GM and Samsung SDI finalized their approximately $3.5 billion plan for an Indiana EV battery plant in 2024, but the project has since changed. Samsung SDI acquired GM’s stake in the joint venture in August 2026. The New Carlisle plant is still under construction, and Samsung SDI says it plans to make energy-storage batteries there first—not EV cells. The company has not announced a new completion or production date.
What was finalized in 2024
On August 28, 2024, Samsung SDI announced that it and General Motors had completed and signed an agreement to form a U.S. electric-vehicle battery joint venture. The planned 680-acre facility is in New Carlisle, Indiana. The companies announced an investment of approximately $3.5 billion and a plan to create more than 1,600 jobs. Those were project targets, not reported spending or hiring results. Samsung SDI’s 2024 announcement described the facility and its original production plan.

The original production plan
The companies said the plant would initially have annual capacity of 27 gigawatt-hours, with a possible expansion to 36 GWh. Mass production was targeted for 2027. Samsung SDI said the factory would make nickel-rich, NCA-based prismatic cells for upcoming GM electric vehicles.
Samsung SDI described the prismatic format as having high energy density and a hard exterior with a venting system. Those are the company’s descriptions, not findings from an independent comparison or safety test. The 2027 date and capacity figures were announced plans; they do not establish what the plant will produce or when.

What changed in 2026
GM’s stake was acquired by Samsung SDI
On August 11, 2026, Samsung SDI said it had acquired GM’s 49.99% stake in SynergyCells, the joint venture set up for the project. The companies said they would pursue cooperation in forms other than the original joint venture. Samsung SDI cited market changes, including slower-than-expected EV demand. Its August 2026 statement is the latest official update on the ownership and intended use of the site in the sources available.
Construction paused, then was reported ongoing
On May 15, 2026, GM told GM Authority: “Construction of the battery cell plant in New Carlisle, Indiana will be paused to align production capacity with current demand.” GM also said it and Samsung SDI “will communicate plans for the site at a future date,” according to GM Authority’s report.

Samsung SDI’s newer August statement said construction was ongoing. It did not give a new completion date, restart schedule, or production start date. The chronology matters: GM described a pause in May, while the later company update described work as ongoing; neither establishes when the factory will be finished.
The site is now intended to make ESS batteries first
Samsung SDI said that once the plant is complete, it plans to use it initially for energy-storage-system (ESS) batteries, which store electricity for uses such as grid and other stationary energy storage. That is a future plan, not a claim that the facility is operating or producing cells now.

The companies have also signed a separate development agreement for next-generation prismatic cells, described by Samsung SDI as having high energy density and fast-charging capability. The site could potentially make prismatic cells developed with GM in the future for EV applications. That possibility is not a confirmed production commitment or schedule.

What the latest update does—and does not—confirm
As of Samsung SDI’s August 11, 2026 statement, the plant was still being built and was intended to serve the ESS market first after completion. The update did not say that the factory had opened, that it was making batteries, or when construction or production would be completed.
