Apply for an HSRP through the official transport department or authorized booking route for the state or Union Territory where your vehicle is registered. The process typically involves entering vehicle details, choosing an approved provider or fitment location, paying online, and taking the vehicle for installation. There is no single application portal, fee, or procedure established for every state in India.
How to apply online for an HSRP
- Open your state or UT transport department’s official HSRP page. Start with the jurisdiction where the vehicle is registered, then follow the booking route linked there. Procedures and authorized providers vary by jurisdiction.
- Check which vehicles the service covers. Some state programs distinguish older registrations from newer ones or assign applications by RTO or zone. For example, Rajasthan’s page covers vehicles registered before 1 April 2019; do not treat that date as a nationwide eligibility cutoff.
- Keep your vehicle and registration details ready. Have the registration number and RC available, and enter details exactly as they appear in the vehicle record. Maharashtra’s SOP advises owners to ensure their mobile number is updated in VAHAN; it warns that mismatches between the application and vehicle information may lead to rejection.
- Select the authorized provider and fitment location. Depending on the state, you may need to choose an office, RTO zone, manufacturer, dealer, or fitment center. Confirm the provider is approved for your jurisdiction and vehicle category before submitting.
- Submit the booking, pay through the approved route, and save confirmation. Check the displayed charge and appointment details before paying. Keep the receipt and slot confirmation for reference. Do not assume a price shown for another state applies to your vehicle.
- Take the vehicle for physical fitment. Attend at the confirmed place and time with the RC and any documents specified by that state. Maharashtra’s process includes checking vehicle details against the RC at fitment; requirements such as surrendering old plates should be followed only where the applicable state process says so.
- Check status and keep the receipt. Use the status or grievance mechanism provided by the state or authorized provider if you need to track the application or resolve a booking issue.
Why you should use an authorized state route
Under the Ministry of Road Transport and Highways’ amendment to Rule 50(v), G.S.R. 640(E), dated 18 August 2022, plates for existing old registered vehicles may be issued by the registering authority, vehicle manufacturers and dealers, or license plate manufacturers and dealers approved by the State/UT Government Administration. The amendment replaced the wording “approved licence plate manufacturers or their dealers” with “licence plate manufacturers or their dealers approved by the State/UT Government Administration,” as reported by the Press Information Bureau on 23 August 2022. Use the official state route to identify an authorized issuer; a generic plate or separately purchased sticker does not establish that the vehicle has received the required authorized fitment.
What the state-specific process can look like
Rajasthan
The Rajasthan Transport and Road Safety Department’s HSRP on Old Vehicle page covers vehicles registered before 1 April 2019. It directs owners to use the SIAM website, select the vehicle manufacturing district and dealer, pay online, and book a slot; it also lists direct booking portals. The department says no payment beyond the online payment is due. Its stated maximum package rates include GST, fitment, and convenience charges, but the figures are Rajasthan-specific and appear on a page citing a state order dated 21 September 2023.

The same Rajasthan page lists deadlines that ended on 30 June 2024. Those dates are historical, not current booking deadlines. Check the department page for live availability and charges before applying. Rajasthan describes the HSRP package as including a tamper-proof plate with a chromium-based hologram and unique laser-branded identification number, non-reusable snap locks, and a self-destructive chromium-based hologram sticker.

Maharashtra
Maharashtra’s official HSRP application page asks applicants to select an office to proceed. Its SOP for vehicles registered before 1 April 2019 divides implementation into RTO zones and describes online appointment booking, application checks against VAHAN, confirmation, payment, and fitment. It asks owners to keep their VAHAN mobile number updated and says vehicle details and the RC are checked at fitment. The SOP’s stated fitment date of 31 March 2025 has passed; use the current application page for live booking availability and charges rather than relying on that old date.
