A rally is a sequence of timed runs on closed roads, linked by public-road travel and governed by a schedule. Crews preview the stages so the co-driver can prepare pace notes; during each run, those notes help the driver anticipate the road. Time controls keep the itinerary on schedule, while service parks give teams tightly scheduled opportunities to work on the cars. The details vary by championship and event, so the examples below distinguish the typical format from rules specific to the 2026 FIA World Rally Championship (WRC).
What counts as a rally stage?
A special stage is the competitive part of a rally: a timed run over a road closed to ordinary traffic for that competition. Cars generally set off one at a time at intervals rather than racing from a shared start line as a pack. The object is to complete each stage as quickly as possible while following the route and event rules.

The route between special stages is called a liaison section. It is usually traveled on public roads, where competitors must obey normal traffic rules. A rally therefore combines competitive driving with scheduled road travel. The competitive result principally reflects the accumulated special-stage times, subject to the penalties and regulations of the series and event. A fast stage time does not remove the crew’s responsibility to follow the itinerary between stages.

This is the typical format described by Toyota Gazoo Racing. Its explainer also cautions that actual schedules depend on the event. A local, national, historic or other international rally may define its route, timing and service procedures differently from the WRC.

How crews prepare: reconnaissance and pace notes
Reconnaissance is a preview, not the scored run
Before competition, crews inspect the special stages during reconnaissance. The driver and co-driver observe the route and record information that can help the driver understand what lies ahead during the timed run. The purpose is to turn an unfamiliar road into a sequence the crew can communicate and act on at speed.
That preview matters because a driver cannot see around a bend or over a crest. A co-driver’s timely description can help the driver anticipate the shape of the road rather than react only after it comes into view. Surface conditions and hazards can also change, so notes are a guide to the route rather than a guarantee that every detail will remain identical on competition day.
The co-driver turns the preview into spoken information
The co-driver writes route information into pace notes and reads them aloud during the competitive stage. Toyota Gazoo Racing describes co-drivers recording the details in a special notebook it calls “Pacenotes.” The useful point is the job the notes perform: they help the driver anticipate the road. The available explanation does not establish one universal numbering scale or vocabulary, so a particular notation should not be treated as the standard for every crew or championship.

During the run, the crew relies on coordination: the driver concentrates on controlling the car and placing it on the route, while the co-driver delivers the prepared information in sequence. Notes are not a substitute for driving to the conditions or complying with the event’s route instructions. Their purpose is to communicate what reconnaissance revealed, not to make a stage predictable in every circumstance.
WRC reconnaissance has event rules
In the 2026 WRC, reconnaissance is governed by the event rules. The FIA’s 2026 season overview identifies restrictions on reversing or driving opposite the direction of the rally. Crews should follow the supplementary regulations for the particular event rather than assume that reconnaissance can be done freely or in the same way at every rally.

How rally timing and time controls work
Stage times build the competitive result
Each special stage produces a time, and rally results accumulate those stage times, subject to applicable penalties and regulations. The stages are only part of the itinerary: crews must also reach controls and stage starts according to the schedule. A time control records whether a crew has checked in at the prescribed point; it is not itself a timed attack on the road.
Timing precision is championship-specific. Under the 2026 FIA WRC Sporting Regulations, ordinary special stages are timed to one tenth of a second, while the Power Stage is timed to one thousandth of a second. These are WRC rules for 2026, not a safe assumption for every national or regional rally. For another event, check its current regulations for how stage times are recorded and how any penalties affect classification.

What happens at a time control before a stage
In the 2026 WRC, when a time control is followed by a special-stage start, the marshal records the crew’s check-in and a provisional stage start time. A three-minute gap gives the crew time to prepare and reach the start line. The actual recorded start time is then used in calculating the next check-in.
The gap is part of an ordered process, not spare time for an unscheduled delay. The check-in establishes the crew’s place in the schedule; the start follows after the allowed preparation interval. Because timing procedures are defined by the championship’s regulations, crews and spectators should not assume that the same sequence or interval applies at every rally.
Late arrivals and an alternative route in the 2026 WRC
The FIA’s 2026 WRC rules describe a safety procedure for a crew that reaches the time control before a stage more than ten minutes after the last normally running car: officials may direct it onto an alternative route and assign a notional time. This is not permission to arrive whenever convenient. It is a regulated response to a late arrival, and the crew remains subject to the event’s timing and sporting rules.

