To find the electric-scooter subsidy and registration charges that apply to you, start with the state or Union territory where the scooter will be registered—not simply where you plan to buy it. Check the current PM E-DRIVE scheme and the exact scooter’s eligibility, then check your state transport department’s latest EV-policy orders. Finally, ask for an itemized on-road quote and verify each tax and fee separately.
There is no single nationwide total to quote: central incentives, state purchase support, motor-vehicle tax and registration-related fees are separate matters. Their rules, eligibility and availability can change.

When comparing two scooters or two dealer quotes, use the same basis for both: exact variant, ex-factory price, registration jurisdiction, buyer category and expected first-registration date. Then compare only benefits that apply under the same rules. A headline subsidy total can be misleading if one quote assumes a state benefit that is expired, unavailable to that buyer, or already included in the selling price.
Step 1: Confirm the registration jurisdiction
Identify the state or Union territory in which the scooter will be registered. The purchase location alone does not establish which state policy applies. Ask the dealer to state the proposed registration jurisdiction on the quotation and confirm that the scooter can be registered there under the applicable rules.
Keep the vehicle’s exact make, model and variant, battery details, manufacturing date, intended first-registration date and buyer category at hand. Eligibility can depend on the vehicle, the transaction and the buyer, so a general statement that “electric scooters get a subsidy” is not enough to verify your purchase.
Also ask whether the quote assumes registration in your home jurisdiction or in the state where the showroom is located. If you intend to register the vehicle somewhere other than the purchase location, have the dealer explain how the paperwork and any state benefit will be handled. Do not assume that a dealer’s standard quote automatically reflects your registration state’s policy.
Step 2: Verify PM E-DRIVE eligibility and availability
Check the live scheme information, not an old deadline
Use the Ministry of Heavy Industries’ PM E-DRIVE portal and review its latest notifications and scheme information. The portal listed an August 10, 2026 notification titled “Enhancement of Scheme outlay and extension of timeline for e-2Ws.” Earlier government answers and notifications included earlier end dates, so an older article or dealer handout may be out of date. The later listing does not, by itself, establish the current deadline, available funds or eligibility of a particular purchase; confirm the latest notice and live portal status before relying on an incentive.
In particular, a scheme’s stated end date is not proof that funds remain available. The official scheme notification describes the scheme as fund-limited. Confirm that the precise scooter model and variant are eligible, that your buyer category qualifies, and that the relevant transaction and registration dates meet the current conditions.
When reading a scheme page, distinguish a general programme description from the latest operative notification and any live model or transaction status. Check the notification date and title, not just a search-result snippet or a dealer’s older PDF. If the portal gives a current eligibility result for a model, save it with the date you checked; the result may not answer questions about a different variant, manufacturing date or registration window.

Understand the dated incentive figure
A Ministry of Heavy Industries government release dated February 10, 2026 reported an incentive rate of ₹2,500 per kWh, capped at ₹5,000 per vehicle and 15% of ex-factory price, for FY 2025–26 through FY 2027–28. Treat this as a dated published rate, not as a guaranteed offer available to every buyer today: the portal subsequently listed the August 2026 e-2W timeline and outlay amendment. Check the latest scheme notification, remaining availability and the model’s eligibility before including any amount in your budget.

