How Fleet Managers Can Compare Public EV Charging Tariffs and Network Access

A fleet charging card can simplify public EV access and administration, but it is not automatically cheaper. Compare actual route-specific prices, fees, coverage and billing value.

Compare the price a driver will actually pay through the access method your fleet will use—not just a network’s advertised rate. A fleet card or roaming account may simplify access, records and payment, but it can cost more than paying a chargepoint operator directly. Assess tariff, route coverage, availability information and billing administration as separate factors, then calculate expected monthly cost against your fleet’s real public-charging needs.

What to compare: access, price, coverage and administration

Public charging access involves two distinct roles. A chargepoint operator (CPO) manages and operates chargepoints. A mobility service provider (MSP, or eMSP in the electric-mobility context) sells a contract-based service that lets a driver find, start and pay for charging. The European Commission’s AFIR Q&A explains that the CPO provides the charging service, including when payment is made through an MSP contract.

Roaming connects a driver’s access credential to chargepoints operated by other networks. In the UK Government’s Public Charge Point Regulations 2023 guidance, roaming is the ability to pay across multiple chargepoint networks using one app or RFID card. That convenience can mean fewer credentials, fewer payment workflows and more consistent records; it does not mean one tariff applies everywhere or that the roaming price is lower than direct payment.

Keep these comparison questions separate:

  • Access: Which networks and chargepoints can drivers use with the app, card or fleet account?
  • Price: What will the fleet pay for the specific charger and payment route the driver selects?
  • Route usefulness: Are compatible, available chargers located where vehicles need to stop?
  • Administration: Does the service provide records, controls, invoices and support that fit fleet operations?

A broad connector count, a low advertised p/kWh rate or a single monthly invoice answers only part of the decision.

Build a like-for-like tariff comparison

Compare services against a defined set of vehicles, routes and expected public-charging sessions. Record direct CPO and fleet-account prices separately: a roaming provider’s price may differ from the operator’s price at the same chargepoint. Capture the date and time you checked each tariff, since provider prices and coverage can change.

Record the inputs that change the cost

  • Geography and network: List the countries, regions and specific operators relevant to the fleet’s routes, and identify which are available through each access method.
  • Charger type and power: Separate the AC and DC charging the fleet expects to use, and note relevant power bands or locations. A price comparison is weak if one option is priced mostly on slower chargers and another mostly on rapid chargers.
  • Direct and roaming prices: Capture the ad-hoc price offered by the CPO and the price offered through the fleet eMSP or roaming account for the same site and charging conditions, where available.
  • Usage-based fees: Record p/kWh, fixed charging or session fees, connection fees and any time-based charges. Check whether a displayed figure includes fixed fees or markups.
  • Account costs and conditions: Include subscription and card/account fees, payment terms, eligibility, and any time-of-day or off-peak conditions.
  • Reduced-rate limits: If a subscription includes a reduced-rate allowance, capture its size, the remaining allowance visible to the user, and the price after the allowance is used.
  • Tax basis: Note whether amounts include VAT and use a consistent VAT basis for every option. Do not compare a VAT-inclusive rate with a VAT-exclusive one as though they were equivalent.
  • Operations: Record invoice format, session-level data, exports, driver or vehicle controls, support and any relevant account restrictions.

When the same CPO price is unavailable through a prospective fleet account, mark it as unavailable or request a quote rather than assuming the direct rate applies to roaming. Likewise, treat an unspecified fee as unknown, not zero.

Use a route-weighted monthly cost

For each option, estimate the fleet’s public-charging cost from expected sessions and energy use. A useful model is:

Calculate the energy charge using the rate that applies to each expected session, not a simple average of providers’ headline rates. Keep AC, rapid and other relevant charger categories separate when their prices or usage patterns differ. Include the expected split between direct CPO and roaming use, and account for any post-allowance rate if an allowance may be exhausted. Add the account fee once per billing period, not once per session.

Use realistic route and vehicle assumptions: expected public kWh, number of sessions, likely dwell times, locations and charging speeds. If those assumptions are uncertain, model a few plausible usage patterns rather than presenting a single precise forecast. The result is a planning estimate, not a guarantee of what every driver will pay.

Suggested comparison sheet

Field What to enter Why it matters
Option and access method CPO direct, eMSP account, app or RFID credential Identifies the price and payment route being assessed.
Route and network Relevant route areas, operators and chargepoints Tests whether nominal access works for actual trips.
Charger category AC/DC, relevant power band and location Prevents unlike charger mixes from being treated as equivalent.
Energy price p/kWh, with VAT basis and tariff conditions Provides the variable component of session cost.
Other charging fees Session, connection, time-based or fixed fees Captures costs a headline energy rate can hide.
Account terms Subscription, card/account charges, allowance and post-allowance price Reveals recurring costs and rate changes with usage.
Payment and records Payment terms, invoice detail, exports and support Shows how well the service fits fleet administration.
Evidence and check date Provider tariff, quote or displayed price; date checked Makes the comparison auditable and easier to refresh.

