When COE premiums rise, they generally put upward pressure on car prices in Singapore—but the increase is not passed through dollar-for-dollar. If the amount you finance rises and your interest rate and loan term stay the same, your monthly instalment will generally rise too. The actual change depends on the dealer’s final price and your loan terms.
If COE goes up, does the car price go up too?
Usually, higher Certificate of Entitlement (COE) premiums add cost pressure to the price of a new car. A COE is required to register a vehicle in Singapore and gives its holder the right to own and use that vehicle for 10 years. Buyers obtain COEs through bidding in the relevant vehicle category; the premium is therefore a market outcome, not a fixed government charge.

That does not mean a $1 increase in the COE premium automatically adds exactly $1 to every car’s retail price. In a written parliamentary reply on 4 November 2025, Acting Minister for Transport Jeffrey Siow said: “Vehicle sale prices generally have risen in tandem with higher Certificate of Entitlement (COE) premiums, but not to the same extent.” The difference reflects other parts of the car’s cost and the dealer’s pricing, as well as factors such as lower Open Market Values (OMVs) and government subsidies on electric cars cited in the reply.
The practical chain is: a higher COE premium can increase the cost pressure on a dealer’s offer; a higher final selling price may mean a larger amount to pay upfront or borrow; and, if you borrow more on otherwise unchanged terms, your instalment will generally be higher. Each link depends on the actual quotation and financing arrangement.

Why the COE premium is not the whole car price
A car’s quoted selling price reflects more than its COE. The Land Transport Authority’s (LTA’s) March 2026 cost update separates the COE from basic vehicle costs without COE and from authorised distributors’ quoted selling prices. That distinction is useful when comparing an offer with a published cost breakdown: a COE figure is one component, not a complete retail price or a measure of the total cost of owning the car.
The LTA update applies to cars registered in March 2026, so it is a dated snapshot, not an October 2026 price list or a forecast for a new purchase. Its footnote also says that the reported total basic cost excludes insurance, number plates, road tax, the in-vehicle unit (IU) or on-board unit (OBU), dealer commission and other overhead expenses. Those exclusions matter when assessing what a buyer will actually pay.
When checking a current quotation, first confirm whether the stated selling price includes a COE and whether the offer guarantees one. Then compare the complete amount payable, not just a headline price or a quoted COE premium. A dealer’s price and an LTA cost breakdown answer different questions: one is a commercial offer; the other is a cost reference with stated exclusions.
How a higher COE premium can affect your monthly instalment
The premium does not directly set your loan payment. It can affect the instalment indirectly if it contributes to a higher selling price and you finance some of that increase. The loan principal, interest rate, repayment period and repayment structure determine the payment. If the principal rises while the rate and period remain unchanged, the monthly repayment generally rises; changing the down payment, rate or term changes the result.

There is no single monthly increase that applies to every buyer. Two people buying cars at the same price can have different instalments because they borrow different amounts or have different lender terms. A reliable estimate therefore needs the actual amount financed, annual interest rate and repayment period. Do not treat a general COE movement as a loan quote.
Inputs to gather before calculating
- Final vehicle price: use the written quotation and check whether COE is included or guaranteed.
- Upfront payment: establish how much you will pay rather than finance.
- Amount financed: use the principal stated or calculated for your specific transaction.
- Interest rate and term: use the lender’s actual offer, including the repayment period and how interest is applied.
- Other charges: account separately for costs that are not included in the financed amount or headline price.
For a like-for-like comparison, hold the rate and term fixed and compare the instalments at the two actual loan principals. If you compare offers with different rates, terms or upfront payments, the result will not isolate the effect of the car price. Confirm the lender’s quoted payment and total repayment rather than relying on a hypothetical figure.
A useful way to read an estimate is to separate the inputs from the result. The purchase price is not necessarily the loan principal: the upfront payment and any separately charged items affect how much is financed. The instalment, in turn, is not the total cost of the car. Keep the amount due at purchase, monthly payments over the loan period and recurring ownership expenses in separate budget lines.
How to compare two car offers when COE prices are moving
Compare the transactions on the same basis. A lower advertised price may not be the better deal if it excludes COE, requires a different upfront payment or comes with financing terms that make the total borrowing cost higher.

- Match the vehicle and COE terms. Note the vehicle’s COE category, whether the quote includes COE, and whether the dealer guarantees the COE for the quoted price. For a used car, check the remaining COE term because it is not equivalent to a new 10-year entitlement.
- Compare the written selling prices. Ask what is included and what is charged separately. Do not substitute a historical cost breakdown for a current offer.
- Compare the cash and borrowing portions. Record the upfront payment and the amount financed for each offer. These are the figures that connect the purchase price to the loan.
- Put financing on equal terms. Compare the annual rate, repayment period and resulting instalment. If those terms differ, consider the total repayment as well as the monthly amount.
- Add ownership costs outside the price. Include items such as insurance and road tax in your own budget, and identify any dealer or registration-related charges not captured in the quoted price.
This comparison separates three questions that are easy to conflate: how much the car costs, how much cash you need at purchase, and how much you repay each month. A monthly instalment alone does not reveal the full purchase price or total borrowing cost.
How COE bidding relates to the premium in a car quote
LTA says open COE bidding exercises are held twice a month. A successful bid allows registration and use of the vehicle for the 10-year COE term. The clearing-price mechanism is not simply the highest bid: MOT’s 4 November 2025 parliamentary reply describes the COE clearing price as “the highest unsuccessful bid plus $1.” The resulting premium is relevant to a dealer’s costs, but it does not by itself dictate the retail price offered to every customer.
Premiums can differ across COE categories, and the category attached to the vehicle matters when evaluating a quotation. The category system is also under review, but the review described below is a proposal process—not a change already in force.

At the end of the COE term, an owner can deregister the vehicle or renew its COE by paying the applicable Prevailing Quota Premium (PQP). PQP is distinct from the premium paid for a newly registered car. LTA calculates it as a moving average based on COE prices over the latest three months, and it varies monthly.

That distinction is especially useful when considering a used car. Its remaining COE term is a material part of the purchase decision; renewal later would involve the PQP applicable at that time, not a guaranteed amount based on today’s new-car premium. A buyer should therefore assess the present price, remaining term and potential future renewal decision separately.
Proposed changes to car COE categories: what buyers should know
On 8 October 2026, LTA opened a public consultation on possible changes to car COE categorisation. One proposal is to merge Categories A and B into one passenger-car category, potentially paired with a fee-and-rebate scheme based on car value. LTA said engine capacity and power have become less effective ways to separate categories as vehicle technology, especially electric vehicles, has evolved.
The consultation is scheduled to close on 2 November 2026. These are proposals for feedback, not current rules: buyers should not assume that the categories have already been merged or that a fee-and-rebate scheme is in effect. LTA cited Category A prices exceeding Category B prices on three occasions between February and June 2026 as context for reviewing the criteria. That observation explains the review; it does not establish what any future COE premium or retail price will be.

How much more will I pay each month if the COE premium rises?
