France’s social-leasing scheme is not a €100 electric-car purchase offer: it subsidizes a qualifying long-term lease of a new electric car for eligible residents. Under the rules renewed on 16 July 2026, qualifying drivers may lease through an automotive professional, with monthly rent capped at €200 before insurance and extras. Eligibility, vehicle rules and the actual rent depend on the current edition.
What France’s social leasing actually offers
Social leasing reduces lease costs through public aid. It is arranged with an automotive professional as a long-term rental, either with or without an option to buy; it does not give the driver ownership for €100. The 2026 edition began on 16 July, according to Service Public’s current guidance, verified 31 July 2026.
The scheme has changed between editions. The 2024 launch promoted rents of €100 a month or less, while the 2025 edition allowed offers below €200. Neither headline should be treated as a universal price or substituted for the 2026 terms.
Who can qualify under the 2026 rules?
The current guidance requires an applicant to be an adult resident in France with reference taxable income per share of no more than €16,880. For the 2026 edition, income is assessed using the 2025 tax notice for 2024 income.

Applicants must also meet one of two work-related driving tests using a personal vehicle:
- Travel more than 10 km between home and work; or
- Drive more than 8,000 km a year for work.
These are alternatives. Do not rely on older edition thresholds: the 2024 launch used an income limit of €15,400 per share and a commute threshold of at least 15 km, while the 2025 edition used an income limit of €16,300 and a commute condition above 15 km. The 2026 conditions are set out in the current official guidance.

Which cars and leases meet the 2026 conditions?
Eligible vehicle
The vehicle must be a new, exclusively electric M1 passenger car registered in France. It must have an environmental score of at least 60, cost no more than €47,000 including the battery where applicable, and have a running-order mass below 1,800 kg. Check the official eligible-model list before assuming a particular car qualifies; meeting the broad category alone is not enough.
Lease length, rent and mileage
The lease may be a long-term rental (LLD) or rental with an option to buy (LOA), and it must run for at least three years. Monthly rent is capped at €200 before mandatory insurance, options and ancillary services. A participating professional must offer at least one vehicle at €140 per month or less, except in overseas territories. Each contract must include at least 15,000 km a year without extra mileage charges.

The stated monthly cap is therefore not necessarily the amount a driver pays after insurance and any chosen options or services. The official guidance also provides a 14-calendar-day withdrawal period and describes contract provisions for certain termination or payment-difficulty situations; consult the contract and current guidance for the applicable terms.
How the aid changes the first payment
The aid equals 29% of the vehicle’s purchase cost excluding options, subject to a cap of €6,500. The cap rises to €9,000 if both the vehicle manufacturing site and battery-cell production site are in the European Economic Area. If the motor is also made in Europe, a further €500 premium applies.

The automotive professional advances the aid and deducts it from the first rent. That makes the first rent zero before options and ancillary services, not necessarily a zero-cost start to the contract. The 2024 pause was announced by the Ministry of Economy on 14 February 2024; its notice said the scheme “est suspendu pour 2024” (suspended for 2024). The government’s January 2026 report on the 2025 edition says 50,000 vehicles were allocated in that second edition and more than 100,000 beneficiaries had been reached since the program began. These are government-reported program figures, not proof that each allocation resulted in an additional electric-car purchase.

What the reported figures show—and what they do not
The Ministry of Economy’s January 2026 account describes who received or ordered vehicles in the 2025 edition: 45% of beneficiaries were in the first three income deciles; 55% of orders were for rural households, compared with 51% in 2024; nearly 30% of vehicles were used in air-quality priority areas; and 34% of vehicles ordered were manufactured in France. These figures describe reported allocations, beneficiaries and orders.
The official materials do not establish how many leases caused additional electric-vehicle sales, how much households saved over the full lease, or how much emissions fell. Allocation and recipient-composition statistics alone cannot answer those questions.