Decide whether one fleet account is worth its price

A single access account can reduce the number of apps, cards and payment arrangements drivers need to manage. Consolidated billing and usable session records may also save administrative effort. Those benefits have value, but they should be compared with the account’s full cost and with the time required to reconcile direct CPO payments.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether records identify the session date, chargepoint, energy delivered, applicable fees and the driver or vehicle. Ask whether data can be exported in a format the fleet can use, whether administrators can manage driver access, and how missing or disputed sessions are handled. A monthly invoice is only useful if it is sufficiently detailed to reconcile spending and allocate costs.

The UK Government’s market-study appendix notes that roaming may be beneficial for fleets that need receipts and records of use. Its studied continental European examples also found that most examined roaming agreements cost more than direct CPO access. The reported historical markups were around 1 cent/kWh or €0.06–€0.36 per session in the Netherlands, and 5–19 cents/kWh or €0.73–€2.50 per session in Germany and France. These are findings from the study’s examined examples, not current UK rates, a market-wide average or a reliable forecast for a fleet’s routes.

Use a fleet account when its access, records or operational controls justify any price difference for your usage. If cost is the priority, compare the account against direct CPO payment across the routes and sessions the fleet actually expects, including fees and administrative effort. Neither a fleet card nor direct payment is automatically cheaper in every case.

Check practical route coverage, not just a network total

A provider’s claimed count of chargepoints or connectors is not proof that drivers can use the right connector, at the right location, on the right access terms. Check the routes and destinations vehicles actually serve, including likely stops and reasonable alternatives. Confirm the networks covered by the account, whether the specific chargepoints are included, and whether an access restriction or eligibility condition applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Availability information also matters operationally. Check whether drivers can see live status and what the provider says about the freshness of that information. A status feed that is delayed or incomplete can send a driver to a charger that is occupied, unavailable or unsuitable. During a trial or pilot, compare reported availability with what drivers encounter and record recurring gaps by route, operator and time. Treat availability as a service-quality measure distinct from tariff and nominal network access.

Where the fleet crosses borders, assess each country separately. Network reach, available payment methods, tax presentation and applicable regulation may differ. A provider’s broad geographic claim should be verified against the fleet’s precise destinations rather than interpreted as universal access.

Examples of fleet-account features to verify

Provider descriptions can help identify features to ask about, but they are not independent evidence of tariff value or guaranteed route coverage. Treat claims as starting points for verification, and check current terms directly before choosing an account.

Example What the provider describes What a fleet should verify
Paua Access Paua describes a fleet EV charging payment platform with one card, one app, a live fleet-manager dashboard and one monthly invoice. It claims access to 95,000+ UK public chargepoints and describes usage monitoring, card freeze/unfreeze controls and charging-data exports. Confirm current coverage on the fleet’s routes, eligible chargepoints, account eligibility, tariffs, fees, data fields, export formats and dashboard controls. The 95,000+ figure is a provider coverage claim, not an independently established measure of useful coverage for a particular fleet.
Ford BlueOval Charge Network Ford describes UK and European access, fleet enrollment for customers with five or more vehicles, and monthly billing for fleet charge events. On eligible setups, it describes access using an RFID fob or vehicle screen. Confirm current fleet eligibility, country and network coverage, compatible vehicle or credential setup, subscription pricing and billing terms. The example is pertinent to Ford operators, not a neutral recommendation for all fleets.

Regulatory requirements depend on jurisdiction and charger scope. UK rules and EU AFIR are separate regimes; they should not be combined into a single general rule for every public chargepoint.

United Kingdom: check the scope of the 2023 regulations

The UK Government’s Public Charge Point Regulations 2023 guidance says covered public chargepoints must display the maximum consumer price before charging in p/kWh, and the price must not rise above that advertised maximum once a session has begun. The guidance includes fixed charging fees and roaming markups in the displayed p/kWh price. It also describes requirements for subscription prices, including explaining the remaining reduced-rate allowance and the price after that allowance where relevant, and clear non-subscription prices.

The guidance says the requirements apply whether charging is offered directly by the CPO or through a roaming provider. For chargepoints at 50 kW or above, it describes how the price-display requirement is met per chargepoint or site. Contactless requirements apply to covered power categories, with ad-hoc access and bank-card acceptance. The precise obligation depends on scope: check the relevant power, commissioning date and exemptions rather than assuming every charger is covered identically.