The ₹2,500-per-kWh figure has more than one limit: the per-vehicle cap and the percentage-of-ex-factory-price cap. It should not be read as a flat amount every scooter buyer receives. Ask the dealer to show how the quoted amount was calculated for the exact eligible scooter and which current rule applies. Do not use the initial ₹10,900-crore outlay to estimate your personal benefit or to conclude that funds remain available; it is a scheme-level announcement from 2024.
Check buyer and vehicle conditions
The scheme FAQ says registered private or corporate electric two-wheelers can be eligible and sets beneficiary limits. Do not assume that eligibility for one buyer, vehicle or registration means another qualifies. Confirm the current beneficiary rules and the exact eligible-model result on the official scheme portal. The material cited here does not establish a universal buyer limit or confirm the status of any individual scooter model.
For a useful model comparison, check each candidate separately rather than assuming that two scooters from the same manufacturer have identical status. Record the model and variant exactly as shown on the portal or in the dealer’s paperwork, along with the battery capacity, ex-factory price and relevant date. Compare the incentive actually applicable to each variant, not a manufacturer’s broad “up to” claim.
Step 3: Ask how the e-voucher is being handled
PM E-DRIVE’s buyer process uses an e-voucher; it should not be treated as cash that will necessarily be paid directly to you after purchase. The Prime Minister’s Office’s 2024 scheme announcement says: “At the time of purchase of the EV, the scheme portal will generate an Aadhaar authenticated e-Voucher for the buyer.” The described workflow has the buyer and dealer sign the voucher, after which the dealer uploads it through the scheme process.
- Ask whether the scooter is eligible: Request confirmation for the exact model and variant, not just the manufacturer or model family.
- Ask where the incentive appears: Find out whether the eligible amount is already reflected in the quoted purchase price. Request an explanation of the calculation and the applicable scheme terms.
- Confirm the voucher steps: Ask who will initiate the voucher, what the buyer must authenticate or sign, and how the dealer will submit it. Keep the voucher and any submission confirmation with your purchase documents.
- Check the invoice and quote: Compare the quoted ex-factory price, incentive line and final amount. If the quote already includes the incentive, do not count it again as a later discount.
Do not rely on a verbal promise that the subsidy will arrive later. Ask the dealer to show the scheme status and document the amount and process in writing. If the model, buyer or transaction does not meet the current conditions, the quote should not present the incentive as assured.
Before signing, clarify whether the dealer is describing an approved central incentive, a manufacturer discount, or a state benefit. These may appear near one another in an advertisement but are not interchangeable. Ask which amount is applied at purchase, which paperwork is required, and whether the invoice or voucher records the incentive. The e-voucher workflow is a documented buyer-and-dealer process; it is not a reason to assume an unconditional post-purchase payment.

Step 4: Check state and Union territory support
After checking the central scheme, consult the current transport department notice, EV-policy page or applicable government order for the registration jurisdiction. The Bureau of Energy Efficiency’s State EV Policies directory can help you find policy documents, but a listing is a directory entry—not proof that a concession remains in force today.

For each state benefit, look for the specific order or policy provision and verify all conditions that apply to your case:
- Eligible vehicle class and whether electric two-wheelers are included.
- Eligible buyer type and any beneficiary or vehicle limits.
- Price ceiling, battery or other technical conditions.
- Policy start and end dates, registration window, and any allocation or funding limit.
- Whether registration in that state, purchase from a specified dealer, or a particular application process is required.
- Whether the state benefit can be combined with PM E-DRIVE, and whether a cumulative subsidy cap applies.
- Whether the measure is a purchase incentive, motor-vehicle tax relief, registration-fee relief or a different concession.
Do not infer a current benefit from a policy’s publication date or from a general web summary. The state policy examples illustrate why checking locally matters: Telangana publishes its own EV-policy measures, while Assam’s 2021 policy described separate time-limited incentives and registration-charge or road-tax provisions. Those examples do not establish a current amount or active concession for either state, and they say nothing about the rules in another jurisdiction. Verify the newest state gazette or transport-department order that applies to your registration date.
Read the wording of the state measure closely. A policy may set an eligible vehicle category, a price ceiling, a specified registration period or a limited allocation; the existence of an EV policy does not mean every electric scooter or every buyer qualifies. Check whether the benefit is claimed automatically through the dealer or requires a separate application, and whether the policy specifies that the vehicle must be bought or registered through particular channels. If the order is unclear, ask the transport department or registering authority which provision applies to your case.
If you are comparing state policies, do not rank them by the largest published rupee figure alone. Compare purchase incentive and cap, eligible buyer and vehicle, start and end dates, remaining allocation, road-tax and registration-fee treatment, registration/dealer requirements, and whether support can be combined with PM E-DRIVE. Without matching those conditions and dates, the numbers are not like-for-like.
Step 5: Separate registration fees, road tax and other quote lines
Ask the dealer or registering authority to itemize every registration-related line rather than presenting one unexplained “RTO charge.” MoRTH lists GSR 352(E), a central exemption relating to fees for issue or renewal of registration certificates and assignment of a new registration mark for battery-operated vehicles. That central rule is distinct from state motor-vehicle tax or road tax. It also does not, on its own, establish that every service charge or other amount in a quote is waived.

