Choose a car seat by your child’s current age, height, and weight, then follow the limits printed in that seat’s manual. Keep your child rear-facing as long as the seat allows; after that, use a forward-facing harness, then a booster until the vehicle’s seat belt fits correctly. Keep children in the back seat through age 12. This is general U.S. National Highway Traffic Safety Administration (NHTSA) guidance, not a substitute for your seat and vehicle manuals or local law.
How to choose the right stage
Age bands are useful orientation, but a birthday alone is not a reason to move a child to the next type of seat. Check the maximum height and weight for the mode you are using in the seat manufacturer’s manual. A child may be ready for one mode by age but still fit safely within the limits of the current mode.

| Stage | When to use it | What determines the next transition |
|---|---|---|
| Rear-facing seat | From birth and through infancy and beyond | Continue until the child reaches the seat’s rear-facing height or weight maximum. |
| Forward-facing seat with harness | After the rear-facing mode is outgrown | Continue using the harness and tether until the child reaches that seat’s top height or weight limit. |
| Booster seat | After the forward-facing harness seat is outgrown | Continue until the vehicle lap and shoulder belt fit the child properly. |
| Vehicle seat belt | When the belt fits correctly | Keep the child in the back seat through age 12. |
Keep your child rear-facing as long as the seat allows
Children under age 1 should always ride rear-facing. NHTSA recommends keeping a child rear-facing for as long as possible, up to the maximum height or weight limit for that seat’s rear-facing mode. Infant-only seats are rear-facing only; convertible and all-in-one seats typically allow higher rear-facing limits. Those category-level differences do not guarantee that a particular model will fit your child or vehicle.
Move to a forward-facing harness before a booster
Once a child outgrows the rear-facing mode, use a forward-facing seat with a harness and tether. Do not move to a booster until the child reaches the forward-facing seat’s stated height or weight limit. The exact limits vary by seat, so check the manual rather than relying on a general age range.

Use a booster until the vehicle belt fits
A booster positions the vehicle belt so it can fit a child’s body correctly. The transition out of a booster is based on fit, not a universal age. Many children aged 8 to 12 still need a booster.
- The lap belt should sit snugly across the upper thighs, not across the stomach.
- The shoulder belt should cross the shoulder and chest, not the neck or face.
If the belt does not sit in those positions, continue using an appropriate booster. Once the vehicle belt fits correctly, the child can use it without a booster while remaining in the back seat through age 12.

Check that the seat fits your child and vehicle
A seat must be suitable for the child in the mode you plan to use and compatible with the intended vehicle seating position. NHTSA cautions that not every seat fits every vehicle. Use the NHTSA Car Seat Finder to enter the child’s age, height, and weight, identify suitable seat types, compare seats, and review ease-of-use ratings. Then check the candidate seat’s limits and test its fit in your vehicle.

- Read the instructions: Check the car-seat manual and the vehicle owner’s manual for the intended seating position and installation method.
- Choose one installation method: Secure the seat with either the lower anchors or the vehicle seat belt, as allowed by both manuals. Do not use both at once.
- Use the tether for forward-facing seats: Attach it when the car-seat and vehicle manuals permit tether use.
- Get the installation checked: Find help from a certified child passenger safety technician. NHTSA says inspections are free in most cases, and some locations offer virtual inspections.
- Register the seat: Register it with its manufacturer so the company can contact you about recalls and safety notices.
Why careful selection and installation matter
In a September 2026 alert reporting 2024 data, NHTSA said 160,850 children aged 14 and younger were injured and 677 were killed in traffic crashes. The same alert cited a lower risk of fatal injury in passenger-car crashes when correctly installed car seats are used: 71% lower for infants and 54% lower for toddlers. These are population-level figures, not a prediction of an individual child’s risk. NHTSA Administrator Jonathan Morrison said, “The right car seat, properly installed, is the best tool we have to protect a child in a crash, and we want to help parents make sure every child is safe.” Read NHTSA’s September 2026 alert.
