These are practical diagnostic categories, not a statistically ranked list: the right checks and specifications depend on the engine and equipment model.
1. Restricted air intake
A dirty or obstructed air filter can limit the air reaching the engine and reduce performance. Inspect the air cleaner and clean or replace its element as the engine manual directs. Honda lists a restricted air cleaner as a possible cause of low power and includes filter inspection in its model-specific diagnostic procedure (Honda GC190 shop manual; Honda GCV135/GCV160 shop manual).
Black smoke can point toward an air or fuel mixture problem, but it does not identify one cause by itself. Briggs & Stratton also lists bad fuel, overfilled oil, and a flooded carburetor as possible explanations (Small Engine Problem Solving Tips).
2. Fuel delivery or carburetor restriction
Old or contaminated fuel and blocked carburetor passages can interfere with steady engine operation. Briggs & Stratton says untreated gasoline begins to break down after about a month; that is fuel-storage guidance, not a universal cutoff or a ranking of weak-engine causes. If the fuel may have been stored too long, follow the engine manual’s directions for draining and replacing it. Honda’s GCV procedure calls for checking the carburetor main jet or nozzle for blockage, while Briggs & Stratton identifies a dirty carburetor as a possible cause of poor performance (Briggs & Stratton; Honda GCV135/GCV160 shop manual; How to Clean a Small Engine Carburetor).

Carburetor cleaning involves small passages and model-specific procedures. Use the manual rather than assuming a universal adjustment or cleaning method.
3. Spark plug or ignition weakness
A worn, dirty, damaged, or incorrectly gapped spark plug can weaken combustion. Inspect the plug electrodes and gap against the specification for your engine; clean, adjust, or replace it only as the manual directs. Honda’s troubleshooting procedure then moves to checking ignition spark and, if it is weak or absent, inspecting the plug, high-tension lead insulation, and ignition coil (Honda GCV135/GCV160 shop manual; Honda GCV190 shop manual).

Do not assume that one plug type or gap fits all small engines. Match any replacement to the engine model and its published specifications.
4. Low compression or valve trouble
If the intake, fuel, and ignition checks do not explain the power loss, compression or valve problems may be involved. Honda’s diagnostic flowchart calls for measuring compression after earlier checks. Possible causes of abnormal readings include incorrect valve clearance, carbon deposits, defective valves or seats, worn piston rings, piston or cylinder, and cylinder leakage (Honda GCV135/GCV160 shop manual; Briggs & Stratton Small Engine Valve Maintenance & Repair).

A leak-down test can help identify where compression is escaping, but it requires the right tester and procedure. Briggs & Stratton recommends dealer assistance if you do not have the equipment or are unsure how to perform the test (Briggs & Stratton Small Engine Valve Maintenance & Repair).

Honda’s sequence for specific GCV135/GCV160 and GCV190 engines offers a useful example, not a universal procedure. Consult the manual for your exact engine and equipment before servicing it.

- Check that the control is not left in the choke position.
- Inspect the air filter and service it as directed.
- Check the carburetor main jet or nozzle for blockage using the model’s procedure.
- Inspect the spark plug electrodes and gap against the engine specification.
- Verify spark using the manual’s test procedure; check related ignition parts if the spark is weak or absent.
- Measure compression if the earlier checks do not resolve the problem.
Honda’s GC190 troubleshooting table also lists governor adjustment and valve clearance, so a low-power symptom may involve controls or adjustment beyond these four broad groups (Honda GC190 shop manual). A symptom that appears only under load, rather than at idle, is useful context to note, but it does not prove a particular fault.

Safety and model-specific limits
- Read the engine and equipment manuals before service. Disconnect the spark plug lead when appropriate, and keep clear of hot or moving parts.
- If a procedure is unfamiliar, stop and ask an authorized service dealer. Briggs & Stratton advises users to consult the manuals and seek dealer help when unsure (Small Engine Problem Solving Tips).
- Use model-matched parts and specifications. The available manufacturer procedures do not establish one cross-model compression threshold, spark-plug gap, filter, or replacement plug.
