Congress passed a revised measure in July, and it was signed as Public Law 119-21 on July 4, 2025. The enacted law ended or shortened several clean-energy tax credits, but the rules and deadlines differ for homeowners, vehicle buyers and electricity projects.
Which bill did the House pass?
The headline refers to the House vote on May 22, 2025, when members approved an initial version of the Republican reconciliation bill. That version proposed rapid rollbacks to clean-energy incentives. Senate negotiations changed the measure; the House gave final approval to the revised bill on July 3, and it became Public Law 119-21 when signed on July 4.
That distinction matters: a provision in the May proposal was not necessarily the rule that took effect. The dates and eligibility rules below describe the enacted law, as reflected in IRS guidance and the final statutory text.
What happened to residential solar tax credits?
The residential clean-energy credit under Internal Revenue Code section 25D does not apply to qualifying expenditures made after December 31, 2025. For this credit, the IRS says an expenditure is generally treated as made when the original installation is completed. As a result, paying a contractor or buying equipment before the deadline does not by itself preserve the credit if the original installation is completed afterward.

The completion rule is specifically about the section 25D residential credit. It should not be used as a universal deadline for commercial or utility-scale projects, which are governed by different provisions and conditions.
Did the law end the EV tax credit?
The law accelerated the end of clean-vehicle credits under sections 25E, 30D and 45W. The IRS describes a transition rule for a vehicle acquired on or before September 30, 2025: if the buyer entered into a written binding contract and made a payment by that date, the buyer may be able to claim the credit when the vehicle is placed in service later, subject to the applicable requirements. The IRS treats the vehicle as acquired when both the contract and payment conditions are met.

That transition provision means that a later delivery or in-service date does not automatically disqualify every vehicle bought under a qualifying pre-deadline contract. Eligibility still depends on the particular credit and the IRS’s requirements.
How do the wind and solar project credits differ?
The enacted law changes two distinct credits for clean electricity generation. Their deadlines and conditions are not interchangeable, and the treatment of an individual project depends on the relevant statutory provision and project facts.

Owners and developers should identify which credit applies and assess the project under that provision’s statutory language. The residential section 25D installation-completion rule is not a substitute for those project-specific tests.
What did the bill’s budget figures mean?
In its January 2025 baseline, before enactment of Public Law 119-21, the Congressional Budget Office projected that the existing wind-and-solar investment and production credits together would increase deficits by $308 billion over 2026–2035. That was a projection of the credits’ costs under the baseline—not an estimate of savings produced by the enacted law. CBO cautioned that actual costs could be higher or lower and noted that the Joint Committee on Taxation provides official estimates for tax legislation.

CBO’s 2026 outlook later assessed the investment effects of repealing wind-and-solar investment credits and reducing clean-energy manufacturing credits. It concluded that the changes raise the user cost of capital and reduce the amount of affected investment, while characterizing that investment as small compared with business investment across the economy. The outlook is a directional assessment, not a project-level forecast, and the cited passage gives no percentage for the comparison.

- Home solar under section 25D: Check when original installation was completed, not only when payment was made.
- Clean vehicle under sections 25E, 30D or 45W: For the transition rule, check whether a written binding contract was entered into and a payment made by September 30, 2025, as well as when the vehicle was placed in service.
- Wind or solar electricity project under section 45Y or 48E: Check the specific credit’s statutory conditions and the project’s construction and placed-in-service facts; do not assume one deadline governs both credits or every project.
The IRS says the statute controls if its frequently asked questions conflict with the law. For a particular tax return or project, the relevant statutory provision and current IRS guidance are the appropriate references.