The exact fee, tax and service-charge amounts depend on the applicable jurisdiction and transaction. The sources cited here do not establish a universal state road-tax amount or a universal total registration charge.

The key question for every line is: what exactly is being charged, and under what rule? A registration-certificate fee, assignment of a registration mark, state motor-vehicle tax and a dealer’s paperwork or facilitation service are different items. A broad label such as “registration,” “RTO” or “road tax” does not tell you which one is included. Request the fee name, amount and basis in writing, then compare it with the relevant central notice or state order.
If a dealer says registration is “free,” ask whether that means only the specified central fee is exempt, whether the state has separately granted tax relief, and whether any service charge remains. Likewise, if the quote lists a charge despite the central exemption, ask the dealer to identify whether it is a different service or tax rather than the exempted fee. Have the registering authority confirm any disputed government charge rather than relying only on the sales explanation.

Request a written quotation that separates the ex-factory price, central incentive, state support, motor-vehicle tax, registration-certificate fee, registration-mark charge and any dealer or service charge. If a line is described as waived or discounted, ask which rule authorizes it and whether the waiver is already included in the total.
- Compare the incentive line with the current scheme eligibility and the dealer’s e-voucher explanation.
- Match any state subsidy or tax relief to the current state order, including its dates and eligibility criteria.
- Check the registration-fee line against GSR 352(E) and ask the registering authority about any separately listed charge.
- Verify the state road-tax line independently; do not infer it from the registration-fee treatment.
- Ask the dealer to correct or explain any duplicate incentive, unexplained fee or amount described as a tax without a supporting state order.
When a state policy allows a purchase subsidy and a tax concession, treat those as separate potential savings. Confirm that each applies to the same scooter and buyer and that the rules permit them to be combined. A high advertised subsidy total is not a reliable comparison unless the eligibility, caps, dates and included charge lines match.
Use the same comparison worksheet for each dealer: write down the ex-factory price before incentive, each central or state incentive as a separate line, each tax and registration-related charge, any dealer service fee, and the final payable amount. Ask whether an incentive shown as a deduction has already been subtracted from the ex-factory figure or is subtracted later; otherwise it is easy to count the same saving twice. If a quote uses “on-road” as a single figure, request the underlying line items before comparing it with another offer.
When there is a difference between the dealer’s quote and an official order, do not assume that the lower number is guaranteed or that the higher charge is valid. Ask the dealer to cite the rule or order, and confirm ambiguous government charges with the registering authority. For a state benefit with an application process, get clarity on who submits it, when it is processed, and what happens if the application is rejected; do not treat an unconfirmed benefit as a certain reduction in the amount due.

Save dated copies or screenshots of the applicable scheme notification, eligible-model result, state order, itemized quotation, invoice and e-voucher or submission confirmation. Recheck the live central scheme status and current state orders immediately before payment: deadlines, amendments and remaining funds can change between a quote and registration. If the dealer’s interpretation conflicts with the government notice, ask the relevant transport department or registering authority to confirm the applicable rule in writing.

A simple record should show when you checked, which notification or order you relied on, which scooter variant and buyer category the check covered, and the registration jurisdiction and intended date. Keep the final invoice with the quote so you can see whether the promised incentive or waiver was actually applied. This makes it easier to resolve a mismatch without confusing a later promotional discount with a government benefit.

Do I still have to pay registration charges for an electric scooter?
