A result with no match is not a guarantee that the vehicle has no legal issue: compare the car’s identifiers with its documents and verify ownership through the relevant RTO.
How can I check if a car is stolen in India?
Start with NCRB’s Generate Vehicle NOC service, which searches vehicle records in the Crime and Criminal Tracking Network and Systems (CCTNS). NCRB describes searches using registration, chassis and engine numbers, along with vehicle details such as type, make or model. The service provides a downloadable report intended to help check whether a vehicle is stolen or involved in crime before purchase, and is also relevant to RTO ownership transfer. NCRB Digital Police

How do I get an NCRB vehicle NOC?
- Open the official portal. Go to Digital Police or its linked Digital Police Citizen Services portal. Check that you are on the government domain.
- Sign in using the fields shown. The current citizen-services login requests a mobile number and OTP, as well as name and captcha fields. Follow the live form if its requirements change.
- Select Generate Vehicle NOC. Enter the vehicle information requested. Use the registration number and, where available, chassis and engine numbers; NCRB says the search can also use vehicle type, make or model, or combinations of these details.
- Download and review the report. Compare the identifiers in the report with the vehicle and its documents before paying or proceeding with transfer.
- Keep a copy. Save the report with your purchase records.
The official citizen-services portal says the central services, including Generate Vehicle NOC, are available without charge. It cautions citizens not to send payment by post or email for these services. NCRB Digital Police Citizen Services notice

Can I check a car by registration number?
Yes. Registration number is among the search details described for the NCRB service and is an available search field on ZIPNET. If you have access to the chassis and engine numbers too, check those as well: matching multiple identifiers helps you notice inconsistencies between the report, the physical vehicle and its paperwork. How can I use ZIPNET as a second check?
- Open the ZIPNET Stolen Vehicles page hosted by Delhi Police.
- Search with the registration, engine or chassis number available to you.
- Use the state, district, police-station and FIR/report-date filters if they help narrow the search.
- If you find a possible match, note the details and contact the police authority named in the record.
The page links Delhi Police and participating forces in Haryana, Rajasthan, Uttar Pradesh, Uttarakhand, Punjab, Himachal Pradesh and Chandigarh. Coverage is limited to the participating network, so treat ZIPNET as a supplement rather than a nationwide clearance.
What does a match or no match mean?
If the report shows a record
Do not pay or complete a transfer until you have clarified the record with the police authority named in it and the relevant RTO. NCRB’s communication dated 30 September 2024 says Vehicle NOC reports include involvement, stolen, seized and recovered details. It also says police-release details are included when a seized or recovered vehicle is released to its rightful owner. If the search returns no match
A no-match means the search did not return a matching record in the data it queried. The official sources do not describe a clear result as a guarantee of complete police records across every jurisdiction, proof that the seller owns the car, or confirmation of its mechanical condition.

How can I check a used car before buying it?
Run the NCRB Vehicle NOC search first, then check ZIPNET for an additional stolen-vehicle record where its participating jurisdictions apply. Treat either result as one part of due diligence: investigate a match with police and the RTO, and do not treat no match as proof of ownership or roadworthiness.