The same guidance says UK rapid chargepoint operators must meet a 99% annual network-average reliability requirement and publish reliability compliance information. This is a network-average requirement for covered operators, not a promise that an individual charger will be available every time a driver visits.

These disclosures help a fleet identify the price presented at a covered public chargepoint, but they do not replace a route-specific comparison of account charges, payment terms, coverage and administrative value. A driver should still confirm the access method and tariff shown for the session they are about to start.

European Union: AFIR sets principles, not a numeric tariff ceiling

The European Commission’s Q&A on Regulation (EU) 2023/1804 (AFIR) says public charging prices should be reasonable, transparent, easily and clearly comparable, and non-discriminatory. It explains that the regulation does not set specific thresholds or criteria for deciding whether a price is reasonable or comparable; assessment is case by case. The Q&A describes “reasonable” by reference to costs incurred plus a reasonable profit margin, and says price differentiation must be proportionate and objectively justified. This is not a fixed EU-wide maximum tariff.

Apply that EU explanation to relevant EU public charging, not as a substitute for UK requirements or a claim about rules in every country. For a cross-border fleet, identify which jurisdiction governs each route and check the applicable local requirements alongside the provider’s contract and tariff.

Run a controlled procurement comparison

  1. Map the duty cycle. List regular routes, destinations, vehicles, expected public-charging energy and likely charger types. Separate routine use from occasional exceptions so a rare trip does not distort the main comparison.
  2. Shortlist usable access options. Include direct CPO payment and the fleet accounts that appear to cover the relevant route areas. Verify actual network participation and account eligibility rather than relying on a national connector count.
  3. Collect comparable tariffs. Check rates for the relevant charger categories and payment methods, then record account fees, session charges, allowance rules, VAT basis and payment terms. Timestamp provider pages, displayed prices or quotes.
  4. Model expected cost and administration. Apply the fleet’s expected kWh and sessions to the tariff that would actually apply, then add recurring account charges. Assess invoice reconciliation, export quality, account controls and support as operational requirements rather than assuming a low energy rate settles the choice.
  5. Test the driver journey. Confirm how a driver finds a charger, checks the applicable price, starts and ends a session, gets help and reports a problem. Verify the app or credential works for the fleet’s vehicles and driver procedures.
  6. Set a review trigger. Recheck when routes change, an operator joins or leaves a network, a subscription allowance or fee changes, or drivers report repeated availability problems. Keep the previous comparison date so price changes can be distinguished from usage changes.

Common comparison mistakes

  • Ranking by one advertised rate: The rate may apply only to a particular payment method, charger category, time or allowance. Compare the price drivers will see for expected sessions.
  • Assuming roaming means savings: Roaming can improve access and records while adding a markup or fee. Measure both price and administrative benefit.
  • Ignoring fixed charges: A lower p/kWh rate may not produce a lower session or monthly cost when account, connection, session or time-based fees are included.
  • Comparing different tax bases: Standardize VAT treatment and make the basis explicit before calculating a difference.
  • Treating a connector count as route coverage: A large claimed total says little about charger location, access eligibility, live availability or fit with a fleet’s journeys.
  • Using historic cross-border figures as current UK benchmarks: The market-study examples concern examined continental European roaming prices and should not be used to predict present-day UK costs.
  • Assuming proposed rules are current law: UK consultation material may describe historical proposals. Use the Public Charge Point Regulations 2023 guidance for the requirements it currently explains, and distinguish that from consultation text.
  • Making a cheapest-provider claim without equivalent evidence: A sound ranking needs timestamped rates for the same geography, charger types, access routes, account charges and tax basis, applied to a stated usage profile. Without those inputs, report the comparison method rather than naming a winner.

Choose based on the fleet’s operating pattern

For fleets that use public charging across many networks and need centralized records, prioritize route-verified roaming access, invoice detail, exports, driver or vehicle controls and support. For fleets concentrated around a few operators or locations, direct CPO access may be worth comparing closely against a roaming account, especially when account fees or roaming markups could outweigh administrative savings. For mixed or changing routes, a combined approach may be practical if fleet policy makes clear which credential or payment route drivers should use and administrators can reconcile both.

Whichever model you choose, make the comparison auditable: preserve the tariff evidence and check date, state the assumptions behind expected monthly cost, and review the choice when prices, coverage or fleet routes change. Current, apples-to-apples tariff data for named providers cannot be established from the cited material alone, so it does not support a general cheapest-provider ranking.
