Choose an electric vehicle (EV) for the work it must do, not for its headline range or purchase price. Start with measured routes, loads and shift patterns; then check that a specific vehicle can complete those duties with a practical reserve, that the depot can charge it on schedule, and that its whole-life cost and service support suit your operation.
Start by matching vehicles to the work
Do not assess the fleet using one average daily distance. Group vehicles that perform substantially the same job, then record the conditions each group faces. A delivery van returning to its depot every night has different requirements from a truck on intercity routes or a bus running fixed shifts.
- Daily kilometres by vehicle and shift, including the longest or least predictable workdays.
- Payload, how it varies, cargo dimensions, and any towing or specialist equipment.
- Number of stops, typical and maximum speeds, gradients and road conditions.
- Operating hours, shift changes, overnight depot return and time available to charge.
- Off-route trips, emergency work, and the operational cost of downtime.
Use that profile to decide which vehicle classes belong in the shortlist. Check physical and legal requirements such as cargo space, passenger capacity, weight limits, access restrictions and route conditions before comparing powertrains. South African market reporting discusses last-mile delivery and commercial vehicle applications, while naamsa’s 2025 manual documents medium, heavy, extra-heavy and bus segments. Those market segments do not establish that an electric model is currently available for every type of work.
Check whether a candidate can do a loaded workday
Ask each distributor for the current South African specification of the exact vehicle, together with its battery and vehicle warranty terms. Compare the vehicle’s usable range with representative routes at realistic loads and operating conditions—not just an unloaded or idealised brochure figure. Set a reserve that reflects your operation, including route variation and any contingency for a missed charge.

If you can arrange a demonstrator or pilot, measure a typical workday and a demanding one. Track whether the vehicle completes the route and delivers the required payload, when it needs charging, and how much schedule flexibility remains. Treat results as specific to the tested vehicle and duty cycle; do not generalise them to a different model or route.
A Western Cape report published in 2022 included a JAC N55 EV example and historical range and charging-time information. Those figures describe a dated example in that report, not current specifications or a benchmark for other commercial EVs. Confirm current figures and warranty coverage with the relevant distributor.
Make charging part of the vehicle decision
A vehicle that fits the route on paper may still be a poor fleet choice if it cannot charge within its operating schedule or the depot’s electrical limits. Before ordering, establish how many vehicles will return together, how long they will remain parked, and whether chargers can share available power through load management.

- Check capacity and tariffs: Ask the electricity supplier or relevant distributor about available site capacity, connection implications, the applicable tariff structure and any network or demand charges.
- Assess the depot: Obtain an electrical site assessment covering charger power and quantity, simultaneous charging, load management, cable routes, parking layout, safety and likely fleet growth.
- Price the work: Include charger hardware, electrical works, energy management and any connection costs in the vehicle comparison, rather than treating them as a later add-on.
- Plan for exceptions: Decide what happens if a vehicle cannot return to base or a depot charger is unavailable. Count public charging as a workable option only if actual route coverage and charging time support it.
The dtic’s EV White Paper identifies increased grid capacity and consideration of charging regulation and pricing as policy actions. It does not establish the capacity, connection cost or tariff available at a particular depot. Similarly, Cabinet’s July 2026 approval to publish a Revised Electricity Pricing Policy and a draft electricity market transformation paper for public comment describes proposed reform, not final fleet tariffs or a guarantee of lower electricity costs.

Build a total-cost-of-ownership (TCO) model using the same ownership period, annual utilisation, financing assumptions and residual-value approach for every option. Treasury’s e-SPF guide defines TCO as an assessment of costs over an asset’s lifespan; it does not provide a general EV-versus-diesel saving for an individual fleet.
- Purchase or lease cost and financing.
- Chargers, electrical work, energy management and connection costs.
- Energy use under the fleet’s duty cycle, the applicable tariff, and charging losses if included in your model.
- Scheduled servicing, repairs, tyres, insurance, staff training and downtime.
- Replacement-vehicle arrangements, resale or residual value, and end-of-life assumptions.
- Tax or levy treatment that actually applies to the vehicle and transaction.
Test how the result changes if utilisation is lower than planned, energy or fuel prices move, a vehicle is unavailable, or infrastructure work is delayed. Use written quotes and fleet-specific operating evidence rather than assuming a percentage saving or payback period. The reviewed South African sources do not establish a general commercial-fleet saving, uptime outcome or lifetime-emissions benefit for a particular electricity mix.

SARS says new motor vehicles above specified CO2-emissions thresholds are subject to an environmental levy payable by manufacturers. Ask for current tax advice on the effect of applicable levies and the transaction’s tax treatment; do not assume the levy creates a directly claimable saving for every buyer.
Evaluate uptime support and procurement risk
For every shortlisted vehicle, request written terms for battery coverage, exclusions and degradation; vehicle warranty; service intervals; parts availability; software support; breakdown response; repair turnaround; and service coverage across your routes. Ask what happens if a vehicle is off the road, including whether a replacement vehicle is available and on what terms. Current support levels for specific models are not established by the cited market reports, so verify them directly with suppliers.

Public-sector buyers should check the current procurement rules and tender status separately. The National Treasury eTenders fleet category describes purchase and leasing across light, heavy and specialist commercial vehicles, as well as fleet management and maintenance services. A category listing does not mean a relevant tender is open.

Policy direction and broad market statistics can inform planning, but neither proves that a suitable model is in stock, that a subsidy is available, or that an individual fleet will save money. Keep the date and scope attached to every figure.

The dtic’s EV White Paper identifies public transport, corporate fleets, yellow-metal and state-owned vehicles as areas where procurement programmes can support early-stage EV adoption, including procurement of domestically produced EVs. This is policy direction, not proof of a purchase grant for a private fleet. Confirm any current incentive or procurement rule with the relevant authority before including it in a cost model.

Use a consistent comparison before requesting quotes
Once a vehicle class and duty cycle are clear, compare each viable candidate against the same questions. Record the evidence and assumptions behind each answer, and mark information that a supplier has not confirmed rather than filling gaps with estimates.

For a useful request for quotation, provide suppliers with the duty-cycle profile and ask for current local specifications, itemised vehicle and charging costs, delivery timing, warranty terms, service commitments and any assumptions behind quoted energy or operating costs. In parallel, obtain the depot assessment and use your own tariff and utilisation data in the TCO model. That produces a comparison tied to the fleet’s actual work rather than a headline range or a general claim about EV economics.
