Brake-by-wire replaces a direct mechanical connection between the brake pedal and braking system with electrical signals. That does not necessarily mean the wheels are stopped by electric motors alone: a documented Bosch design uses an electric motor to create hydraulic pressure for conventional wheel brakes. What a driver experiences after a fault depends on the vehicle’s specific design, the failed component and which backup paths remain.
What brake-by-wire changes
In a conventional mechanical arrangement, pressing the pedal acts on the braking system through a physical connection. In the brake-by-wire design described by Bosch Mobility, the pedal instead senses the driver’s request and sends it to the brake system over electrical signal lines. Bosch describes the change this way: “In a brake-by-wire system, the mechanical connection between the brake pedal and the brake system is replaced by electrical signal lines.”

The driver still asks the car to slow down by pressing the pedal. The difference is how that request gets from the pedal to the hardware that produces braking force. Sensors and electronic controls interpret the request, and brake actuators apply braking at the wheels. This separation can support electronically controlled braking, but the phrase “brake-by-wire” alone does not tell you exactly what actuators a particular vehicle uses, what backup systems it has, or how it behaves after a fault.
Nor does an electrically transmitted command mean the wheel brakes are purely electric. Bosch’s integrated power brake, a related but distinct product description, uses an electric motor to move a hydraulic piston. Hydraulic pressure then travels through brake fluid to the wheel brakes. It is an example of electronic control paired with hydraulic actuation, not a universal blueprint for EVs.

How the braking request reaches the wheels
Bosch’s brake-by-wire description
Bosch describes a pedal that senses the request and transmits it through redundant signal lines. Two brake actuators sit on different channels of a redundant electrical system. Bosch says that, in the event of a fault, either the by-wire brake actuator or the ESP system can build the required brake pressure at all four wheel brakes.
This illustrates the distinction between the signal path and the force applied at the wheels: the request travels electrically, while the system still builds brake pressure. The documented redundancy is specific to Bosch’s described architecture. It should not be read as a specification for every EV or every system called brake-by-wire.
Bosch’s integrated power brake
The integrated power brake has a different described sequence. Pedal sensors provide the braking request to a control unit; the control unit commands an electric motor; a gear moves a hydraulic piston; and the resulting pressure travels through brake fluid to the wheel brakes. For an automated vehicle using this integrated system, Bosch says a redundant brake unit supplements it so the vehicle can be brought to a stop if the integrated power brake fails.

These descriptions are useful examples, but they should not be collapsed into one assumed design. The integrated power brake’s motor-and-piston sequence and the brake-by-wire page’s separate actuators and electrical channels are product-specific descriptions. Neither establishes the hardware, fallback behavior or regenerative-braking strategy of an unnamed vehicle.

What might happen if a brake-by-wire system fails?
There is no single failure response that can be promised for every EV. The outcome depends on which component has failed and what independent signal paths, power supplies, actuators, circuits and wheel brakes remain available. A fault may be detected and a backup path may preserve braking capability; that does not mean the car will retain normal braking after every possible failure.
A failure in a signal path is not necessarily the same as a failed actuator, a loss of hydraulic pressure or a failure in a system that contributes regenerative braking. The documented Bosch design illustrates that some architectures provide alternate ways to build brake pressure. It does not establish how another manufacturer’s vehicle responds to the same fault, nor does it establish a response when more than one component fails.

