Before buying a used car, match its VIN to the report, check an NMVTIS record and open recalls, then compare the car’s mileage and service records. Treat every database result as one piece of evidence: missing records do not prove that damage never happened, and no history report replaces an independent mechanical inspection.
Check the VIN before you check the history
Get the vehicle identification number (VIN) from the car and compare it character by character with the VIN on the paperwork and every report you review. The Federal Trade Commission (FTC) notes that the VIN appears on the Buyers Guide and is used for VIN lookups. If a report is for a different VIN, it says nothing reliable about the car you are considering. See the FTC’s used-car guidance.
Use records that answer different questions
No single lookup establishes a complete history. Start with title and brand records, then add checks for recalls and participating-insurer reports; ask for maintenance documentation and arrange an inspection for the car’s physical and mechanical condition.

Get an NMVTIS report, then decide whether to add another
The National Motor Vehicle Title Information System (NMVTIS) is an official system accessed through approved providers. Its consumer data come from state motor vehicle agencies and other required reporting sectors. It is intended to be a reliable source for title and brand histories, as well as relevant odometer and certain damage information; it does not contain repair history. State data do not all arrive on the same schedule: some states submit in real time, while others report daily or less often. Consequently, a report may not reflect a very recent update. If an important fact is missing or conflicts with the seller’s account, ask the provider or the relevant state motor vehicle agency about the discrepancy and request supporting documents before deciding.
DOJ buying tips say consumers should expect to pay up to $4 per report; that guidance may not reflect a provider’s current price, so check the price before ordering. A second commercial report may be useful when you want accident or repair detail NMVTIS does not provide. Compare each report’s actual coverage and data sources rather than treating a brand name—or a higher price—as proof of completeness. The FTC says it does not endorse any specific provider.

Run free checks for recalls and insurer-reported events
Look for open recalls
Enter the VIN in NHTSA’s recall lookup to check for open manufacturer recalls. If one appears, ask the seller whether the repair has been completed and confirm the status with a dealer before purchase. A recall lookup is not a vehicle-history or condition report.
Check NICB VINCheck
NICB VINCheck is a free lookup of participating member insurers’ records for theft (not recovered), salvage, or flood damage. NICB says participating companies represent 92.49% of U.S. earned insurance premium; that is the participating companies’ share of premium, not a measure of how many vehicle records or historical events VINCheck captures. A result with no record means no matching report was found in the covered records—not that the car was never stolen, damaged, or flooded. Check the NICB VINCheck page for the service’s stated limits.

Reconcile odometer readings with dated records
Ask the seller or dealer for maintenance records. When practical, contact the repair shop or dealership that performed the work to confirm entries. Compare the mileage and dates across the current odometer, title, service invoices, and vehicle-history reports. Look for unexplained drops, gaps, or entries that do not fit the car’s age and use. NHTSA also recommends checking whether the vehicle’s wear is consistent with the indicated mileage; see its odometer-fraud advisory.
NHTSA estimated in a 2018 consumer advisory that more than 450,000 vehicles are sold each year with false odometer readings. That is the agency’s estimate from 2018, not a current annual measurement. In the same advisory, NHTSA attributed an estimate of more than $1 billion in annual consumer costs from odometer fraud to Deputy Administrator Heidi King.

Look for flood clues and get an independent inspection
Reports and insurer databases can miss damage, so inspect the car in person and have an independent mechanic examine it before you commit. FTC guidance notes that vehicle-history reports typically do not show mechanical problems. Ask the mechanic for a written report identifying the make, model, VIN, findings, and repair estimates. - Mud or sand beneath seats or the dashboard.
- Rust in places that are not normally exposed to water.
- Loose or mismatched carpet.
- Mold or decay odors, or unusually strong cleaning-product smells that may mask them.
These clues warrant questions and a closer inspection; they do not by themselves prove flood damage. NICB flood records depend on participating-insurer reports, and its coverage does not include every damaged vehicle. For additional warning signs, see the FTC’s flood-damaged-car guidance.
Decide what to do when records conflict or are missing
Do not treat a blank report as proof of a clean title, accident-free history, or flood-free car. NMVTIS state updates vary, NICB relies on participating-insurer records, and other report providers have different source coverage. A missing entry can mean that an event was never reported to that source.
