Neither option always saves more. Compare what you would actually earn on the same fuel purchase at the same station over the same period, then subtract any higher pump price, relevant fees and card interest. A card’s headline cash-back rate applies only when the purchase qualifies and any activation and spending-limit rules are met; a station reward counts only when that location and purchase qualify under its terms.
How to compare savings fairly
Start with the fuel spending you already expect, not a new spending target. Use the same station or station mix and comparison period for each option. If the station program awards cents per gallon, convert the reward to dollars using the gallons you would buy. For cash back, apply the eligible rate only to purchases that qualify and only within the applicable cap.
A practical calculation is:
Net value = card rewards after caps + verified station rewards − any pump-price premium − relevant fees − attributable financing cost.
Do not add card and station rewards for the same purchase until both programs’ current terms confirm that they can be earned together. The available program information does not establish a particular fuel program’s discount or stacking rules, so check the terms for your chosen station.

Check the price you actually pay
A discount is not a saving if the participating station’s price is high enough to erase it. Compare the price per gallon you would otherwise pay with the price at the reward-earning location, at roughly the same time. Include any membership or payment condition needed to get the advertised price.
Include costs that can erase rewards
Subtract an annual card fee only to the extent it is relevant to your decision—for example, if you would get the card specifically for this use and would not otherwise pay the fee. Include interest or other charges attributable to carrying the balance. Rewards are not a reason to spend more or to carry a balance.

What can change a credit card’s advertised rate?
A percentage printed on a card page is not automatically a discount at the pump. Eligibility can depend on where you buy fuel, how the merchant is classified, whether you activate a category, the quarter in which you make the purchase and how much eligible spending remains under a cap.
Rotating categories: Chase Freedom Flex
Chase’s current Freedom Flex page lists a $0 annual fee and rotating 5% categories. For July–September 2026, gas stations are listed; the October–December 2026 list includes grocery stores and dining, not gas stations. The 5% category rate requires activation and applies to up to $1,500 in combined quarterly purchases. The July–September gas listing is therefore relevant only to qualifying purchases made in that quarter, with activation and within the shared cap.

Gas and restaurant categories: Discover it Chrome
Discover says its it Chrome card earns 2% cash back at gas stations and restaurants on up to $1,000 in combined purchases each quarter, automatically, then 1% on other purchases. Because gas and restaurant spending share the cap, restaurant purchases can use up some of the amount available for the bonus rate. Discover also describes a first-year, dollar-for-dollar Cashback Match for eligible new accounts; it is a temporary offer, so check the exact offer and eligibility rather than treating it as an ongoing rate.
Retail format and merchant classification matter
A purchase made where fuel is sold does not necessarily qualify for a card’s gas-station category. Discover notes that category qualification can depend on merchant category codes. Under the cited U.S. Bank Shopper Cash rules, gas purchases at discount stores or supercenters, wholesale clubs, and grocery stores or supermarkets do not qualify for its gas-station category and earn 1.5% instead. The program also requires quarterly enrollment in selected categories, and bonus rates have caps. Check the rules for the exact card and location before counting a purchase at a retail-fuel site as a bonus purchase.

- Whether your regular station participates and whether participation varies by location.
- Which fuel grades, transactions and payment methods qualify.
- Whether the reward is a per-gallon price reduction, points or another redemption, and how to convert it into value you will actually use.
- Any enrollment, membership, minimum-purchase or redemption conditions.
- Whether rewards expire, can be restricted or are subject to changing terms.
- Whether the station reward can be combined with your card’s rewards on the same purchase.
No typical station discount or universal stacking rule is established here; use the terms for the specific program and location you are considering.
Interest can make either rewards strategy a loss
Paying the statement in full is a condition of a useful credit-card rewards comparison. The CFPB says consumers who carry revolving balances often pay far more in interest and fees than they receive in rewards. If you expect to carry a balance, compare the financing cost—not just the reward rate—and do not treat cash back as a reason to put fuel on a card.
Rewards flexibility and changing terms
Cash back is usually easier to value than a station-specific reward, but the exact redemption options still depend on the card’s terms. A restricted reward has less practical value if you cannot use it at your usual station or before it expires. Check how and when you can redeem, whether there are minimums or restrictions, and whether the terms can change.
In December 2024, the CFPB issued Circular 2024-07 on the design, marketing and administration of credit-card rewards programs. It warns that devaluing earned rewards or using vague or buried conditions to prevent consumers from receiving or redeeming rewards can raise consumer-protection concerns. The circular is enforcement policy guidance; it does not itself impose legal requirements on outside parties.

A quick decision process
- Set the comparison: Choose a realistic period, your expected fuel spend or gallons, and the station or stations you would actually use.
- Verify eligibility: Check the card’s current category, activation and cap rules, plus the station program’s local terms and payment conditions.
- Calculate usable rewards: Apply the card rate only to eligible spending within the cap; value station rewards using the redemption you can realistically use.
- Compare net cost: Account for any pump-price difference, relevant fees and attributable interest. Count combined rewards only if both programs allow them on the same transaction.
- Choose without changing your spending: Prefer the option with the better net value for fuel you already buy, provided its restrictions and redemption terms work for you.
What the CFPB says about rewards terms
When announcing its May 2024 report on consumer frustrations with credit-card rewards, CFPB Director Rohit Chopra said: “Credit card companies promise upfront benefits for signing up and using their rewards card, but often bury complex terms in the fine print for using the rewards.” Read the terms that govern earning and redemption, not just the headline rate.
