The available sources do not establish whether construction has begun or the facility has opened.
What was approved at 234 South Terrace?
The City of Fremantle’s application report described a $3.5 million development to demolish the existing building and build a motor vehicle wash at No. 234 South Terrace, on Lots 27, 29, 300 and 301. The proposal included three self-closing wash bays, four vacuum bays, a dog wash, a plant room, signage, landscaping, a bin store, modified crossovers and fencing. The application was submitted by Apex Planning for owner Glowmark Nominees Pty Ltd. The City’s project page records the panel’s approval on 30 July 2025.
That is an approval decision, not confirmation that the wash has been built or is operating. The sources available do not report its construction or opening status.
Why did the council oppose it?
Fremantle councillors considered the application on 9 July 2025. They unanimously rejected the City officers’ recommendation and resolved not to support the proposal, citing the suitability of the site and effects on residents’ amenity. Their resolution was the City’s position on an application to be decided by the state panel; it did not itself determine the development application.

According to PerthNow’s account of the meeting, councillor Adin Lang called the proposal “outrageous.” That criticism reflected a broader dispute over whether a commercial vehicle wash belonged on a busy corner beside homes and shops in South Fremantle.
What concerns did residents raise?
The City advertised the application from 15 January to 14 February 2025. PerthNow reported 91 submissions, including 81 objections. Objections raised several distinct concerns:

- Traffic and safety: increased vehicle movements and the safety of the South Street–South Terrace intersection.
- Noise and amenity: machinery, customers and vehicles queueing near homes. Resident Steven Hodgskin was quoted as saying: “Queueing vehicles also generates loud exhausts, booming stereos, revving of engines and loud car horns, among other things.” This is a resident’s stated concern, not a demonstrated outcome.
- Character and heritage: whether the development fitted the South Fremantle Precinct Heritage Area and the area’s evolving café and residential character.
- Environmental effects: possible impacts associated with the wash and its operation.
These are objections and predicted impacts, not proof that each effect would occur. PerthNow also reported that traffic figures presented to the panel put South Terrace traffic at about 8,900 vehicles per day and recorded 16 crashes at the intersection over five years. Those figures were reported as material presented to the panel; they are not independently verified here.
Why did City officers recommend approval?
The City’s planning report treated a motor vehicle wash as a discretionary use in the site’s Mixed Use zone under Local Planning Scheme No. 4. The property fronts South Street to the north and South Terrace to the west, adjoins residential land to the east, and is near shops and residences to the south. The report noted previous educational and commercial uses, including a boat sales yard.

Officers recommended approval subject to conditions. Their assessment said the development could provide a local service and that its scale and intensity were acceptable. They also considered that amended design and heritage advice reduced visual impacts, and that self-closing wash bays and noise barriers could help mitigate noise.
For stormwater, the report proposed silt and oily-water separation before discharge to the Water Corporation sewer. Officers also recommended an operational management plan and controls on operating hours and access. These were planning measures and assessment conclusions; they do not establish that all effects would be absent.

How did the final approval differ from the City’s recommendation?
The City’s 9 July agenda included recommended operating hours of 6:30am to 10:30pm. Those were pre-decision recommendations. After the panel’s 30 July approval, PerthNow reported final conditions of 6am to 10pm, along with left-in and left-out turns at the site’s South Street and South Terrace entries. The earlier recommended hours should not be mistaken for the reported final conditions.
PerthNow reported six deputations against the proposal and four in support at the panel meeting, with traffic safety a major point of debate. Panel presiding member Dale Page said, as reported after the decision, “I’m of the view this proposal poses no greater risk to pedestrian safety than other proposals for the site could and would.” On access, she was reported as saying: “Traffic movements on to and off the site would largely be the same … irrespective of the land use proposed.” These are reported remarks, not quotations independently checked against a transcript.

Who made the decision?
The application moved through three different roles:
- City officers assessed the proposal and recommended approval with conditions in their planning report.
- Fremantle councillors stated the City’s position at their 9 July meeting, unanimously opposing the officer recommendation.
- The Metro Inner Development Assessment Panel decided the application and approved it 3–2 on 30 July 2025, according to PerthNow and the City’s project page.
The council’s opposition therefore did not amount to a veto. The state panel made the development decision after considering the application and the competing submissions.