The ten-minute threshold belongs to this stated 2026 WRC provision. It should not be applied to other series or events without checking their regulations. For any named rally, the published itinerary and supplementary regulations are the right place to confirm how that event handles missed or late controls.

What happens between stages?
After a special stage, a crew follows the route to the next scheduled control or stage using the liaison section. Since these sections use public roads, they are travel under normal traffic rules rather than another competitive run. The itinerary matters: crews have to make the next control on schedule as well as complete the timed portions of the rally.
The order of stages, travel sections, controls and service periods is set out in the event itinerary. That schedule explains why a rally is not simply a collection of isolated stage times. A missed or late check-in can have sporting consequences under the applicable rules, and the crew cannot treat time between stages as an open-ended break.
What the service park is for
Scheduled work on the rally car
The service park is an authorized place where the team can inspect, maintain and repair the car during scheduled service periods. It is not an unrestricted pit stop: the itinerary and sporting regulations determine when the car may enter, where servicing is permitted and how long the crew has. Those limits help organize the event and define what work may happen at each point in the route.
For the 2026 WRC, the FIA Sporting Regulations require one main service park throughout the rally and specify a 30-minute service period between two groups of stages. The stated duration is a WRC provision for that season, not a universal service allowance. Check the particular rally’s itinerary for its service windows and locations.

Remote service zones
A remote service zone is a smaller, event-defined opportunity to service a car closer to the stages than the main service park. Whether one is included, where it is located and what is allowed there depend on the championship and itinerary. The FIA’s 2026 WRC overview says a rally is limited to one remote service zone.
Servicing is controlled by regulations; crews cannot assume that they may receive unrestricted outside help between authorized service locations. For a specific event, its current regulations determine the permitted assistance and service format. The fact that one WRC season allows a remote zone does not mean every rally uses one.

The FIA’s 2026 WRC overview also identifies formal rest periods and a maximum of one remote service zone. These provisions are useful context for understanding why a rally schedule is organized around defined travel, competition and work periods rather than improvised stops.
Shakedown is a pre-competition test run under event rules, distinct from a scored special stage. For 2026, the overview caps P2, P3, P4 and non-priority drivers at two shakedown passes. That limit concerns those specified driver categories and the WRC season described; it is not a statement about all competitors in every rally. The event’s supplementary regulations explain the applicable shakedown arrangements.

How spectators can stay safe
Rally stages pass through environments that vary along the route. The FIA’s Rally Safety guidance puts the challenge succinctly: “The track goes through a living environment which changes in each stage of the same rally.” The point is that a location that appears safe in one place or moment cannot automatically be assumed safe elsewhere on the stage.
Spectators should remain only in areas designated as safe by event officials and follow the organizer’s instructions. Do not choose a viewing position based on a general rule of thumb or move into an area because it seems to offer a better view. Access, closures and safe viewing areas are specific to each event, so consult that rally’s official spectator guide and obey marshals on site.
Which rules should you check for a particular rally?
Use the current event documents whenever the question is about a named rally rather than rally format in general. The itinerary tells you the sequence and timing of stages, liaison sections, controls and service. The supplementary regulations set out the applicable sporting procedures, while the organizer’s spectator guide covers access and viewing arrangements.
- For timing: confirm how the event records stage times, check-ins and penalties.
- For service: check the permitted service locations, work periods and any remote-service arrangements.
- For reconnaissance and shakedown: check who may participate and what restrictions apply.
- For attendance: follow the official guide for closures, access and designated safe areas.
The 2026 FIA WRC figures in this article explain one current championship example. They should not be carried over to another season or series without checking the rules that govern that event.
