nationwide instructions. Texas DMV, for instance, says federal law bars the department from disclosing personal information to the general public and that Texas law adds protections; it also says TxDMV maintains titling, registration, and permitting records, not driver histories, accidents, or citations (Texas DMV Driver’s Privacy Protection Act).

If you are checking a car before buying
Keep vehicle-history research separate from an owner search. A report may be useful as part of evaluating a vehicle, but the information available depends on the service and its sources. No particular provider, coverage, price, or accuracy is established here. For official registration or title-record information, follow the relevant state DMV’s process and eligibility rules.
