How to Compare Vehicle Assembly Plant Emissions Reports

A fair plant-emissions comparison starts with matching boundaries, reporting periods, scopes, methods, and production denominators—not just headline totals.

To compare vehicle assembly plant emissions reports fairly, first align the plant boundary, reporting year, emissions scopes, gases and CO2e basis, calculation method, and production denominator. Keep absolute emissions separate from emissions intensity, and record exclusions, revisions, and the kind of review or assurance behind each figure. A corporate total, a regulatory facility record, and a plant-level sustainability figure are not automatically comparable.

Start by confirming what each report covers

A plant figure should describe a defined physical site and the operations included in that site. A corporate inventory may instead consolidate multiple factories, offices, warehouses, or other operations. Do not treat a company-wide total as a plant total, or allocate it among plants, unless the company publishes a specific allocation method.

Record the plant name and location, operator, parent company, ownership share if available, and included operations. Note whether the boundary includes onsite generation, leased assets, contractors, or mobile equipment. Differences in site ownership or consolidation approach can explain a difference in totals even when the plants appear similar.

Check whether the figure includes Scope 1, Scope 2, or both

Scope labels determine which emissions are counted. Scope 1 covers direct emissions from sources the organization owns or controls; Scope 2 covers indirect emissions associated with purchased electricity, steam, heat, or cooling. A report that says “plant emissions” without identifying its scopes is not yet comparable to one that spells them out.

For U.S. facilities covered by the EPA Greenhouse Gas Reporting Program (GHGRP), reported direct emissions are facility-level Scope 1. GHGRP does not include purchased-electricity Scope 2 emissions. Therefore, an EPA facility total should not be compared as though it were a company report’s combined Scope 1 and Scope 2 figure. EPA describes the program and its limits in its GHGRP overview; its Scope 1 and Scope 2 guidance explains the inventory categories.

If a company reports Scope 2, check whether it presents location-based and market-based values. Keep those methods distinct rather than selecting one from each report. Record Scope 3 separately if disclosed; do not merge it into a Scope 1 and 2 comparison.

Align the year, units, gases, and calculation basis

Record the data year, whether it follows a calendar or fiscal year, and the report’s publication date. Annual reporting schedules do not mean two reports published in the same year cover the same period. Also note revisions or recalculations: a restated earlier year may no longer match the value in the original report.

Compare emissions in the same unit, usually metric tons of carbon dioxide equivalent (CO2e), and identify which greenhouse gases and global-warming-potential (GWP) basis are included. Different GWP versions can produce different CO2e totals from the same gas quantities. Capture the measurement or calculation approach, emissions factors, and material assumptions when disclosed.

For example, the EPA’s Ford Motor Company – Flat Rock Assembly Plant record reports 45,537 metric tons CO2e for data year 2020, using AR4 GWPs and excluding biogenic CO2. That is a historical facility figure with a stated conversion basis and exclusion—not a current value or a benchmark for other plants. See the EPA facility record.

Keep absolute emissions and intensity in separate columns

An absolute total answers how much a plant emitted during a period. An intensity figure relates emissions to an activity measure, such as vehicles produced or floor area. These answer different questions. The GHG Protocol Corporate Standard calls for reporting absolute emissions; ratio indicators are optional. When a report gives intensity, record its formula and denominator rather than comparing the rate alone.

For assembly plants, vehicle output can be a useful denominator, but production mix and reporting boundaries matter. A plant producing different vehicle types or reporting different operations may not be meaningfully comparable on a per-vehicle basis without that context. Keep the absolute total beside the intensity value, and compare intensity only when the denominator and period are defined consistently.

Use EPA facility data for what it can show

The U.S. EPA GHGRP is a source of facility-level direct-emissions data for covered sources, not a census of all assembly plants or a complete account of any parent company’s emissions. EPA generally requires covered sources to report above the relevant threshold; the program overview gives a general threshold of 25,000 metric tons CO2e per year, subject to source-category rules and exceptions. Those are U.S. program rules and should not be applied to other jurisdictions or assumed to cover every kind of emitter.

EPA says facilities report annually for the prior calendar year, with submissions due March 31, using methods specified under 40 CFR Part 98. The agency performs electronic validation and verification checks and may ask facilities to explain or correct flagged values. Those program checks are not the same thing as independent third-party assurance of a corporate sustainability report.

EPA’s reporting-year 2023 summary lists 7,544 facilities in nine industry sectors and 2.58 billion metric tons CO2e in direct emissions. These are program-wide U.S. figures, not statistics for vehicle assembly plants. EPA says its GHGRP data can be used to track and compare covered facilities, while also noting that the data omit sources and do not represent all emissions associated with a parent company. Find downloadable files, ownership information, FLIGHT, and Envirofacts through the EPA GHGRP data sets page. Check a facility’s coverage, scope, and available years before using its record.

Build a comparison record before drawing conclusions

Use a consistent record for each plant. If a report does not establish a field, mark it unavailable rather than treating it as zero.

Coverage and exclusions Purchased electricity, onsite generation, leased or contractor operations, mobile sources, and other disclosed exclusions
Review or assurance Agency checks, third-party assurance, or company review; state which one

Interpret differences cautiously

Once the records are aligned, assess comparability across boundary completeness, scope coverage, period consistency, methodological transparency, independent or agency checks, and output normalization. A difference in reported emissions may reflect different coverage or accounting choices rather than a difference in operational performance.

  • Do not add Scope 1 and Scope 2 values unless the plant boundary, year, and electricity accounting method are clear and compatible.
  • Do not infer site emissions by dividing a corporate inventory among facilities without a published allocation method.
  • Do not describe a facility as “verified” without identifying the kind of review; regulatory validation and third-party assurance are different.
  • Do not rank plants on intensity alone when production denominators or product mix differ.

Company reports can provide a different layer of detail from regulator data. For instance, Volkswagen Group’s 2025 sustainability reporting says production-site Scope 1 and 2 emissions are calculated annually under the GHG Protocol and ESRS, and describes evaluating material discrepancies and recalculating figures when warranted. This is a company-specific disclosure, not evidence that every automaker uses the same method. See the Volkswagen Group 2025 climate reporting.

Further reading on inventory boundaries

The GHG Protocol Corporate Standard provides foundational guidance on organizational boundaries, emissions sources, base years, and tracking. It is useful for understanding corporate inventories, but a standard alone does not make two reports comparable: the site boundary, scopes, period, methods, and denominator still need to match.