If a vehicle displays a brake warning or the brakes feel abnormal, follow that vehicle’s owner guidance. The available evidence does not support a universal driver procedure for every warning, symptom or brake-by-wire fault. A general explainer cannot diagnose a particular car: its make, model, year, warning message and owner or service documentation matter.
Recommended Free Tools
- A warning appears: Consult the owner’s manual for the meaning of that warning and the manufacturer’s stated action.
- Braking feels different: Do not assume that a backup system means the brakes are operating normally; use the vehicle’s guidance for the symptom.
- You need to assess a specific fault: Use model-specific service information or qualified service support rather than inferring behavior from another manufacturer’s architecture.
Can regenerative braking stop a car if the friction brakes fail?
Regenerative braking and friction braking are different functions. NHTSA’s FMVSS 135 laboratory test procedure defines a regenerative braking system (RBS) as an electrical system that uses propulsion motor or motors as a retarder for partial vehicle braking while returning energy to the propulsion batteries or dissipating it. It is not simply another name for the friction brakes at the wheels.
Whether regenerative braking is part of the service brake system or separate from it matters. The FMVSS 135 procedure distinguishes vehicles on that basis and includes a failed-RBS test when regenerative braking is part of the service brake system. This treatment does not establish regenerative braking as a universal emergency substitute for failed friction brakes. The procedure also does not show how any particular EV will behave after a specific real-world failure.

So the safe answer is not to count on regeneration as a way to stop after friction brakes fail. Its role depends on the vehicle’s system design, and the cited regulatory procedure addresses defined conditions rather than every possible failure combination.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What U.S. brake testing does—and does not—establish
NHTSA’s FMVSS No. 135 laboratory test procedure describes single-failure tests for brake systems. Among them are an electrical failure in a circuit that transmits a brake signal between the pedal and some or all foundation brakes, and a single regenerative braking system failure when that system is part of the service brake system.

For a split service brake system, the procedure requires the remaining portions to keep operating and stop the vehicle under specified test conditions. That is evidence that the regulation tests defined residual-braking scenarios; it is not a guarantee that every vehicle will have identical braking after every fault. The tests are bounded conditions, not a promise covering multiple simultaneous failures, every crash, or all real-world circumstances.

There is also an important distinction between a regulatory test and government approval. In a 2009 interpretation, NHTSA stated, “NHTSA does not provide approvals of motor vehicles or motor vehicle equipment.” Manufacturers self-certify that their products conform to applicable Federal Motor Vehicle Safety Standards. NHTSA samples vehicles and equipment for testing and may pursue remedies or enforcement when it finds apparent noncompliance. A test procedure therefore describes how compliance is evaluated; it is not an agency certification of a particular model’s behavior in every fault scenario.
What changed in the U.S. proposal for automated vehicles?
On June 25, 2026, NHTSA announced that it had commenced rulemaking to update FMVSS 135 for vehicles designed to be driven exclusively by automated driving systems (ADS). The agency described a proposal that would remove the manual brake-control requirement for those vehicles while preserving stopping-distance performance criteria. It said existing requirements would remain for ADS vehicles that retain manual controls.
This is a proposed change, not a final rule. The associated proposed text discusses defining “service brake control” for vehicles both with and without manual driving controls, and asks for comment on how that term should cover distributed brake-by-wire systems. It also notes that an RBS does not eliminate the need for mechanical brakes. These provisions concern the regulatory treatment of ADS-equipped vehicles; they do not change what can be assumed about the fault response of a particular EV already on the road.
How to assess claims about a specific vehicle
“Redundant” is not enough detail to predict the result of a failure. A useful vehicle-specific explanation should identify what is redundant, which failures the backup is designed to address and what the driver may experience when it is active. Supplier statements can explain a particular product architecture, while the vehicle manufacturer’s documentation is needed to understand how that system is implemented in a given car.
- Request sensing and transmission: Does the documentation describe how pedal input is sensed and whether signal paths are redundant?
- Wheel actuation: Does the system use hydraulic pressure, another actuation arrangement, or a combination?
- Independent paths: Which signal, power and actuation channels are separate, and which components do they share?
- Fault coverage: Which specific failures are said to trigger continued braking, reduced operation or a stop? Do not generalize from one named fault to every fault.
- Regenerative-braking role: Is regeneration part of the service brake system or separate, and what does the vehicle documentation say about its behavior?
- Driver instructions: What does the owner’s manual direct the driver to do for the exact warning or symptom?
The available sources provide supplier examples and U.S. regulatory context, but not a model-by-model comparison. They do not establish the design or failure response of any named EV. For the car you drive, its current owner and service documentation are the relevant references.
