A ground effect vehicle, in the sense covered here, is a wing-in-ground (WIG) craft: it travels close above water or another surface, using aerodynamic lift altered by its proximity to that surface. It is neither an ordinary boat nor simply an aircraft flying low. Its operating category determines how far it may temporarily leave ground effect and which rules apply.
What is a ground effect vehicle?
The International Maritime Organization (IMO) defines a WIG craft as a multimodal craft whose main operating mode uses ground effect above water or another surface, without constant contact. Its lift comes mainly from a wing, hull, or related parts designed to use that effect. The IMO describes the craft as supported in its main operating mode by aerodynamic forces at low altitude above the sea, without direct surface contact. IMO: Wing-in-ground craft
“Ground effect vehicle” can be used more broadly, but this article uses it for WIG craft. The term ekranoplan is also used for this kind of vehicle; the “Caspian Sea Monster” was a nickname for a Soviet WIG craft, as noted in a 2024 conference paper.
How does ground effect help it fly?
Ground effect occurs when a wing flies close to a flat surface. A 2024 conference paper by CDR Matthew Bonvento explains that the nearby surface changes airflow around the wing and can increase the wing’s lift-to-drag ratio. For a WIG craft traveling over water, the water acts as the nearby boundary. This is an aerodynamic effect—not a cushion of air produced by a lift fan.

That distinction separates a WIG craft from a hovercraft. A hovercraft is supported by an air cushion and can maintain contact through that cushion; a WIG craft’s main operating mode relies on aerodynamic forces while it flies above the surface without constant contact. WIG craft may also operate in displacement mode, which is why they are treated as multimodal craft.
What do the IMO’s Type A, B and C categories mean?
The IMO’s 2018 Guidelines for WIG craft, MSC.1/Circ.1592, distinguish types by whether and how far the craft is permitted to leave ground effect. These are category definitions, not proof that a particular named vehicle has been certified to a type. IMO: Wing-in-ground craft

Which rules apply to WIG craft?
When a WIG craft operates among other waterborne traffic, it must use the same collision-avoidance rules as conventional shipping, according to the IMO. In its guidance, the IMO and the International Civil Aviation Organization (ICAO) agree that craft capable of sustained flight outside ground effect should also be subject to ICAO rules and regulations. Other WIG craft, including those with limited fly-over capability, fall under the maritime regulatory regime.
The regulatory framework developed over time. The IMO says interim WIG guidelines were approved by its Maritime Safety Committee in December 2002. Amendments to the Convention on the International Regulations for Preventing Collisions at Sea (COLREGs), adopted in November 2001 and including WIG provisions, entered into force on 29 November 2003. The IMO also points to training guidance for officers who operate WIG craft in displacement and ground-effect modes. National qualifications and certification requirements need to be checked for the relevant jurisdiction. IMO: Wing-in-ground craft

What kinds of WIG craft are being developed?
A 2024 conference paper by Bonvento describes purpose-built WIG development in the Soviet Union beginning in the 1960s, followed by craft developed in the 1970s. It characterizes military programs as not gaining lasting traction; this is the paper’s historical summary, not a complete archival account.
The same paper names REGENT Craft, the Flying Ship Company, Aron Flying Ship Ltd., and Wigetworks as companies with WIG design or craft activity at the time of writing. It discusses possible passenger, cargo, surveillance, and military uses. Those dated descriptions do not establish that any particular craft is certified, currently available, or operating a commercial route.

A personal craft example
Ekranoplano describes a single-seat personal ground-effect watercraft designed and manufactured in Guadalajara, Jalisco, Mexico. Its undated product page lists a 225 cc engine rated at 31.5 HP, a stated cruise speed of 40 km/h, and an approximate range of three hours. The aerodynamic principle and IMO operating categories describe how WIG craft are intended to work and how their operating envelope affects oversight. They do not by themselves establish a craft’s real-world speed, safety, cost, environmental impact, certification, or commercial status.
