China’s lead in electric cars grew from several advantages that reinforced one another: early policies created demand, public and private investment built manufacturing capacity, fleets and a large home market gave companies room to learn and compete, and that industrial base later supported exports. No single policy or company explains the outcome—and the available evidence does not assign each factor a precise share of the credit.
What does “dominate” mean in this context?
China’s position is most clearly visible across electric-car sales, battery manufacturing and exports. Those are related, but not interchangeable measures: a car built in China may carry a foreign brand, while battery-cell capacity says nothing by itself about who designed or sold a finished vehicle. The figures below describe specific years and parts of the industry; they should not be read as current market shares.
How early policy helped create a market
Demand support started before electric cars were mainstream
China began domestic electric-vehicle purchase incentives in 2009, according to the International Energy Agency’s Energy Technology Perspectives 2023. Support expanded beyond purchase subsidies. The Australian Department of Industry’s June 2024 history describes sales-tax exemptions, government procurement and state investment funds, alongside city-level advantages for drivers.
In major cities, access to a license plate could be a practical reason to choose an electric car. Conventional plates were sometimes constrained by quotas, while electric vehicles could receive preferential access. Some cities also exempted them from pollution-related driving restrictions or offered advantages such as preferential parking or bus-lane access. These measures made the vehicle useful not just as a new technology, but as a way around everyday barriers to car ownership and use.

Public fleets offered a workable early use case
Early electric cars had range limitations, but buses and taxis that returned to depots followed predictable routes and could charge between shifts. Deploying them in fleets let manufacturers and operators gain experience without requiring every vehicle to meet every private driver’s needs. It also gave suppliers a setting in which to improve vehicles, batteries and operations.
Why battery choices became an industrial strength
China’s battery advantage was not only about assembling finished vehicles. It also grew across cells, components and processing of key raw materials. The IEA’s 2024 battery report said China processed well over half of global lithium and cobalt raw materials and had almost 85% of global battery-cell production capacity. A separate U.S.-China Economic and Security Review Commission report said Chinese companies represented over 75% of global cell-manufacturing capacity and 90% of anode and electrolyte production in 2022. These estimates use different measures and contexts: cell capacity is not the same as control of every battery supply-chain stage.

Chemistry was part of that development. The Australian Department of Industry’s June 2024 history says many early Chinese electric vehicles used lithium iron phosphate (LFP) batteries, while manufacturers elsewhere focused more heavily on nickel-manganese-cobalt chemistries. LFP contains neither nickel nor cobalt. The IEA describes it as a lower-cost, lower-energy-density lithium-ion chemistry; its use in early vehicles helped Chinese companies build expertise in a battery type that later became an important part of the industry.
How a large home market turned capacity into scale
As adoption grew, Chinese manufacturers had a large domestic customer base in which to sell vehicles and compete. The IEA recorded 8.1 million new electric-car registrations in China in 2023, 35% more than in 2022; electric cars made up more than one in three new car registrations that year. The IEA also described the market as entering a phase of price competition and consolidation.

Scale did not mean that every company succeeded. Competition for buyers and production volume favored firms able to offer vehicles at prices and specifications customers would accept. A large market provided opportunities to grow, but it also put manufacturers under pressure to keep improving and to compete against one another.
Why support evolved rather than simply continued
China’s national new-energy-vehicle purchase-subsidy program ended in December 2022 after reductions that began in 2017. Tax exemptions and non-financial support continued, so the end of the purchase subsidy did not mean an end to all policy assistance. The Australian Department of Industry’s June 2024 report says concerns about fiscal cost and subsidy fraud helped motivate a shift away from direct subsidies.

Policy also began to encourage automakers to meet requirements through production and efficiency choices. Under the “Dual Credit” program introduced in 2018, manufacturers could earn credits from electric-vehicle sales or fuel-efficient vehicles, or buy credits to meet requirements. This approach tied support more closely to company activity than a direct payment to a buyer.

China exported more than four million cars in 2023, including 1.2 million electric cars, according to the IEA. Electric-car exports from China were 80% higher than in 2022; Europe and Asia-Pacific markets including Thailand and Australia were among the principal destinations. The IEA also reported that foreign automakers made about 25% of electric cars manufactured in China in 2022. Low production costs supported exports by foreign and Chinese companies alike, so “exported from China” does not necessarily mean “made by a Chinese brand.”

The next phase is affected by trade rules as well as production capability. China introduced export licensing in January 2026, and importing markets have been changing their trade measures. The IEA’s 2026 outlook describes supply chains gradually diversifying as other regions invest and develop specialized workforces. These conditions make export access a moving part of China’s position, rather than a fixed advantage.

Why there is no single-cause explanation
The evidence points to a cumulative process: policy helped form a market and build capabilities; practical deployments and battery choices supported learning; manufacturing depth and domestic demand enabled firms to scale; and that scale helped make exports possible. These mechanisms reinforced each other, but the available sources do not quantify how much of China’s lead each one independently caused. It is therefore misleading to credit subsidies alone—or to treat a battery-capacity figure as a complete explanation of success in finished cars.
